SOURCES SOUGHT NOTICE

The Defense Information Systems Agency (DISA) is seeking sources for Project Manager

Mission Command (PM MC) Systems Engineering and Technical Assistance (SETA) Services

Support

INTRODUCTION:

This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, Certified

8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and

Woman-Owned Small Businesses) and large businesses to provide the required products and/or services.

PM MC is seeking information from potential sources for a broad range of Systems Engineering, Logistics Support, and Operations and Administrative support to include support for budget, cost analysis and contract and acquisition support. Systems Engineering encompasses a broad range research and development into new and emerging communications and network technologies, security engineering, cybersecurity and hardware/software engineering, and support technology insertions of Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) capabilities into new and existing systems, including cloud and artificial intelligence capabilities. Logistics Support includes fielding coordination and support, warehouse and supply management, Integrated Product Support (IPS), maintenance engineering, field service support, property management, and Logistics Modernization Program

(LMP) support. Operations and Administrative support include a broad range of operations, administrative, industrial security, facilities support, budget and cost support, acquisition, and contracts support, including supporting Foreign Military Sales (FMS) cases.

The anticipated Period of Performance is one 12-month base period and four 12-month options for a total of 60 months.

The anticipated Place of Performance is Aberdeen Proving Ground, Maryland.

CONTRACT/PROGRAM BACKGROUND:

Period of performance: SEPT 2019 - SEPT 2024

REQUIRED CAPABILITIES:

1) Describe and provide an example of your company’s experience executing contracts of similar size and complexity as defined in the attached Draft Performance Work Statement

(PWS). Address the following areas in providing engineering support to analyze, develop, and integrate technical approaches, define and design architectures, and to support ongoing, emerging and new programs and systems.

Describe your company’s experience in the below areas:

a. Analyze, design and development network management systems, Defensive

Cyber Operations, and Cloud Development: Describe and give an example of your experience in developing, deploying and managing software applications and services that leverage commercial cloud computing technology and artificial intelligence, to include support of defense warfighting application migration, software-defined networking, deployment of cloud services in classified environments, and integration of Platform as a Service (PaaS) products.

b. Describe your experience in assessing emerging technology standards and advancements to develop design solutions in compliance with Collapse

Architecture, Modular Open Systems Approach (MOSA), C5ISR/Electronic

Warfare (EW) Modular Open Suite of Standards (CMOSS), Common Operating

Environment (COE), and Battlefield Management System (BMS) Functional

Area mission requirements.

c. Describe your experience with System Integration: Integration/Interoperability configuration of C5ISR systems.

2) Describe and provide an example of your company’s experience in Security

Engineering/Cyber Security: Cyber security certification and accreditation and Cross

Domain Solutions (CDS), cybersecurity accreditation of information systems leveraging cloud computing technology and services, to include data and service access control mechanisms and support of multiple security domains.

3) Describe and provide an example of your company’s experience in logistics support, such as :providing readiness and training related reports, documentation, change proposals and issues pertaining to Integrated Logistics Support (ILS) and Logistics Support Analyses plans, training, provisioning, fielding and database management systems, and maintaining a warehouse/integration facility. Address your company’s experience with

Logistics Modernization Programs (LMP)

4) Describe and provide an example of your company’s experience supporting business, operations, and acquisitions within an Army PM, addressing the following areas:

a. Program analysis and support, including preparation of regulatory documents in preparation for formal and informal reviews, and in supporting the creating of

Simplified Acquisition Management Plans (SAMPs).

b. Supporting organizations through the Planning, Programming, Budgeting, and

Execution System (PPBES), Earned Value Management (EVM) reporting, drafting Analysis of Alternatives (AOAs), Cost Analysis Requirements

Descriptions (CARDs), Defense Acquisition Executive Summaries (DEASs), Selected Acquisition Reports (SARSs), Integrated Program Summaries (IPSs), and Annual Program Budget Briefs (APPBSs).

c. Utilizing a broad range of Government financial systems to support budget, cost, and financial services.

d. Providing support for acquisition and contracts, including drafting Acquisition

Requirement Packages (ARP) documents, and FMS cases.

e. Providing operational support, including facilities support, Information

Technology (IT) and Information Management Office (IMO) support, security services, and administrative support.

SPECIAL REQUIREMENTS: Top Secret Facility Clearance required. COMSEC account required.

SOURCES SOUGHT:

The North American Industry Classification System Code (NAICS) for this requirement is

541512 - Computer Systems Design Services, with the corresponding size standard of $30M annual receipts.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company’s ability to perform in accordance with FAR clause 52.219-14, Limitations on Subcontracting.

To assist DISA in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, provide information regarding any plans to use joint ventures (JVs) or partnering. Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice.

SUBMISSION DETAILS:

Responses should include:

1) Business name and address;

2) Name of company representative and their business title;

3) Small Business Socio-economic status (if small);

4) CAGE Code;

5) Prime contract vehicles; to include ENCORE III, SETI, NIH CIO-SP4, NASA SEWP V, General Service Administration (GSA): OASIS, ALLIANT II, VETS II, STARS III, MAS (including applicable SIN(s), groups or pools), or any other Government Agency contract vehicle that allows for decentralized ordering. (This information is for market research only and businesses with a valid cage that lack prime contract vehicles are still encouraged to respond to this notice.)

6) Intent to bid.

a. Small businesses should state their intent to bid as a prime contractor or subcontractor.

Businesses who wish to respond must send a response via email NLT 4:00 PM Eastern Daylight

Time (EDT) on October 3, 2022 to lauren.e.koerkenmeier.civ@mail.mil. Interested businesses should submit a brief capabilities statement package addressing the specific questions above (no more than seven pages) demonstrating the ability to perform the services listed under Required

Capabilities.

Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. All submissions become Government property and will not be returned. All government and contractor personnel reviewing submitted responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as pursuant to 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
