About this file

This document is a Justification and Approval for Other Than Full and Open Competition for the Export-Import Bank of the United States (EXIM Bank). The document authorizes a new Firm Fixed Price (FFP) Purchase order to Garza Gomez y Asociados, S.C., a legal services firm in Mexico, to provide legal recovery services for collecting outstanding amounts owed to EXIM Bank. The contract will involve asset searches, site visits, negotiations, litigation, documentation of agreements, embargoing and executing assets for a specific claim (G515905) in Mexico, replacing an upcoming expiring contract.

The five-year contract is being awarded sole-source due to the firm's unique qualifications, including extensive experience with U.S. government administrative requirements, specialized knowledge of EXIM Bank's processes, and deep understanding of Mexico's legal system. The legal firm is registered in SAM and has demonstrated competence in handling complex collection matters for foreign government entities. The estimated contract value pertains to recovery fees, and the justification emphasizes the critical nature of quick asset recovery, noting that delays can significantly disadvantage the government's ability to collect outstanding debts.
