About this file

This document is a General Terms and Conditions and formal solicitation package for Harford Community College in Maryland related to the Quad Area Paver Improvement Project. The solicitation seeks a qualified firm to provide labor, equipment, materials, insurance, bonds, and supervision to furnish and install a paver patio with integrated electrical and plumbing access in the Quad on the Harford Community College campus. The project is divided into five work categories: Site Demolition and Earthwork (including grading, erosion and sediment control, and site preparation); Hardscape Improvements (including ADA-compliant unit pavers, concrete paving, yard-drain grate replacement, recessed tent anchors, and landscape bench); Electrical & Communications (including service conduit, wiring, panelboard, GFCI receptacles, path lighting, and empty communications pathway); Domestic Water & Site Utilities (including 2-inch domestic-water service, hydrant, and testing); and Landscape (including full turf removal from approximately 3,100 square yards, scarification, imported planting soil, soil amendments, Maryland Certified tall-fescue sod, trees, shrubs, perennials, mulch, 90-day establishment maintenance, and warranties). The five category prices shall total the Total Base Bid Lump Sum, with unit prices established separately for field-verified utility lengths and HCC-authorized additional unsuitable-soil removal or imported planting soil adjustments beyond base bid requirements.

The solicitation document emphasizes that Harford Community College encourages small and minority businesses to respond to participation opportunities. The contract pricing structure requires bidders to submit lump sum prices for each of the five work categories, with the sum of line prices governing in the event of mathematical discrepancy between category prices and the stated Total Base Bid. Additional information regarding specific response dates, bid due dates, site visit requirements, bidders' meetings, award dates, and contract term details is referenced as available on the Harford Community College procurement website at https://hccweb1.harford.edu/Procurement/solicitationDocuments.asp. Prospective bidders are directed to contact D. Pyle at DPyle@harford.edu for additional information regarding the solicitation.
