Five proposals were received by the deadline from Dorschner Associates Inc, Engberg Anderson Architects, HBK Engineering LLC, Ken Saiki Design, and MSA. Ken Saiki Design was awarded the contract as the final selection.

The evaluation criteria included project experience, project team members, master plan approach, shelter design approach, engagement plan approach, familiarity with regulatory approval projects, project schedule, technical proposal total, cost, and local vendor preference. 3. Evaluation team members first conducted evaluations of proposals independently based on criteria that had been previously established. The evaluation team then met on September 15th to discuss all qualitative and quantitative aspects of each proposal. Purchasing staff scored the Local Vendor Preference and Cost section of the proposals.

It was determined at the meeting on September 15th that the panel would interview two teams, Ken Saiki Design and MSA.

Dorschner Associates Inc had a well thought out team that had some relevant project experience, however, the panel felt as though the project approach was lacking and could have been more specific to the City of Madison.

HBK Engineering had a satisfactory project approach, but the team was missing a detailed engagement strategy and relevant experience.

Engberg Anderson had an experienced team, but the panel was concerned about the schedule, and the length of time allowed for completing this project. The panel also felt the team lacked a strong engagement strategy.

MSA was interviewed, and the panel felt they had a very strong team with a great deal of relevant previous experience. The panel was concerned that MSA did not provide a comprehensive engagement strategy, which was a major focus of this

RFP.

Ken Saiki Design had a team with a great deal of previous experience. More importantly, the panel felt that the team’s public engagement strategy was very detailed and easy to understand.

4. Final selection of the evaluation team: Ken Saiki Design

5. The local purchasing ordinance did not change the outcome of this bid.
