Question & Answer
QUESTION 1: Could one of you please confirm the contract vehicle that will be used for this acquisition?
ANSWER 1: This solicitation is for a commercial item, and will be conducted IAW FAR Parts 12, in conjunction with FAR Part 13 procedures, see RFQ page 2.
QUESTION 2: Whether companies from Outside USA can apply for this?
(like,from India or Canada)
ANSWER 2: In general yes, a company from outside of the US can submit a quote. However, please note that an application of FAR Part 25.8 may prohibit a foreign company from being selected. In addition, a company must register in SAM.GOV to be considered for an award.
QUESTION 3: Whether we need to come over there for meetings?
ANSWER 3: There is no funding for Travel and ODCs. Meetings can be conducted through conference calls or Skype Meeting.
QUESTION 4: Can we perform the tasks (related to RFP) outside USA?
(like, from India or Canada)
ANSWER 4: Yes, but see answer #2.
QUESTION 5: Can we submit the proposals via email?
ANSWER 5: Yes.
QUESTION 6: Section I.2 (page 2) and Price Quote Instructions (page 36) Q: Many firms with the requisite private sector B2B experience cannot price services on an hourly basis. Please confirm that the government will accept fixed price proposals based on their approved GSA schedule rates using for example weekly team bundles – a pricing practice common in private sector management consulting.
ANSWER 6: Yes, EXIM will accept price based on GSA schedule fully loaded rates, be sure to include supporting documents to your price.
QUESTION 7: Section I.2.1 & I.2.2 (page 3) – Q: The tables under 2.1 and 2.2 are labeled identically. May we assume that the table under 2.2. ought to be labled as “CLIN PRICING Option Year: POP 9/13/19 thought 9/12/20?
ANSWER 7: Yes, the anticipated Option Year POP is 9/13/19 thought 9/12/20.

QUESTION 8: Section I.2.1 & I.2.2 (page 3) & Option Task 4 (page 42) Q: Would the government consider providing a ‘plug-figure’ for Option Task 4? Given the indeterminate nature of this potential requirement that would ensure a fair evaluation between offerors.
ANSWER 8: This is an option task, Offerors are not required to propose solutions at this time.
This task’s technical criteria and pricing will not be evaluated for this award. However, if EXIM decides to exercise this option task, it will be evaluated and subjected to 52.212-4 (c) bilateral change.
QUESTION 9: Page Restrictions (page 34) Q: this section refers to “past performance references” (PPRs) and “questionnaires”. Further, the SOW notes that a contractor shall have private sector B2B experience and that experience with similar finance, insurance, and/or government clients would be a “huge plus”. Yet, the proposal instructions don’t offer any guidance on PPRs or questionnaires, and the evaluation criteria do not mention/reward past performance or corporate experience. Will the government consider changing the solicitation to require and evaluate past performance consistent with FAR 13.106-2(b)(3)? Also, will the government allow the submission of both public sector and commercial past performance references?
ANSWER 9: A reference of past performance was used on page 34 to give an example that the pages of such a document does not count toward your page restrictions. Under the technical approach on page 35, the offerors are instructed to “provide sufficient detail to demonstrate its comprehensive technical understanding of all technical requirements of the PWS”. This broad approach allows offerors opportunities to demonstrate their “private sector B2B experience and that experience with similar finance, insurance, and/or government clients”. No, the Government will not change the solicitation to require past performance. The solicitation requirements remain the same.
QUESTION 10: On page 3 there are two tables for CLIN Pricing. The dates appear to be identical, but are the dates for 2.2. supposed to be 9/13/19 - 9/12/20, e.g. the option year.
ANSWER 10: Yes, see Answer #7.
