Section II. Scope of Work The Contractor shall furnish all labor, materials, tools, equipment, and incidentals necessary to design, engineer, and install a permanent perimeter litter control fence system at the Smith Gap Landfill in accordance with these specifications and all applicable codes and regulations. The proposed fence alignment is shown on Exhibit A (Smith Gap Landfill — Litter Fence Installation, attached). The scope of Work includes, but is not limited to:
• Design and preparation of complete structural drawings and calculations, stamped by a Professional Engineer (PE) licensed in the Commonwealth of Virginia, covering pole sizing and spacing, foundation design, cable and attachment systems, and wind load compliance. PE-stamped final drawings are required prior to commencement of construction.
• Procurement and installation of approximately 1,500 linear feet of structural poles or posts extending from finished grade to a minimum height of thirty (30) feet above grade, including all foundations, outrigger arm assemblies, and ground-level apron netting as specified.
• Procurement and installation of UV-stabilized high-density polyethylene (HDPE) or polypropylene litter control netting from grade to the full 30-foot height, attached to the pole structure via a galvanized steel cable and hardware system.
• Installation of top outrigger arm assemblies at each pole, angled outward to prevent litter walk-up along the fence face.
• All site restoration, cleanup, and disposal of construction debris upon completion.
• Submission of all required documentation including as-built drawings, material certifications, treatment certifications (if applicable), and warranty documents.
Section III. Technical Specifications All work shall conform to the following minimum specifications. The Contractor's PE-stamped design shall meet or exceed these requirements. Where these specifications are silent, current industry standards and applicable codes shall govern.
A. Structural Design Requirements
• Engineering: The Contractor shall provide a complete structural design prepared and stamped by a Professional Engineer licensed in the Commonwealth of Virginia. PE-stamped final drawings and calculations shall be submitted to the Authority for review and approval prior to commencement of any construction. At the time of bid submission, Contractors shall provide a Structural Design Narrative as described in Section V — a full stamped drawing set is not required with the bid.
• Wind Load Design Standard: All structural components shall be designed in accordance with ASCE 7-22, "Minimum Design Loads and Associated Criteria for Buildings and Other Structures," for the project site location (Salem, Virginia). Minimum design wind speed: 115 mph (3-second gust), Risk Category II.
• Litter Load Factor: The structural system shall be designed to perform under a minimum litter accumulation (wind solid) factor of fifty percent (50%) at the design wind speed. The Contractor may propose a higher solid factor with documentation; however, 50% is the minimum acceptable design assumption.
• Fence Alignment: The proposed fence alignment is depicted on Exhibit A (Smith Gap Landfill — Litter Fence Installation, attached), which shows the approximate 1,500 linear foot alignment along the perimeter of the active landfill face. Prior to construction commencement, the

Authority will provide field stake-out of the proposed fence centerline on site. Notwithstanding the Authority's stake-out, the final determination of all pole locations, spacing, embedment depths, and all other installation requirements shall be the sole responsibility of the Contractor and the Contractor's licensed Professional Engineer. The Contractor shall field-verify all dimensions and conditions and shall notify the Authority of any conflicts, grade changes, or subsurface conditions that may require deviation from the staked alignment before submitting PE-stamped final drawings. Written confirmation from the Authority shall be obtained before any deviation from the staked alignment is incorporated into the final design.
B. Structural Poles All structural poles shall be Class 1 pressure-treated wood utility poles meeting ANSI O5.1 (Southern Yellow Pine or Douglas Fir). Poles shall be pressure-treated per AWPA Standard UC4B (ground contact/below-grade exposure) for the embedded portion and a minimum of AWPA UC4A (general exterior/above-grade) for the above-grade portion. Treatment shall be CCA (chromated copper arsenate), CA (copper azole), or equivalent AWPA-approved system rated for a minimum 40-year service life in ground contact. Treatment certification documentation shall be submitted with the bid.
• Pole Size: As determined by the PE structural design based on wind load and litter load calculations at 30-foot height. The Authority will not accept poles that have not been sized by engineering analysis.
• Maximum Spacing: Poles shall be spaced at a maximum of fifteen (15) feet on center, unless the PE structural design confirms that wider spacing is structurally adequate and documents the engineering basis.
• Plumb Tolerance: Poles shall be installed plumb to within one-half degree (0.5 degrees) of vertical. Any pole found out of plumb beyond this tolerance shall be corrected at the Contractor's expense prior to netting installation.
• Outrigger Arms: Each pole shall be fitted with a structural steel outrigger arm assembly at the top. Outrigger arms shall be angled outward (away from the landfill face) at a minimum angle of 45 degrees from vertical and extend a minimum of three (3) feet beyond the netting plane.
Outrigger arms shall be fabricated from steel and hot-dip galvanized per ASTM A123.
Attachment to the wood pole shall use through-bolted galvanized steel brackets or equivalent as specified by the PE design. Netting shall be carried over and secured to all outrigger arms to prevent litter from walking up and over the fence.
C. Foundations and Ground Anchoring All poles shall be set in augered holes backfilled with concrete. Holes shall be of sufficient diameter to accept the pole and provide a minimum two (2) inches of concrete cover on all sides. Concrete shall have a minimum compressive strength of 2,500 psi at 28 days and shall be placed in one continuous pour with no voids. The concrete collar shall extend from the bottom of the hole to a minimum of six (6) inches above finished grade to protect the pole base from surface moisture and mechanical damage.
• Minimum Embedment Depth: Not less than ten (10) feet below finished grade, OR the depth required by the PE structural design to resist overturning under design wind and litter loads with a minimum factor of safety of 2.0, whichever is greater.
• Soil Conditions: The Contractor is responsible for verifying subsurface conditions along the fence alignment. Existing geotechnical reports for the Smith Gap Landfill site will be made available to bidders upon request. Additional soil borings or testing required by the Contractor are the Contractor's responsibility.
• Ground-Level Apron: A ground-level apron of netting or galvanized hardware cloth (maximum 1-inch mesh opening) shall be installed along the base of the fence from grade to a minimum height of two (2) feet to prevent litter from passing beneath the fence. The apron shall be staked or pinned to grade at intervals not exceeding three (3) feet.
• All excavation, concrete placement, and backfill shall comply with OSHA 29 CFR 1926 Subpart P (Excavations) and applicable Virginia occupational safety requirements.

D. Netting Material
• Material Type: High-Density Polyethylene (HDPE) or polypropylene litter control netting.
Polyester netting may be proposed as an alternate with supporting specification data.
• UV Stabilization: Netting shall be UV-stabilized for a minimum service life of seven (7) years of outdoor exposure without degradation below fifty percent (50%) of original tensile strength.
Manufacturer documentation confirming UV resistance rating shall be submitted with the bid.
The Authority anticipates a total fence service life of approximately twenty (20) years; bidders should note that netting replacement within that period may be required and is not included in the scope of this contract.
• Maximum Mesh Opening: Individual mesh openings shall not exceed 1.5 inches in any direction to ensure effective capture of typical MSW litter (plastic bags, paper, light debris).
• Minimum Breaking Strength: As determined by the PE structural design based on wind and litter load requirements, but in no case less than 500 lbs. per linear foot of fence height for horizontal tensile loading.
• Flame Resistance: Netting shall be flame-retardant, tested and certified in accordance with NFPA 701, or equivalent standard.
• Color: Black or dark green. Manufacturer and color shall be submitted with bid materials.
• The netting shall extend continuously from the top of the ground-level apron to the outermost edge of each pole's outrigger arm, with no gaps exceeding two (2) inches at any panel seam or connection point.
E. Cable Attachment and Hardware System
• Horizontal Support Cables: The netting shall be supported on a system of horizontal high-tensile steel cable runs. Cable shall be a minimum of 5/16-inch diameter, seven-strand galvanized steel (ASTM A586 or equivalent), with cable size confirmed or increased by the PE structural design based on actual span lengths and design loads.
• Vertical Cable Spacing: Horizontal support cables shall be spaced at intervals not exceeding five (5) feet vertically, with a cable at grade level (top of apron) and a cable at or near the top of the fence and outrigger arm. PE design shall specify final spacing.
• Cable Tensioners and Turnbuckles: Each horizontal cable run shall be equipped with galvanized steel turnbuckles or cable tensioners at each terminus pole to allow for field tensioning and adjustment. Minimum working load limit (WLL) of cable tensioning hardware shall be not less than fifty percent (50%) of the cable's minimum breaking strength.
• Dead-End Anchors: At all fence terminations and corners, cable ends shall be terminated using swaged or wedge-type dead-end anchors rated for the full cable breaking strength. All dead-end anchors shall be galvanized or stainless steel (minimum ASTM A276, Type 316).
• Netting Attachment to Cable: Netting panels shall be laced or clipped to horizontal support cables using galvanized steel hog rings, UV-rated cable ties, or equivalent attachment method approved by the Engineer. Attachment points shall be spaced at intervals not exceeding twelve
(12) inches along each horizontal cable.
• All nuts, bolts, washers, clips, and miscellaneous hardware shall be hot-dip galvanized in accordance with ASTM A153, or stainless steel (Type 316), as specified by the PE design. No uncoated ferrous hardware is permitted.
F. Maintenance Access The Contractor shall coordinate fence alignment with the Authority to ensure that a minimum twelve (12)-foot wide unobstructed access corridor exists along the inside base of the fence for the full 1,500-foot length. This access is required for manlift, cherry-picker, or vacuum truck operations for routine litter removal and fence maintenance. The Contractor shall notify the Authority immediately if any proposed alignment would prevent this clearance requirement from being met.
