About this file

This is a Request for Qualifications (RFQ) issued by Carroll County Government, Maryland, specifically the Division of Building Construction, for general contracting services related to roof replacement. The County seeks qualified contractors to remove and replace the standing seam metal roof on the Traditional Arts Building at the Carroll County Farm Museum located at 500 S. Center Street, Westminster, Maryland. The scope of work includes demolition of the existing roofing system, inspection and repair of the underlying roof deck, and installation of a new standing seam metal roof system with all necessary flashings, trim, and ridge caps. The work must be performed using traditional hand-seamed installation techniques without mechanical tools, utilizing 29-gauge galvanized steel with G90 coating. Statements of Qualifications must be submitted by August 25, 2026, at 10:30 a.m. EST through the Public Purchase website. The three top-rated firms from the SOQ evaluation will be shortlisted and invited to a site visit, after which they will receive a Request for Proposals (RFP) requiring technical and financial proposals. An award will be made on a lump sum basis following evaluation committee consensus on both technical and financial scoring, subject to Board of County Commissioners approval. The successful contractor must provide a 10-year warranty from the date of substantial completion.

The RFQ does not solicit pricing information in the SOQ phase; cost proposals will be requested only from the three shortlisted firms during the RFP phase. Evaluation of SOQs will be weighted as follows: Contractor's Experience and Qualifications (40 percent), Qualifications of Personnel Assigned to the Project (30 percent), Contractor's Capability to Perform Contract Requirements (20 percent), and References (10 percent). The SOQ response is limited to ten single-sided pages with 11-point minimum font. Contractors must demonstrate direct relevant experience with traditional hand-seamed metal roofing projects completed within the past five years and provide three project references with specific performance metrics. The successful contractor must furnish proof of adequate liability insurance within seven days after contract award and maintain coverage throughout the contract term. Questions must be submitted at least ten days prior to the closing date through the Public Purchase website, and contractors are responsible for monitoring the website for addendums and award notifications.

Scope of Work:

Remove the existing roofing, repair, and prepare for installation of new roofing materials as well as the cleanup of the work area are included. This task includes the fabrication and installation of pans, valleys, drip edges, rakes trim and related items needed for a new standing seam metal roof. Wooden sub-structure repairs (rafters & purlins), repair and installation of trim such as fascia board, rake board, scotia & soffit. All work described below shall be performed through a traditional hand-seamed process, no mechanical tools shall be utilized:

Material Specifications

• The standing seam metal roofing must be fabricated from 29-gauge galvanized steel with a G90 coating.

• Cleats must be fabricated from sheet metal compatible with and of the same gauge as the roofing metal.

• High-temperature ice and water shield is required at the eaves, valleys, and around all exhaust stacks.

• The contractor must submit manufacturer data sheets for the raw metal coils, underlayments, and fasteners.

Demolition and Deck Preparation

• Remove all existing roofing, metal, and gutters to prepare for the new metal roof.

• Inspect the wood decking or skip sheathing to ensure it is smooth, flat, and free of debris or protruding nails.

• Repair and install trim, rake board, scotia, and soffit as required.

Roofing Installation Methodology

• The roof must be installed using traditional hand-seamed standing seam roof installation techniques to preserve historic fidelity.

• Prefabricated snap-lock commercial panels and mechanical seaming tools are strictly prohibited.

• Continuous metal pans must be roll-formed 21 inches wide with an allowance for 1-inch-tall double lock seams.

• Full-length pans up to 50 feet long can be installed but pans over 50 feet require expansion seams.

• Hand seamers must be used to crimp interlocking panel legs together into an initial single lock, followed by a double lock fold.

• Seams will be hand-formed at all ridges and hips.

• Install approved snow guards arranged one or two per seam (alternating) according to manufacturer recommendations.

Flashing and Trim Requirements

• Fabricate drip edge and rake trim from the same material as the roof pans, folding back the sheet metal to form a hem on the concealed side of exposed edges.

• Determine and define whether the historical profile requires replicating the existing hanging gutter system visible along the eave line.

Site Management and Operations

• Contractors must only tear off an area that can be made completely dry and weather-tight within the same working day.

• Permitted working hours are weekdays, during Farm Museum Regular Hours of Operation (Monday - Friday 9:00am - 4:00pm).

• Material staging areas must be designated on the grounds to avoid restricting site access.

• Ground protection, including tarps and magnetic sweeps, must be utilized to capture metal scraps and fasteners.

• Provide a 10-year warranty from date of substantial completion.

Selection Process

The selection process will be a two-step procedure. The received SOQ’s will be read individually by the members of the evaluation committee. The firms will be evaluated based on the evaluation criteria chart provided below. The three top rated firms will be short-listed and issued a Request for Proposals (RFP).

The three short-listed contractors will be invited to a scheduled site visit. Each short-listed contractor will be issued a Request for Proposal (RFP) and will be required to submit a Technical and Financial Proposal in response to the criteria listed in the RFP. The Technical Proposals will be evaluated based on the criteria within the RFP. After the evaluation committee reviews the Technical Proposals, scoring will be finalized by committee consensus. The Financial Proposals will then be evaluated and scored by committee consensus. The Technical scores will then be added to the Financial scores and the successful firm will then be offered a contract, subject to approval by the Board of County Commissioners, on a lump sum basis as accepted by the County. The county reserves the right to enter into negotiations with the top-rated contractor.

Should a satisfactory agreement not be reached between the County and the top-rated firm, the County will formally terminate negotiations. The County reserves the right to undertake negotiations with the next highest rated firm and so forth until a satisfactory agreement is reached, and a formal contract is executed. The county may elect to hold presentations. If the county chooses to do so, additional points will be awarded for the presentation. A matrix outlining those points will be issued to each short-listed contractor prior to the presentations.

Procedure In the Event of The Receipt of Only One Response

If only one responsive proposal is received in response to the RFQ, an award may be made to the responsive Proposer, further negotiations may be conducted, or the proposal may be rejected.

If the proposal is rejected, new proposals may be solicited. If the proposal is not rejected, further negotiations may be conducted under the following conditions as determined at the sole discretion of the County:

1. The need for the procurement continues;

2. The terms of the one proposal are fair, reasonable, and responsive.

County Commissioners of Carroll County Rights and Privileges

The County Commissioners of Carroll County reserve and hold the following rights and options which may be exercised at their sole discretion with respect to this RFQ and subsequent RFP:

• The County Commissioners of Carroll County reserve the right to accept or reject any or all SOQ’s which in their judgment is in the best interest of the Owner or its agent. Contractors are notified that such acceptance or rejection shall be without liability on the part of the Owner for any action brought on by the Contractor because of such acceptance or rejection, nor shall the Contractor seek any recourse of any kind against the Owner because of such acceptance or rejection. The submittal of a SOQ in response to this notice shall constitute an agreement of the Contractor to these conditions.

• To select and enter into an agreement with the Contractor which, at the Owner’s sole discretion, best satisfies the requirements and the goals and objectives of the Owner, the best interests of Carroll County, and the public interest in general.

• To terminate or resume the procurement process by written notice to the Contractor for any reason whatsoever.

• To reject or set aside for subsequent reactivation any and all SOQs by written notice to such

Contractors for any reason whatsoever.

• At any time after receipt of SOQ’s, to supplement, amend, or otherwise modify the scope of services.

• To execute an Agreement with the most responsible and responsive Contractor, as evidenced by the SOQ and subsequent Proposal and any clarifications and changes thereto made during the procurement process, that meets the requirements and evaluation factors as set forth in the RFQ and subsequent RFP and not necessarily with the Contractor that presents the lowest cost to the Owner in its SOQ and subsequent Proposal.

• To seek and receive clarifications of any changes to any Proposal at any time.

• To conduct any clarification process with any Contractor or any two or more Contractors.

• To set or modify any deadline for the completion of any clarification or negotiation phase of the procurement process.

• Not to enter the agreement as contemplated in this RFQ and subsequent RFP.

• To designate another body, agency, group, person, or authority to act on behalf of the Owner during the negotiation process or to assist it in the negotiation process.

• To establish minimum qualifications for Sub-Contractors and suppliers and to disapprove proposed Sub-Contractors and suppliers other than those originally included in the team presented in the Statement of Qualifications and subsequent response to this RFP from each Contractor.

Furthermore, each Contractor, by submitting its proposal, agrees to hold the Board of Commissioners of Carroll County, Maryland, harmless and free from all liability, loss, injury, lawsuits and/or cost and expense which might be incurred by such Contractor in responding or as a consequence of its response to this RFQ and subsequent RFP and agrees to waive any and all claims for damages arising in connection with the procurement process contemplated by this procurement process.
