1.0 OBJECTIVE
The Contractor shall provide Systems Engineering and Technical Assistance (SETA) support to Program Executive
Office for Command, Control and Communications Tactical (PEO C3T), Project Manager Mission Command (PM
MC), for all assigned programs, current and future, in the areas of Engineering, Cloud Computing, Cyber Security and Information Assurance, Test and Evaluation, and Verification and Validation. The Contractor shall provide direct support to the Technical Management Division (TMD) and subordinate organizations, as defined in the
Performance Work Statement (PWS).
1.1 BACKGROUND
PM MC develops, deploys, and transition into sustainment integrated mission command and situational awareness capabilities to the Army and joint forces. PM MC provides intuitive, adaptive mission command and situational awareness capabilities for the command post and platform that enable mission execution by commanders and leaders at all levels to be more effective, agile and decisive. PM MC delivers capabilities across the warfighting functions of movement and maneuver, command and control, fires, sustainment, protection, intelligence, and engagement. PM
MC uses an agile and effective development process to achieve both near-term deliveries to current systems and longer-term development to enhance mission command capabilities. Presently PM MC’s portfolio consists of four functional (management) divisions and five product divisions, as follows:

1.2 CONTRACTOR PROGRAM MANAGEMENT
Contractor employees performing services under this contract shall be controlled, directed, and supervised at all times by management personnel of the Contractor. The Contractor's management shall ensure that employees properly comply with the performance standards outlined in this Performance Work Statement and as required by the Contracting Officer or the Contracting Officer's Representative (COR). Contractor employees shall perform independent of and without the supervision of any Government official. Actions of Contractor employees may not be interpreted or implemented in any manner that results in any Contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts
7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government shall control access to the facility and shall perform the inspection and acceptance of completed work and tasks. The Contractor shall provide the services required by the contract pursuant to the general requirements specified herein.
1.2.1 CONTRACT MANAGEMENT
1.2.1.1 MANAGEMENT PLAN
Concurrent with the Kickoff/Post Award Meeting, the Contractor shall submit a Contract Management Plan (CMP)
In Accordance With (IAW) Contract Data Requirement List (CDRL) B001. The CMP shall include the phase in transition plan.
1.2.1.2 MANPOWER INFORMATION RETRIEVAL AND REPORTING SYSTEM (MIRARS):
All contract employees whose primary duty location is Aberdeen Proving Ground shall comply with the PEO C3T
MIRARS reporting requirement. MIRARS is required to account for all personnel, including Contractor personnel, in the event of an emergency or catastrophic event.
1.2.1.3 CONTRACTOR’S PROGRESS, STATUS AND MANAGEMENT REPORT
The Contractor shall provide a Contractor’s Progress Report (CPR) IAW CDRL B002, a comprehensive progress report that covers each operational area shall be delivered monthly to the COR. The report shall contain, at a minimum, an overall schedule, the status of funding on the T/O, accomplishments completed, any potential problems, any purchases made in support of the contract and reimbursed by the Government, and any lessons learned.
1.2.1.4 CONTRACT FUNDS STATUS REPORT AND MAN-HOUR EXPENDITURE REPORT
The Contractor shall provide a Contractor Funds Status Report (CFSR) & Man-Hour Expenditure Report. The report shall be submitted monthly IAW CDRL B003, and IAW CDRL B004. The report shall be of sufficient detail to determine contract expenditures, burn rates, funding requirements, and to assess Contractor cost and schedule performance; and it shall include at minimum:
1. A detailed spreadsheet containing all Contractor (and Subcontractor) costs incurred, including invoiced amounts and outstanding commitments by month and cumulatively.
2. A baseline spend plan that reflects the amounts agreed to in the contract.
3. A current spend plan that reflects changes in costs and/or schedule.
4. A summary page that shall include Operational Area, CLIN, Labor Expense, Material Expense, Other
Direct Costs (ODC), Travel Costs, Fees, and an Estimate to Complete for each category. This information shall be provided by month, for the current reporting period and cumulatively for the period of performance, including options if exercised.
Man-hour expenditures shall be reported for all Contractor and Subcontractor employees who directly bill the contract. The reporting shall include the total quantity of hours billed by Contractor labor category, be cross-referenced to the Government provided labor category list, Attachment A “Labor Categories,” and report labor costs associated with this expenditure.
1.2.1.5 MEETINGS
1.2.1.5.1 KICKOFF/POST AWARD MEETING
The Contractor shall host a Kickoff/Post Award meeting within 15 calendar days of Award. The Kickoff/Post
Award Meeting shall incorporate the staffing and transition plan that was part of the contractor’s proposal and shall include all operational areas.
The Kickoff/Post Award Meeting shall require the Contractor Project Manager, any key Contractor personnel, and designated Subcontractor representatives.
The Contractor shall be responsible for providing a schedule and agenda, IAW CDRL B005, “Kickoff Meeting
Preparation.” The Contractor shall be responsible for providing and distributing a meeting report, IAW CDRL
B006, “Report, Record of Meeting Minutes” for the Kickoff/Post Award.
1.2.1.5.2 PROGRAM MANAGEMENT REVIEW
The Contractor shall host a Program Management Review (PMR) of all operational areas on a quarterly basis, either in person, or virtual. The first PMR shall occur within three months of TO award. The PMR shall require the attendance of the contractor PD/PM and designated Subcontractor representatives.
The PMR shall include, at a minimum, TO schedule and cost information, technical (operational and maintenance) performance and associated metrics, program status (including staffing), logistics, engineering activities, information assurance, training, lessons learned, risks, and any issues with current TO performance.
The Contractor shall be responsible for providing a pre-meeting package, IAW CDRL B007, “Meeting
Agenda/Quarterly Program Management Review.” The Contractor shall be responsible for providing and distributing a meeting report, IAW CDRL B006, for the PMR.
1.2.1.6 CONTRACT PHASE-OUT TRANSITION PLAN
One hundred and eighty (180) days prior to end of this TO, the Contractor shall submit a Contract Phase-Out Plan
IAW CDRL B008 to ensure an orderly transition.
1.2.2 GOVERNMENT PROPERTY (GP)
Government Property is all property owned by the Government, including Government Furnished Property (GFP) and Contractor Acquired Property (CAP) (FAR 45.101(a))
The requiring agency must ensure government property considerations are included in written acquisition plans
(FAR 7.105(b)(15) The requiring activity must also justify the decision to provide Contractors government property in writing (FAR 45.102(b)/DFARS PGI 245.103-70(2))
GFP is property in the possession of or directly acquired by the Government and provided to a Contractor for contract performance (FAR 45.101(a))
CAP is property acquired, fabricated, or otherwise provided by the Contractor for contract performance and to which the government has title (FAR 45.101(a))
Contractor Inventory is excess Contractor acquired property, government furnished property, and any property the
Government is obligated to take or has the option to take (45.101(a))
1.2.3 GOVERNMENT FURNISHED PROPERTY (GFP)
The Contractor is responsible for providing all equipment necessary to perform the requirements of this Contract, except for those identified as GFP by PM MC and PEO C3T and identified in the GFP list. The Government will provide the Contractor records of all Government-owned property (other than Real Property) and equipment that are under warranty and used, managed, or supported under this contract. The Government shall provide office space, furniture, computer equipment, telephone, and reproduction facilities for employees working at Government facilities in support of this effort, as noted within Attachment B “GFP List”.
The Contractor shall maintain a record of all GFP provided under this requirement, and shall submit a status report
IAW CDRL B009, “Government Property (GP) Inventory Report.”
All equipment acquired as CAP, as defined above, for exclusive use on this TO, shall be added to the Contractor managed property list, identified as CAP, maintained by the Contractor, and reported against in CDRL B009.
1.3 CONTRACT PERIOD OF PERFORMANCE / PLACE OF PERFORMANCE
1.3.1 PERIOD OF PERFORMANCE
The Period of Performance (PoP) shall be twelve (12) months from the date of award, (inclusive of a sixty (60) day
Transition-In Period during the first 60 calendar days), with four (4) twelve (12) month option periods for a total
PoP of sixty (60) months.
1.3.2 PLACE OF PERFORMANCE
The primary place of performance will be at Aberdeen Proving Ground (APG), Maryland. Performance may take place at the Contractor site, various Continental United States (CONUS) Government locations as indicated below, and Outside the Continental United States (OCONUS) Military Sites as required. Actual sites may vary during the course of this contract as necessary to meet mission requirements.
Any OCONUS performance during the course of this contract will be on a Temporary Duty (TDY) basis.

2.1.1 CONTRACTOR MANPOWER REPORTING
The Contractor shall report all Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via the System for Award Management (SAM.GOV) site. The
Contractor is required to fill in all required data fields within SAM.GOV using the following link:
https://sam.gov/content/home
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year
(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at: https://sam.gov/content/help.
2.2 INSPECTION AND ACCEPTANCE
Inspection and Acceptance shall be at the Destination, unless otherwise indicated.

3.0 REQUIREMENTS
3.1 ENGINEERING
The Contractor shall provide engineering, support to develop technical approaches, define and design architectures, and support ongoing PM MC Programs, fielded systems, and externally fielded systems IAW DoDI 5000.88.
During support of this requirement, the Contractor shall be required to attend a variety unclassified and classified meetings with the Government and other Contractors, and may be required to generate technical reports and studies, or draft deliverable documents in support of PM MC’s requirements. The Contractor shall submit these reports
IAW CDRL A001, “Technical Reports-Study/Studies.”
For each meeting with the Government, the Contractor may be required to submit meeting minutes and notes IAW
CDRL B006, “Report, Record of Meeting Minutes.”
The Contractor shall provide engineering services to support the following specific tasks:
3.1.1 RESEARCH AND DEVELOPMENT (R&D)
The Contractor shall perform a wide range of R&D services to position PM MC to create, integrate, and deliver technology-enabled products and collaborative solutions that fulfill the U.S. Army’s needs and that are compliant with program requirements and objectives, measures of performance (MOP) and measures of effectiveness (MOE), interoperability requirements, and similar Program-Wide responsibilities. The scope of this task includes evaluation and integration of needed technologies. In support of the R&D task, the Contractor shall perform the following activities, including but not limited to:
1. Conduct network system engineering analysis
2. Define and design architectures
3. Evaluate communications protocols and network performance supporting Data/Voice/Video/Telephony information exchanges
4. Execute and interpret traffic analysis
5. Analyze, design and develop network management systems/capabilities.
6. Analyze and develop Defensive Cyber Operations techniques.
7. Provide support for Cloud development.
8. Provide Data Engineering support
9. Provide commercial and military standards support
10. Provide support identifying and tracking technical risks
11. Analyze new and emerging technologies in hardware and software, and determine the applicability to PM
MC capabilities and systems
3.1.2 SYSTEM INTEGRATION
The Contractor shall perform a wide range of system integration services to ensure the PM MC products meet program requirements and objectives, interoperability requirements, configuration management requirements, and similar Program-Wide responsibilities. In support of this task, the Contractor shall perform the following activities, including but not limited to:
1. Perform integration/interoperability configuration of Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems into existing vehicles, systems and platforms.
2. Provide interoperability analysis and support including definition, analysis, testing and management of system interfaces, managing and communications protocols, data models and exchange methodologies, network dependencies, and multinational/coalition information exchange mechanisms and agreements.
3. Support design Integrated Product Teams (IPTs), providing written analyses and recommendations to address challenges.
4. Integrate system with hardware and/or communications platforms
5. Prepare system integration information to aid in New Equipment Training programs
6. Evaluate new technologies and perform systems engineering work to determine integration effort, viability, and capability gain
7. Perform lifecycle integration that involves customers in the design process and ensures the system developed is reliable, maintainable and operationally available throughout its life
8. Provide technical support related to reliability, maintainability, operational availability, and human factors engineering for assigned products
9. Assess Technology Readiness Levels (TRL)
3.1.3 TECHNICAL DOCUMENTATION SUPPORT
The Contractor shall produce and update a wide range of engineering and technical documentation to ensure PM
MC Products are accurately and appropriately documented in accordance with program requirements. In support of this task, the Contractor shall perform the following activities, including, but not limited to:
1. Support the development of systems engineering documentation System Engineering Plan (SEP), Software
Requirements Specifications (SRS), Software Version Description (SVD), Interface Control Documents
(ICD), Tactical Internet System Description Document (TISDD), Database Design Description (DBDD), Software Installation Descriptions (SID), Configuration Management (CM) etc.) IAW applicable DoD and
Army standards.
2. Support the development of an Information Support Plan (ISP); Net Ready Key Performance Parameter;
Critical Test Parameters; and Spectrum Supportability Risk Assessment, including DD Form 1494a.
3. Support the development of systems architecture documentation (All Viewpoint (AV), Capability
Viewpoint (CV), Data and Information Viewpoint (DIV), Operational Viewpoints (OV), Services
Viewpoint (SvcV) Systems Viewpoint (SV), and Standards View Point (STDV)).
4. Provide written evaluations of system concepts, system designs, and system support program proposals with the goal of recommending actions for optimizing system performance to include evaluations of technical and product performance.
5. Provide support and technical expertise for administering and preparing documentation for PM Mission
Command’s Configuration Control Board (CCB) process, Systems Engineering IPT, and Data Management
Interoperability Group and any supporting working groups.
6. Manage and maintain data and information exchange standards and specifications, as they become necessary to support Army interoperability Data Dissemination Service (DDS) DDS Advertisement and
Publication Profiles (DAPP), DDS Subscription Profiles (DSPs), Unified Specification for Army Battle
Command System (ABCS) Symbology (USAS), United States Message Text Format (USMTF), Variable
Message Format (VMF), and Army Interoperability Certification (AIC) Universal Mission Threads etc.).
7. Provide support for meetings, working groups and briefings to include development and maintenance of action item tracking system for Technical Reviews, Command Reviews, and Quarterly Reviews, Technical
Test and Initial Operational Test and Evaluation (IOT&E) recommendations.
8. Provide technical support for conferences, review task related documents, and develop task related technical papers.
9. Provide technical and operational support in the development of operational requirements documents.
10. Support development of programmatic documentation and briefing materials in support of program reviews and participate in program reviews.
11. Provide technical input to acquisition documentation such as the Acquisition Strategy (AS) and Simplified
Acquisition Management Plan (SAMP), test and evaluation (T&E) plans such as the T&E Master Plan
(TEMP), T&E Strategy (TES) and individual test plans and procedures and provide technical input to the
Lifecycle Sustainment Plan (LCSP).
12. Provide configuration design documents; develop test architecture, plans, procedures, and system validation criteria in support of field tests to validate network configurations and support functional interoperability testing and other exercises, to include Army Interoperability Certification (AIC) at the
Central Technical Support Facility (CTSF) at Ft Hood.
3.1.4 SOFTWARE/HARDWARE SYSTEMS ENGINEERING
The Contractor shall perform a wide range of software/hardware systems engineering services to ensure PM MC
Products are compliant with program requirements and objectives, interoperability requirements, configuration management requirements, and similar Program-Wide responsibilities. In support of this task, the Contractor shall perform the following activities, including but not limited to:
1. Provide necessary engineering support for all systems that fall under the PM MC portfolio (Software, Hardware, Command Post and mounted).
2. Evaluate software and hardware versions and updates in terms of capability, network and initialization impacts (ports and protocols, Light Weight Director Access Protocol (LDAP), LDAP Data Interchange
Format (LDIF), Unit Task Organization (UTO), Master Unit List (MUL), Joint Master Unit List (JMUL)
3. Include design changes and transition of equipment that may be required because of changes to system configuration requirements and/or equipment upgrades and obsolescence.
4. Provide Capability Set Development and/or Common Operating Environment (COE) to include answering data calls, architecture and thread development, and aligning software schedules across numerous Army activities and events support (e.g. United States Army Pacific Command (USARPAC), Warfighter Exercise
(WFX), Integrated Tactical Network (ITN), etc.), to include answering data calls and development of
Mission Threads and Software schedules.
5. Review existing product baselines for completeness, consistency, and relevance to current operational requirements. Ensure that relevant architecture products align to the product baselines. Ensure that new requirements are incorporated into the applicable baseline.
6. Provide functional analysis and allocation support, including decomposition to Lower- Level functions, allocation of performance and other limiting requirements to all functional levels, definition and refinement of internal and external functional interfaces, and definition/integration of functional architectures.
7. Provide systems analysis and control support, including trade off studies, architecture and infrastructure simplification, software/hardware integration and consolidation, effectiveness analysis, risk management, configuration management, interface management, data management and performance measurement.
8. Apply technical expertise to assess emerging technology standards and advancements to develop design solutions in compliance with Collapse Architecture, Modular Open Systems Approach (MOSA), C5ISR/Electronic Warfare (EW) Modular Open Suite of Standards (CMOSS), Common Operating
Environment (COE), and Battlefield Functional Area mission requirements.
9. Manage PM Mission Command’s software licensing process. This includes reviewing current requirements, establishing an automated system and related processes to manage these licenses, and providing the PM MC with options to streamline the software license management process.
10. Provide certified Software developers or software engineers who understand the Agile software development framework and methodologies and who can develop and review software source code written in common commercial programing and scripting languages to include but not be limited to C, C++, Java, Java Script, Python, Power Shell and Hypertext Preprocessor (PHP.
11. Use systems engineering expertise to develop solutions to challenges caused by technology insertion and new product integration.
12. Provide reliability, maintainability, operational availability and human factors engineering support for PM
MC’s products.
13. Conduct architectural studies/analyses to determine security, integration and interoperability requirements of present and future interrelating telecommunications/automation systems in joint collaboration with adjacent project and program managers.
14. Conduct performance/feasibility analysis of a specific concept or technique to include the application of techniques and the modeling of established design and performance characteristics.
15. Provide systems engineering support to include automated techniques for the design or modification of existing equipment and systems.
16. Provide assistance in the preparation and development of requirements definition, preliminary planning and the evaluation of alternative technical approaches and costs.
17. Provide management and technical support for lab set up, management, maintenance and operations.
18. Use systems engineering expertise to develop solutions to challenges caused by technology insertion and new product integration.
19. Provide engineering design services to include mechanical, electrical, safety, logistic and manufacturing, system engineering and test.
20. Provide technical and architectural networking support to analyze PM MC Data and traffic flow to include model development.
21. Provide global satellite beam coverage analysis and link budgets.
22. Design Interface solution with Readiness Division.
23. Use systems engineering expertise to support Data Fabric, deployment of Cloud based solutions and associated networking and storage solutions.
3.1.5 TEST AND EVALUATION
The Contractor shall perform a wide range of test and evaluation services to verify and validate that PM MC
Products are compliant with program requirements and objectives, interoperability requirements, configuration management requirements, and similar Program-Wide responsibilities. In support of this task, the Contractor shall perform the following activities including, but not limited to:
1. Plan for and participate in, testing and events involving program systems.
2. Develop test strategies in collaboration with U.S. Army Test and Evaluation Command that are based on
DoDI 5000.02; AR 73-1; and Director, Operational Test and Evaluation policies.
3. Assist in acceptance testing, confidence testing, problem troubleshooting, field-testing and lab risk reduction testing.
4. Support various test events including at Aberdeen Proving Ground (APG), Central Technical Support
Facility (CTSF) (Ft Hood), Ft Sill, Ft Bliss and other locations as required (TDY if required).
5. Assist PEO C3T in the maintenance of CONUS test facilities including the System Integration and Test
Laboratory (SIL) at CTSF in Fort Hood, test labs/facilities at APG, MD, Ft. Sill, OK.
6. Provide test support and documentation as needed for all Joint Interoperability Test Command (JITC) certification and Army Interoperability Certification (AIC) testing.
7. Provide test support and documentation as needed for all Capability Set Development Testing, Developmental Testing (DT), Operational Testing (OT), Operational Assessments (OA) and Joint
Warfighter Assessments (JWA).
8. Provide support and documentation as needed for planned Joint, Allied/Coalition test experiments, demonstrations and War fighter exercises.
9. Assist in the development review and implementation of test plans, procedures and documentation to support various stages of testing for all initial and updated increments/releases and components of systems for a Material Release.
10. Translate system requirements into test cases.
11. Develop automated software test tools to drive the application, control the execution of tests and then analyze the results to compare actual and predicted outcomes.
12. Perform data reduction and analysis of data collected in system-of-systems test to inform root cause analysis and gain insights into system behavior and performance.
13. Provides technical support and test analysis for the trouble-shooting, debugging and research of Test
Incident Reports (TIRs) discussed at the Data Authentication Group (DAG) and resolved, and adjudicated at the Executive Scoring Committee (ESC).
14. Provide support to first article testing, independent verification and validation, simulation and modeling, system safety, quality assurance and training.
15. Assist in the planning and execution of coordinated test programs and the preparation of Test and
Evaluation Master Plans (TEMPs) and Test and Evaluation Strategies (TES).
16. Provide engineering support for test bed facilities.
17. Evaluate effectiveness of emerging cybersecurity technologies related to artificial intelligence (AI), deep learning, zero-trust model, blockchain, embedded hardware authentication, metadata tagging, cross domain solutions (CDS) and others
3.1.6 EXERCISES, EXPERIMENTS, AND DEMONSTRATIONS
The Contractor shall provide support to both CONUS AND OCONUS military exercises and experiments. The
Contractor shall provide technical coordination, requirements management, and all planning for conference attendance. The Contractor shall generate documentation, IAW CDRL A001, to support these exercises experiments and demonstrations. The Contractor shall provide technical recommendations and deployment support for PM MC scheduled exercises, experiments, and experiments.
The Contractor shall provide an After Action Report IAW CDRL A001. Work in this area provides support to all
Mission Command systems in support of Army and Joint exercises, experiments, and demonstrations both at
Aberdeen Proving Ground Tactical Systems Integration Facility (TSIF), MD and at other locations, to include overseas locations.
3.1.7 SECURITY ENGINEERING/CYBER SECURITY
The Contractor shall perform a wide range of security engineering and cybersecurity support to validate and ensure that PM MC Products are compliant with program/security requirements and applicable cybersecurity regulations, guidelines, and PEO C3T policies. According to DoD guidelines security hierarchy will maintain appropriate level of certification in accordance with DFARS Clause 252.239-7001 Information Assurance Contractor Training and
Certification. In support of this task, the Contractor shall perform the following activities, including but not limited to:
1. Assist in the design, development, test, and evaluation activities related to information assurance, security engineering, systems and network engineering.
2. Provide cybersecurity architecture support.
3. Provide cybersecurity support to certification and accreditation processes IAW DoD 8500.01, DoD
8510.01, AR 25-2 and NIST 800-37.
4. Provide cybersecurity support to security scans and other cybersecurity test events to include but not limited to Cooperative Vulnerability Penetration Assessment (CVPA).
5. Assist in development of cybersecurity policy supporting Risk Management Framework (RMF) system accreditation
6. Assist with continuous monitoring and accreditation tasks across PM MC family of systems.
7. Provide support to the periodic assessment of the quality of security controls implementation against performance indicators, such as: security incidents; government exercises; and operational evaluations.
8. Assist with Cross Domain Solution (CDS) tasks to include, but not limited to, test planning, message testing, training, and Site-Based Security Assessments (SBSA).
9. Perform Cross Domain technology security control assessments, provide CDS engineering support, and related activities, and provide export support for all PM Mission Command systems using Cross Domain
Solutions.

11. Review, analyze, evaluate, and report on the development and integration of cybersecurity related hardware and software technologies into PM Mission Command systems.
12. Support forensic analysis, incident investigation, damage assessments, coordination with the Defense
Computer Crimes Center (DC3) and other related organizations.
3.2 LOGISTICS
The Contractor shall review, advise, prepare and provide comments to PM MC, when requested, on logistics, readiness and training related reports, documentation, change proposals and issues pertaining to ILS and Logistics
Support Analyses plans, technical documentation, reliability and maintainability, Manpower and Personnel
Integration (MANPRINT), training, provisioning, fielding and database management systems.
The Contractor shall assist in the preparation and delivery of logistics, readiness and training related plans, papers, studies, and trade-off analyses by PM MC; and shall support Army Transformation, Unit Set Fielding (USF), Stryker Brigade Combat Team (SBCTs), and follow-on digitized forces by PM MC. Support also includes
Integrated Logistics Support (ILS) products, services, and staff assistance for the Command and Control
Intelligence, Surveillance, and Reconnaissance (C5ISR) programs, Communications and Electronics Command
(CECOM), Tank Automotive Command (TACOM), other US Army Major Commands, Unit Set Fielding (USF), units designated for deployment, and follow-on digital forces, including Training and Doctrine Command
(TRADOC) Schools/Centers/Mission Command Training Centers (MCTC). This is intended to ensure the efficient coordination and execution of ILS and training programs, and to minimize overall logistics, training, and life cycle costs.
The Contractor shall provide logistical services to support the following specific areas but not limited to:
3.2.1 FIELDING COORDINATION
Contractor shall coordinate and manage the entire PM MC portfolio of systems regarding Unit Set Fielding, Total
Package Fielding, New Equipment Training, and capability upgrades. Coordinate and Produce the Materiel Fielding
Agreement (MFA), Materiel Fielding Plan (MFP) Memorandum of Notification (MON) and New Materiel
Introductory Brief (NMIB) and other subsequent agreements, such as Memorandums of Understanding and
Agreement (MOU/MOA) from fielding coordination meetings.
Contractors are located at multiple Government sites (CONUS locations). Contractors shall coordinate with fielding personnel to support the Army National Guard and Reserves and Coalition partners.
3.2.2 WAREHOUSE / INTEGRATION FACILITY
The Contractor shall develop and maintain a Supply Support function to coordinate and facilitate the efficient receipt, inventory tracking, fielding, shipping and movement of PM MC and PEO C3T programs’ Government
Furnished Equipment (GFE), test and other equipment/supplies in accordance with the Standard Army Supply
System. During performance of this contract, the Contractor may be required to lease commercial warehouse space and/or facilities in order to augment Government warehouses, in order to support inventory and parts management.
In support of this task, the Contractor shall perform the following activities that include but are not limited to:
1. Coordinate equipment sent to Army Depots and other Government and Contractor facilities.
2. Manage commercial carrier transportation service(s)/accounts (e.g. FEDEX, etc.) and maintain monthly tracking reports that as a minimum, documents the shipping date, waybill number, destination, related program/project, requester name, shipping cost and shipping contents.
3. In support of fielding and training, the Contractor shall provide support of limited fabrication and manufacturing of equipment such as boot walls, cable assemblies, shelves, racks, mounts, brackets, etc., required to meet the Government requirements.
4. Performs physical task of transporting or storing material or merchandise.
5. Manually loading or unloading trucks, or other transporting devices; unpacking shelving or placing items in proper storage locations.
6. Use, forklift hand trucks and other assigned material handling equipment.
7. Verify materials or merchandise against receiving documents, noting and reporting discrepancies.
8. Conduct cataloging (Expendability, Recoverability, Reparability Category (ERRC) codes.
9. Apply expertise in warehousing operations and property management, to include Receive, Store, Manage inventory, Transfer, Issue, Redistribute, Dispose of assets (installation property, hardware, software, spare parts, incidentals).
10. Determine packaging requirements.
11. Conduct container reutilization.
3.2.3 INTEGRATED PRODUCT SUPPORT (IPS) / MAINTENANCE ENGINEERING
Integrated Product Support (IPS) covers all aspects of life-cycle support and is comprised of the following elements:
design interface, sustaining engineering; supply support; maintenance planning and management; Packaging, Handling, Storage and Transportation (PHS&T); technical data; support equipment; training and training support;
manpower and personnel; facilities and infrastructure; computer resources; and product support management.
The Contractor shall provide logistics and maintenance engineering support to include the assessment of current supportability status of PM MC and PEO C3T programs, and identification of necessary actions/priorities, evaluations, and recommendations, to ensure system supportability throughout the life cycle of system development.
This includes but is not limited to:
1. Support test sites for PM MC and PEO C3T programs’ equipment
2. Support IPTs Providing analyses and recommendations in support of Integrated Product Teams
3. Perform reliability, availability, and maintainability cost (RAM-C) analyses to establish the system's reliability baseline, model reliability growth, and assess the system's ability to meet supportability key performance parameters (KPP) and key system attributes (KSA)
4. Manage Title 10 50/50 rule to ensure compliance in establishing organic capability.
5. Assist with the Development and management of Public Private Partnerships.
6. Manage maintenance execution to include routine vs. battle-damaged repairs.
7. Conduct Level of Repair Analysis (LORA)
8. Develop and manage Life Cycle Sustainment Plans (LCSP)
9. Plan and manage Diminishing Manufacturing Sources and Material Shortages (DMSMS) mitigation to include parts obsolescence, technology refresh, and technology insertion.
10. Conduct Condition Based Maintenance Plus (CBM+), Diagnostics, Prognostics, and Health Management, Reliability Centered Maintenance (RCM).
11. Assist with Managing Classes of Supply, such as Class II, Class VII, and Class IX.
12. Track Failure Modes Effects and Criticality Analysis (FMECA) required repair times determination
13. Support root cause analyses of in-service problems such as operational hazards, corrosion effects, reliability degradation, maintainability trend, operational usage profile change analyses, and special considerations for software engineering.
14. Plan and manage Retirement, Reclamation, Demilitarization, Disposal and Material Disposition
15. Manage deficiency reporting.
16. Conduct post-deployment analyses.
17. Manage and track technical manual and technical order updates.
18. Manage system modifications to maintain operational capability.
19. Apply Quality Management controls to ensure sustainment of product capability.
20. Plan and manage Service Life Extension Programs (SLEP).
21. Support and Conduct initial provisioning.
22. Forecast demands and Readiness Sparing to procure repairable, repair parts, and consumables.
3.2.4 FIELD MAINTENANCE AND SUSTAINMENT
The Contractor shall execute Unit Field Support, conduct Regional Unit Set Fielding (USF) coordination, execute
USF Planning, Synchronization & Oversight, and perform the associated tasks related to Phases I through V of the
USF process IAW the Army Force Generation (ARFORGEN) model.
3.2.5 PROPERTY ASSESSMENT
The Contractor shall provide support for property assessment of PM MC and PEO C3T programs GFE and other equipment/supplies in accordance with the Standard Army Supply System. In support of this task, the Contractor shall perform the following activities including, but not limited to:
1. Monitor the Property Account Book and individual hand receipts for PM MC and PEO C3T programs.
2. Organizational Property accountability
3. Assist in site surveillance of Government Furnished Equipment.
4. Audit readiness support in accordance with army standards AR 710-2
5. Track hand receipts
6. Support Accountability Audits
3.2.6 LOGISTIC MODERNIZATION PROGRAM (LMP)
The Contractor shall provide support for; the Total Package Fielding Tool to support Project Manager Mission
Command end-to-end audit traceability of all PM mission-own stocks to include Procurement, Receipt, Build, and
Delivery. In support of this task, the Contractor shall perform the following activities which include but are not limited to:
1. Manage Project Manager's migration to LMP as a Total Package Fielding Tool to support Project Manager
Mission Command end-to-end audit traceability of all PM mission-own stocks to include Procurement, Receipt, Build, and Delivery.
2. Manage and request program office (wholesale) Unit Identifier Code (UIC)/ Derivative Unit Identifier
Codes (DUIC) and Department of Defense Activity Address Code (DoDAACs).
3. Manage and request program office Project Codes.
4. Manage and request program office Routing Identifier Codes (RICs).
5. Manage and request program office fielding Plants.
6. Assist with annual PC 9 asset reviews.
7. Assist with the integration of PM Mission Command's current Total Package Fielding tool's integration with LMP.
3.2.7 TECHNICAL DATA/WRITER/TRAINING DEVELOPMENT
The Contractor shall provide support services in the area of interaction with service schools to define requirements, site surveys to determine classroom and hardware requirements, integration of PM MC and PEO C3T program specific training into existing Military Occupational Specialty (MOS) programs of instruction, modeling and simulation software to facilitate training in a mission scenario environment, support services in the building of classrooms at service schools, and maintenance of classroom assets. In support of this task, the Contractor shall perform the following activities which include but are not limited to:
1. Provide assessment of training requirements, identification and evaluation of training alternatives.
2. Review of training courses, and development of requisite training materials and documentation.
3. Development and employment of a variety of training approaches including traditional classroom, programmed learning, hands-on training and simulators, and video, audio, and computer-based training.
4. Develop material for TRADOC Training Development Capability (TDC).
13. Participate in the accreditation process of Technical Bulletins (TB) and Tactics, Techniques and Procedures
(TTP) guidance to inform system users and administrators of necessary operational and configuration changes.
3.3 BUSINESS OPERATIONS AND ACQUISITION
The Contractor shall provide the necessary skills to support the requirements within PM MC’s purview. The
Contractor shall provide operational conservancy, business/programmatic skills, office automation, and the ability to achieve mission objectives quickly and efficiently. The Contractor shall support business, operations and acquisition functions across PM MC and subordinate PdMs, and perform key operational and business functions, often simultaneously.
During support of this requirement, the Contractor may be required to attend a variety unclassified and classified meetings with the Government and other Contractors, and may be required to generate technical reports and studies, or draft deliverable documents in support of PM MC’s requirements.
For each meeting with the Government, the Contractor may be required to submit meeting minutes and notes IAW
CDRL B006, “Report, Record of Meeting Minutes.”
All Contractor staff who have access to acquisition or budgeting information shall sign a non-disclosure agreement
(NDA); See Appendix 1 for the Non-Disclosure/Non-Use Agreement form applicable to this TO.
The Contractor shall provide business services to support the following specific tasks:
3.3.1 PROGRAM ANALYSIS
The Contractor shall provide recommendations to the program manager for developing and/or maintaining the acquisition management documentation required by Department of Defense Instruction (DODI) 5000.2 and Army
Regulation (AR) 70-2. In support of this task, the Contractor shall:
1. Prepare or review all documentation for continuity, compliance, and accuracy; and make recommendations for corrections and improvements.
2. Provide support to include program analysis support and providing assistance for budget, cost analysis, plans and programs, and preparing coordinated inputs for Acquisition Decision Reviews (ADRs).
3. Provide program management support for acquisition cycle planning and execution. The program management support shall not include any acquisition planning or decision function that would be considered an inherently governmental function.
4. Provide acquisition support by coordinating acquisition documents and requirements (and ensuring they are covered by a non-disclosure). Coordinate with budget, engineering, procurement, program management and Contractor personnel to gather information, discuss plans/progress and resolve problems.
5. Provide recommendations based upon a comprehensive knowledge of the principles, policies, pertinent laws, regulatory requirements and procedures applicable to each program; and the knowledge and understanding of the operations of command elements to coordinate control and serve as staff advisor on these programs.
6. Track and analyze trends such as funding decrements, system deployment, new areas of program emphasis, and changes in user’s priorities and provide advice in these areas.
7. Review and analyze program progress and fund utilization reports to identify areas wherein the programs are not progressing or proceeding as planned, (e.g. areas of slippages and overruns).
8. Assist in the formulation of short and long range planning of resource requirements to include, but not limited to, manpower and funding.
9. Participate in program scheduling and planning that involves formulating both broad and specific guidelines for planning program elements and sub-elements, prepare recommendations for program objectives, operating schedules, resource requirements, and overall program plans, establish format and reporting requirements.
10. Research and evaluate management techniques used in the realignment of any formal structure, including the development of unique, flexible tools to provide management with the optimal utilization of resource.
3.3.2 PROGRAM SUPPORT
The Contractor shall provide program support for all PM MC’s programs to include:
1. Support the budget formulation requirements within the Planning, Programming, Budgeting, and Execution
