Summary of Heavy Duty Snow Removal Services RFSOQ

This Request for Statement of Qualifications (RFSOQ) document is issued by the County Commissioners of Carroll County, Maryland, through the Division of Road Operations. The County seeks qualified contractors to provide on-call snow removal services, including the supply of ten-ton and fifteen-ton dump trucks equipped with hydraulically operated snowplows, salt spreaders, two sets of tire chains, and trained operators. All vehicles must be properly tagged and registered for commercial use, with no farm-tagged vehicles permitted. Contractors must submit Statements of Qualifications electronically through the Public Purchase platform no later than November 2, 2026, at 10:30 a.m. EST. The contract term shall commence immediately upon execution and continue for one year, with the County reserving the right to renew for four additional one-year terms at its sole discretion, contingent upon fiscal availability and satisfactory contractor performance. Contractors must complete equipment inspections prior to commencing work and maintain 24-hour emergency service availability. All pricing must remain firm for each one-year contract period, though price adjustments may be considered if market conditions dictate.

The County has established fixed hourly operating rates as outlined in Attachment A: ten-ton trucks at $185.00 per hour and fifteen-ton trucks at $190.00 per hour, with payment computed only for actual snow removal operations. A mobilization fee of $2,500 per truck is required, payable in two installments of $1,250 each (50% upon approved inspection and 50% at season end), regardless of storm frequency. A minimum guaranteed yearly payment of $3,000 per truck applies in addition to mobilization fees. Contractors must maintain liability insurance coverage for all employees and provide proof of adequate coverage within seven days of award. The evaluation committee will score SOQs based on three weighted criteria: Contractor's Experience and Qualifications (35%), Contractor's Capability to Perform (35%), and Equipment List (30%). This is a multiple-award solicitation with no stated set-asides; the County intends to award service agreements to one or more qualified contractors meeting all specified requirements and criteria.
