About this file
This is an Invitation for Bid (IFB) issued by Anne Arundel County, Maryland's Department of Public Works, Bureau of Highways, for snow and ice removal and anti-icing services on County roadways. The solicitation (IFB SOL000015) seeks qualified contractors to provide all labor, supervision, and equipment necessary for snow removal, ice control operations, and preventative anti-icing services. No specific quantities of work are guaranteed under the agreement; contractors are compensated only for work performed at the County's discretion. The County will host informational workshops and presentations throughout the year, with bidders able to schedule individual appointments with the Purchasing Agent. Contractors must submit completed bid packages including equipment forms, insurance certificates, vehicle photographs, signed agreements, and notarized affidavits. Equipment inspections and calibrations are required, and contractors must attend a mandatory Winter Maintenance Meeting. The contract term runs from completion of the executed agreement through April 30, 2027, with the expectation that services will primarily be needed between October 17 and April 30 of each year. The contract may be renewed for up to nine additional one-year periods at the County's discretion, contingent upon appropriation of funds.
Compensation is based on hourly operating rates for various equipment types, ranging from $85 per hour for a 4x4 foreman truck to $500 per hour for a self-propelled snow blower with 5,000 TPH capacity. A minimum of four hours is paid per callout, plus up to one hour for travel time. Contractors also receive retainer fees and performance fees based on equipment type and completion of qualification requirements, with retainer payments ranging from $200 for a foreman truck to $2,500 for heavy-duty tri-axle dump trucks with spreaders. Retainer fees are paid in two equal installments—the first by December 1st upon meeting all qualification requirements and the second (performance fee) by April 15th if work performance is satisfactory. Contractors are required to maintain 24/7 on-call availability during the contract period and comply with strict response time requirements (less than two hours for night callouts and less than three hours for day callouts). The County provides all salt, salt brine, anti-icing materials, and may purchase additional salt brine at $0.45 per gallon. Sole proprietors are limited to one vehicle and receive retainer/performance fees for only one piece of equipment, while other contractors may submit equipment for up to twelve anti-icing vehicles and seven wheel loaders for retainer eligibility.

County personnel may assist the Contractor in loading and off-loading the product into the Contractor's tank if necessary. The truck shall be equipped with a sign advising motorists to stay back during brine application. All Contractor liquid tanks must go through a thorough cleaning prior to reporting to the County for the purpose of assuring that salt brine or other liquid deicers are not contaminated by foreign material.

County supervisor. The County will not compensate for downtime on trucks and equipment that extends beyond one (1) hour. The Contractor shall report to the County when its equipment is down for repairs and when the repairs have been completed and the equipment is operational. If the Contractor’s equipment is found to be inoperable during an event and has not been reported as such to the County, the Contractor may receive a
“Notice of Unsatisfactory Performance.” If a breakdown happens during a performance, a decision will be made on a case by case basis.

1.11.2 Payment for Work performed under this Agreement and for retainer/performance fees shall be based on invoices sent to the main office of the district that the Contractor was assigned to, and in which work was performed. Within thirty (30) days of a storm event, two (2) copies of an itemized invoice shall be submitted to one of the following:

1.11.3 If a retainer/performance fee is payable, it shall be paid in two (2) equal payments. An invoice for the first payment (retainer fee) shall be submitted by the Contractor after all contract requirements as outlined above in Section 1.8.1 for that contract year have been met.
1.11.4 All invoices for the first (retainer) payment shall be submitted by the Contractor prior to
December 1st of the contract year.
1.11.5 All invoices for the second (performance) fee payment shall be submitted after March 15th but no later than April 15th of the contract year if all work performed under this contract was, in the sole opinion of the County, acceptable.
1.11.6 Only equipment that received the first half (retainer) fee shall be eligible for the second half
(performance) fee payment.
1.11.7 Retainer/performance fee payments are not automatically generated by the County. The
Contractor shall submit an invoice for each payment. Failure on the part of the Contractor to send the invoice to the County by the required dates listed above may result in forfeiture of the retainer/performance fee payment to the Contractor. 1.12 CONTRACTOR RESPONSIBILITIES - The following requirements define additional
Contractor’s responsibilities while providing the snow and ice removal services.
1.12.1 Updating/Changing the County Equipment Form - It shall be the responsibility of the
Contractor to inform the County in writing anytime there has been a change in Equipment (added or deleted) by submitting an updated Equipment Form to the County’s Purchasing Office. Any new
Equipment shall be inspected, calibrated, and approved by the Bureau of Highways prior to acceptance by the County for use in the Contract. Equipment accepted for use in snow removal services during the current contract term will be included in a Blanket Purchase Order issued by the
Purchasing Agent. Any additions or deletions of trucks and/or equipment once Contract is accepted by the County shall require completion of a change order to the Contract.
1.12.2 The Contractor shall respond to the renewal notification for this Contract received from the
County in reference to the annual renewal of the agreement. Any change to items on the equipment form shall be noted at the time of renewal.
1.12.3 Contract Support Decals
1.12.3.1 All Equipment shall display a magnetic “Anne Arundel County Contract Support” decal or sign on the door of both sides of the equipment while performing winter operations for the County.
1.12.3.2 The Contractor shall work with County personnel to find a suitable location to display decals or signs on equipment that cannot accommodate the magnetic decal on the door.

1.12.3.7 If signs are lost or if a Contractor reports for duty without signs, an additional set shall be purchased from the County at a cost of $25.00 per sign. This will result in a deduction of the cost of the decals from the Contractor’s end-of-season performance fee.
1.12.3.8 If the Contractor refuses to display or purchase decals, the Contractor shall not be permitted to work until the decals are displayed. Decals shall remain on the Contractor’s equipment throughout the storm until released by the County.
1.12.4 AVL/GPS Program
1.12.4.1 The County shall require the Contractor to carry in each snow removal vehicle a County-owned AVL (Automated Vehicle Locator) or GPS enabled device.
1.12.4.2 The sole purpose of this device would be for the County to track the location of snow removal vehicles.
1.12.4.3 This device would be issued at the beginning of a weather event and returned to the
County at the end of such an event.
1.12.4.4 When Contractor personnel and equipment are logged in at the County’s Maintenance
Yard’s front office or other designated area by a County representative, Contractor personnel may be assigned an AVL unit for use during the storm.
1.12.4.5 The Contractor personnel shall sign an acknowledgment that they received the unit.
1.12.4.6 The unit shall be turned in to the County by the Contractor personnel when they are logged out at the close of the storm.
1.12.4.7 The Contractor personnel shall keep the AVL unit operable throughout the duration of the winter storm.
1.12.4.8 If the Contractor’s personnel fail to keep the AVL unit operable throughout the duration of the winter storm, the Contractor may receive a “Notice of Unsatisfactory Performance”. The
Contractor shall remove offending Contractor personnel from further contract work at the County’s request. The Contractor shall be billed $250.00 by the County for failure to return the unit in good working order.
1.12.4.9 This device shall not be used by the Contractor for personal use and shall remain on at all times during the shift.
1.12.4.10 The proper use of the GPS or AVL-enabled County cell device may be a part of the
Performance Rating System.
1.12.4.11 The County reserves the right to require other basic progress report data from each driver or operator who performs work during a winter storm event.
1.12.4.12 All County AVL/GPS equipment shall be returned to the County at the end of the winter season or by April 30, 2025.
1.12.5 Failure to Respond to a Snow/Ice Event
1.12.5.1 Failure to respond to two (2) call outs during the winter season period may be cause for the County to terminate the Agreement. In the event of a termination, the Contractor shall return any County-owned equipment to the designated location within five (5) days, and all payments shall cease as of the date of termination.
1.12.5.2 In the event the Contractor fails to respond to two (2) or more call outs, the County reserves the right to demand the return of any paid retainer fees, in addition to any costs incurred to the County in the process of seeking the return of such monies.

1.13.2.2 Hours worked under this Agreement shall not exceed sixteen (16) hours per shift driver. A minimum downtime of eight (8) hours is required before returning to service.
1.13.2.3 These limits may be modified at the sole discretion of the Director of Public Work his/her designee. Notification of a change in hours of service will be presented in writing to the Contractor.
Contractor shall not exceed these limits until receiving such written notification from the County.
1.13.2.4 It is the Contractor’s responsibility to ensure that this provision is adhered to by its employees or subcontractors. Violations of this provision may lead to the rejection of a submitted invoice and/or the termination of the contract.
1.13.2.5 Contractors shall provide all drivers or operators with copies of contract standards for plowing cul-de-sacs, anti-icing, and general instructions for providing snow plowing services to the citizens of Anne Arundel County incorporated into this document.
1.13.3 Instructions
1.13.3.1 Contractors shall work safely, and be considerate to the residents that they are serving at all times.
1.13.3.2 Contractors shall check-in and check-out at the location identified above.
1.13.3.3 Contractors shall be responsible for their equipment, and any damages that they cause.
1.13.3.4 Contractors shall follow the route map provided or work in the area assigned to the
Contractor.
1.13.3.5 Contractor shall contact the County as soon as possible if any problems are encountered.
1.13.3.6 Accident Prevention and Notification - The Contractor shall be responsible for initiating, maintaining, and supervising all safety precautions and programs in connection with the work of this Contract. Caution shall be exercised at all times for the protection of persons and property
(including mailbox knocked down). The safety provisions of all applicable laws and regulations shall be observed, including safeguards on Equipment, the elimination of hazards and worker safety training. In the event of an accident of any kind which involves the general public and/or public or private property, the Contractor shall immediately notify the County for informational purposes only. Upon request of the County, the Contractor shall provide an accounting of details and/or copies of written accident reports.
1.13.3.7 Damages to Property - The Contractor shall take all necessary precautions for the private property. The Contractor shall be responsible for damages on public or private property resulting from the operation of equipment. All such property which suffers damage caused by the Contractor shall be repaired or replaced as soon as possible to equivalent quality at no charge to the property owner or to the County. If the Contractor fails to do so within ten (10) days or other agreed to the time period, the County may, after giving the Contractor notice in writing, proceed to repair or replace such property as may be deemed necessary at the Contractor’s expense. Such charges shall be deducted from the Contractor’s invoices or be reimbursed to the County by the Contractor.
1.13.4 Special Considerations
1.13.4.1 Contractors shall limit their work to the road and roadside right-of-way.

•Curb and Gutter including Asphalt curb
•Storm Drains
•Fire Hydrants
•Utility Cleanouts
•Telecommunications Equipment
1.13.4.3 Contractors shall exercise care to avoid damaging privately maintained features that may be present in or near the roadside right-of-way including:
•Parked Cars - especially those obscured by snow
•Mailboxes
•Drinking water well heads or caps
•Landscaping or Fences, though such items are generally prohibited by County Code (§ 13-3-201)
1.13.4.4 Contractors shall deposit snow where it least impacts the County’s residents and customers such as:
•Do not block hydrants when pushing or dumping snow.
•Avoid blocking access to driveways whenever possible—it is recognized that modest windrows may develop in front of driveways when plowing.
•Avoid dumping snow on already cleared sidewalks.
•Avoid dumping snow on private property.
1.13.5 Plowing in a Cul-de-Sac
1.13.5.1 If conditions dictate, additional clearing of the cul-de-sac may occur in the storm cleanup phase.
1.13.5.2 The Contractor shall make one (1) pass on the outside of the cul-de-sac, pushing snow toward the center. If cul-de-sac dimensions or a plowing vehicle’s size prevents plowing in a continuous turning movement, the plowing vehicle will make multiple linear passes on the outside of the cul-de-sac, pushing snow to available areas on the perimeter of the cul-de-sac, to approximate a single, continuous pass. This allows residents to access their driveways and exit out of the cul-de-sac.
1.13.5.3 Plowing equipment shall…
