SECTION I – SCOPE OF SERVICES
1. PURPOSE:
The City of Norfolk (“City”), on behalf of the Norfolk Sheriff’s Office (“NSO”), is seeking a responsible vendor to provide service and cleaning of exhaust hoods, fans, and dryer vents located within the Norfolk City Jail according to the terms, conditions, and specifications of this solicitation.
All qualified bidders are invited to respond to this Invitation for Bids by submitting a bid consistent with the terms, conditions, and specifications stated herein.
The contracts resulting from the solicitation will be awarded to the vendors that submit the lowest bid for each of the line items in the Bid Form.
2. BACKGROUND:
The Norfolk City Jail is under the responsibility of the Sheriff of Norfolk, a constitutional, elected officer.
All employees of the NSO work for the Sheriff. The designated representative for the Sheriff on all food service-related operations is the NSO Officer in Charge of Services (“NSO OIC”).
The Norfolk City Jail currently houses an average daily population of nine hundred (900). The inmate population consists of both male and female adults. Following the Virginia Department of Corrections guidelines, each offender is provided at least three (3) meals daily with no more than fourteen (14) hours between evening meal and breakfast, and a minimum of two (2) hot meals within every twenty-four (24) hours (Virginia Administrative Code; 6VAC15-40-590). Also, per Virginia Administrative Code 6VAC15-40- 740, requirements for linens and towels, clean linens and towels are to be supplied once a week and clean change of clothing is to be provided twice per week.
The Norfolk City Jail consists of an eight-story building built in 1962 (Tower I), a small, attached satellite building built in 1989, and an eight-story jail addition (Tower II) completed in 1997. The Norfolk City Jail is located in the Public Safety Building. Food service operations are provided from a kitchen located on the fourth floor of Tower I. The kitchen includes food preparation, service, and storage areas. The kitchen was renovated in early 2019.
The kitchen operates twenty-four hours per day. Services are currently furnished in three shifts:
• Breakfast: 0100 hours to 0930 hours
• Lunch: 0930 hours to 1800 hours
• Dinner: 1300 hours to 2100 hours
3. SCOPE OF WORK:
A. EXHAUST HOODS
Exhaust hood systems play an important role in the kitchen, removing heat, smoke, and odor away from cooking surfaces. This is for the protection of both employees and the jail facility itself, but over time, the greasy buildup inside of the system can become a safety hazard of its own. Protecting against this hazard requires regular and thorough cleaning of the system to include the exhaust hood, all associated filters, and ductwork. Grease buildup inside of the system is among the leading cause of commercial kitchen fires, but proper maintenance and cleaning can drastically reduce this risk.
4 | P a g e
Description of Equipment: The kitchen includes two (2) commercial kitchen exhaust hood systems:
1. Hood System #1 is comprised of four (4) hoods with an estimated sixty (60) feet of length and two (2) wall mounted up-blast fans fixed to the wall without hinge.
2. Hood System #2 is comprised of two (2) hoods with an estimated twenty-four (24) feet of length and two (2) wall mounted up-blast fans fixed to the wall without hinge.
Task List: The following is to be conducted on a frequency in accordance with NFPA Fire Code #96:
1. Coordinate with NSO OIC to schedule and complete the service.
2. Disassemble, clean, and degrease kitchen hoods to include the filter tracts, plenum area, grease troughs, and all removable grease cups.
3. Remove fan(s) from duct work and degrease the base, shroud, and fan blades.
4. Inspect exhaust fans to ensure proper operational status.
5. Clean all accessible parts of the duct work from the exhaust fans to each of the hoods.
6. Clean and degrease all filters.
7. Clean all areas in which work was performed.
8. Provide a complete and detailed written report of all work performed to be left on site to include any deficiencies found or recommendations noted.
9. Provide a certificate showing the name of the company, the name of the person performing the work, and the date of the cleaning to be affixed to each hood after cleaning.
B. DRYER EXHAUST DUCTS
Having clean dryer exhaust ducts guarantees unrestricted flow of circulating air, which could carry lint and other particulates freely. Commercial dryer vent cleaning takes care of lint buildup for some very important reasons. Clogged dryer exhaust ducts accrue easily flammable lint deposits, which, when combined with hot air, can cause the dryer to labor, making it run slower, and building up excess heat.
If a dryer exceeds its safe temperature limits, the motor could overheat, posing a fire hazard to the excess lint buildup and other flammable materials that have accrued.
Description of Equipment: There are two (2) laundry facilities located within the Norfolk City Jail for a total of seven (7) dryers equipped with eight-inch (8") ducts:
1. Facility One — Located on the first floor of the Norfolk City Jail
• Two (2) dryers are tied together exiting through a large mushroom fan on the first story roof
• One (1) dryer exits to a smaller mushroom fan on the first story roof
2. Facility Two — Located on the second floor of the Norfolk City Jail
• Four (4) dryers that exhaust through the north side of the building. All dryers are tied together into a large rectangular duct and hopper assembly.
Task List: The following is to be conducted every three (3) months and supervised by a certified Air System Cleaning Specialist:
1. Coordinate with NSO OIC to schedule and complete the service.
2. Conduct an airflow check at the end of the exhaust duct systems.
3. Disconnect the exhaust duct system from each dryer.
4. Clean all venting to include each dryer's vent pipe in accordance with current National Air Duct
Cleaners Association standards.
5 | P a g e
5. Inspect all parts of the exhaust duct systems to ensure proper operational status.
6. Clean the interior of the dryer to include the lint filter housing, inside the dryer cavity, and the tub area.
7. Recheck the airflow at the end of the exhaust duct systems.
8. Clean all areas in which work was performed.
9. Provide a complete and detailed written report of all work performed to be left on site to include any deficiencies found or recommendations noted.
10. Provide to NSO OIC a certificate showing the name of the company, the name of the person performing the work, and the date of the cleaning.
These services shall be performed every three (3) months.
4. GENERAL REQUIREMENTS:
The Contractor shall submit a Background Check Form (Attachment H) and PREA-Form (Attachment I), a minimum of five (5) business days prior to gaining access to the facility for all individuals who will be working on site. This is a one-time background check for each individual entering the facility. When there is a change in employee(s) that will be conducting the work, the Contractor shall submit a new form.
Upon entering the facility, each individual must provide government issued photo identification, such as a VALID driver’s license.
If tools are required, NSO requires a Tool Inventory Sheet (Attachment J) be completed. This form need not be completed prior to arrival, however, it must accompany the individual entering the facility. All tools, equipment, supplies, etc. shall be inventoried when entering the facility and when leaving the facility. NSO reserves the right to inspect and inventory all toolboxes, workmen, and trucks. The Contractor must report any missing tools, equipment, supplies, etc. immediately to NSO staff. All unnecessary tools must be left outside of the facility.
The Contractor is advised that only limited movement will be permitted while inside the facility. All contractors will require an escort by NSO personnel.
The Contractor’s pricing shall include a sufficient amount of time to enter and depart the facility on a given day, in addition to pricing for performing the services onsite

Alternate bids will be automatically deemed nonresponsive and will not be considered for award. V. INFORMALITIES:
The City reserves the right to waive minor defects or variations from the exact requirements of the solicitation in a bid insofar as those defects or variations do not affect the price, quality, quantity, or delivery schedule of the services being procured. If insufficient information is submitted for the City to properly evaluate the bid by a bidder; the City reserves the right to require such additional information as it may deem necessary after the bid opening time and date, provided that the information requested does not change the price, quality, quantity, or delivery schedule for the services being procured.

Y. WITHDRAWAL OF BID FROM CONSIDERATION AFTER BID OPENING:
After the opening of a bid, a bidder may withdraw its bid from consideration if the price of the bid is substantially lower than other bids due solely to a mistake therein, provided the bid is submitted in good faith, the mistake is a clerical mistake as opposed to a judgment mistake, and is actually due to an unintentional arithmetic error or an unintentional omission of a quantity of work, labor or material made directly in the compilation of the bid, which unintentional error or unintentional omission can be clearly shown by objective evidence drawn from inspection of original work papers, documents and materials used in the preparation of the bid sought to be withdrawn. No partial withdrawals of bids will be permitted after the time and date set for the bid opening. The amount is only an estimate and the Bidder understands and agrees that the City is under no obligation to the Bidder to buy that amount, or any amount as a result of having provided this estimate or of having had any normal or otherwise measurable requirement in the past. Bidders further understand that the City may require goods and/or services in excess of the estimated annual contract amount and that such excess shall not give rise to any claim for compensation other than at the unit prices and/or rates set forth in the resulting Contract. Further, bidders acknowledge that the items or services covered by this contract may be available or become available under other City contract(s), and that in analyzing its needs, the City may determine that it is in its best interest to procure the items or services through such other contract(s).
