The County reserves the right to make multiple awards from this solicitation.

Services under the resulting contracts will be provided on an “as-needed” and on-call basis for small projects, including planning, evaluation, design, maintenance, repair, renovation, site improvements, and other related projects requiring professional engineering services. Individual projects will be authorized through Project Task

Orders or other written authorizations issued during the contract term. The aggregate cost of the A/E services authorized for any individual project under these contracts shall not exceed $80,000.

The resulting contracts will be optional-use contracts. The County is not obligated to issue any Project Task

Orders or purchase any minimum amount of services from the selected firm(s). Frederick County does not guarantee that any selected firm will receive a project assignment or any specific number or dollar value of

Project Task Orders during the contract term.

Each Project Task Order will identify the specific scope of services, deliverables, schedule, and compensation authorized for that project. The Consultant shall not begin work or incur costs beyond the authorized scope or amount without prior written authorization from the County.

Should proposals require additional clarification and/or supplementary information, Offerors should submit such requested material in a timely manner.

Should the County determine that only one Offeror is fully qualified or that one Offeror is clearly more highly qualified than others, a contract may be negotiated and subsequently awarded to that Offeror without engaging in discussions/interviews with other Offerors if the County finds, in its sole discretion that such a selection is in the best interest of the County.

The County may cancel this Request for Proposal or reject proposals at any time prior to an award and is not required to furnish a statement of the reasons why a particular proposal was not deemed to be the most advantageous.
