About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by DISA/DITCO at Scott Air Force Base, effective April 20, 2026, for RFQ HC102826R0024, Amendment 0001.

The amendment adds an addendum to FAR 52.212-1 regarding instructions to offerors and updates FAR 52.212-2 evaluation criteria. The solicitation closing date remains unchanged. Offerors must submit price quotations using the provided Electronic Product List/Material Inspection and Receiving Report (EPL/MI&RR) template in MS Excel format (Attachment 1), along with technical specifications demonstrating ability to meet salient characteristics. The required products include acrylic panels, flat cut letters, mounting hardware, and contour print logo graphics, with quantities, sizes, and specifications that must align with the Government's Independent Government Cost Estimate (IGCE). Award will be made to the lowest technically acceptable respondent using an Lowest Price Technically Acceptable (LPTA) evaluation process without initial exchanges. Proposals must be submitted on the DISA-provided template with all formulas remaining intact; failure to comply may result in removal from consideration. Technical evaluation focuses on two subfactors: Brand Name or Equal (ability to provide all equipment and supplies specified, unless no longer available) and authorization as an authorized reseller. The Government reserves the right to negotiate with the lowest respondent or group of low respondents to resolve remaining issues before award. Cost/Price evaluation will assess price reasonableness and completeness using FAR 15.404 techniques. Past performance will not be evaluated as this is an LPTA requirement. SCRM and DD254 are not required, and Section 508 Accessibility Standards do not apply.

FAR 52.212-1 ADDENDUM

Administrative Requirements-FAR 52.212-1 Addendum

1. Offerors are requested to submit a price quotation in response to this RFQ and the attached Electronic

Product List (EPL)/Material Inspection and Receiving Report (MI&RR) (EPL/MI&RR) (Attachment 1), and other applicable terms and conditions as listed in this RFQ and associated Attachments. All pricing must be inserted into Attachment 1 and provided as part of the proposal/quotation. Further information on submission of technical and price proposals/quotations is provided throughout this document. Offerors must provide technical specifications demonstrating the ability to meet the salient characteristics identified by the Government in FAR 52.212-2 for any "or equal" items quoted.

2. Award will be made to the offeror whose quotation is determined to represent the overall best value to the

Government using an LPTA evaluation process. Quotations will be evaluated with regard to technical compliance and price submissions. All aspects of Attachment 1 must be addressed for a proposal/quotation to be considered for award. The proposal/quotation should include all information the offeror wants the

Government to consider and evaluate regarding its company’s ability to conform to all required terms and conditions. The below evaluation factors and subfactors will be used in the determination of technical acceptability.

a. The Government anticipates awarding to the lowest technically acceptable respondent from initial contractor responses, without engaging in exchanges with respondents. Respondents are strongly encouraged to submit their best technical solution and price/cost in response to this solicitation. Once the Government determines the respondent that is lowest (i.e., the apparent successful awardee), the Government reserves the right to negotiate solely with that respondent or a group of low respondents to address any remaining issues, as necessary, to finalize an order. Issues may include technical, price, and/or term and conditions.

If the parties cannot successfully address remaining issues, as determined pertinent and at the sole discretion of the Government, the Government reserves the right to engage in negotiations to address issues with the next lowest or a group of similarly low respondents, until the respondent(s) are no longer the lowest based on the initial evaluations. Once the Government has begun communications with the next lowest respondent(s), no further communications with the previous respondent(s) will be entertained until after the order has been awarded. This process described above shall continue until issues are resolved and there is an award.

b. The standards for determining technical acceptability are listed below. Proposals/Quotations must be submitted on the RFQ_EPL/MI&RR document in MS Excel format utilizing Attachment 1. Failure to provide pricing on the DISA provided template (Attachment 1) may result in removal of your proposal/quote from further consideration. All formulas shall remain present in the spreadsheet for verification. The Government reserves the right not to consider for award any quotation that does not adhere to the administrative requirements of this RFQ.

c. The technical evaluation subfactors and price factor are included within FAR 52.212-2 in this solicitation.

Past performance will not be evaluated as this requirement is LPTA.

d. SCRM and DD254 are not required.

e. Section 508 Accessibility Standards don’t apply to this requirement.

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (FEB

2026)

1. Evaluation Factors and Basis for Award Determination:

Award will be made to the offeror/schedule contractor whose proposal/quotation is determined to represent the overall best value to the Government using an LPTA evaluation process.

Proposals/Quotations will be evaluated with regard to technical compliance and price submissions. All aspects of Attachment 1 must be addressed for a proposal/quotation to be considered for award. The proposal/quotation should include all information the offeror/schedule contractor wants the Government to consider and evaluate regarding its company’s ability to conform to all required terms and conditions.

The below evaluation factors and subfactors will be used in the determination of technical acceptability.

(a) The Government anticipates awarding to the lowest technically acceptable respondent from initial contractor responses, without engaging in exchanges with respondents. Respondents are strongly encouraged to submit their best technical solution and price/cost in response to this solicitation. Once the

Government determines the respondent that is lowest (i.e., the apparent successful awardee), the

Government reserves the right to negotiate solely with that respondent or a group of low respondents to address any remaining issues, as necessary, to finalize an order.

(b) The standards for determining technical acceptability are listed below. The Government reserves the right not to consider for award any proposal/quotation that does not adhere to the administrative requirements of this RFQ.

(1) Technical Approach Factor: The Technical Subfactors will be evaluated and rated either Acceptable or

Unacceptable IAW the evaluation table below. In order for a quotation to be rated overall Technically

Acceptable, the offeror must be able to provide all of the equipment and supplies set forth in Attachment

1, unless the equipment or supplies are no longer available.

(2) Evaluation Factors (a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

(1) Subfactor 1: Brand Name or Equal In order for this subfactor to be rated Acceptable must include the following salient features:

(2) Subfactor 2: Must be an authorized reseller.

Factor 2: Cost/Price

(a). The Offeror’s firm-fixed price proposal will be evaluated for award purposes based upon the total evaluated price which consists of the offeror’s proposed prices for the base period. The offeror’s price proposal will be evaluated, using one or more of the techniques defined in FAR 15.404, in order to determine if it is reasonable and complete. Normally, price reasonableness is established through cost and price analysis techniques as described in FAR 15.404. For a price to be complete, all solicitation requirements must be priced, figures correctly calculated and prices presented in in a clear and useful format. The Government reserves the right, but is not obligated, to conduct a realism analysis.

Table 1. Technical/Management Ratings

Rating Description

Acceptable Proposal/quotation clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal/quotation does not clearly meet the minimum requirements of the solicitation.

The Government intends to evaluate quotes and award a contract without exchanges. However, the

Government reserves the right to conduct exchanges or seek clarifications if the KO determines they are necessary. If exchanges are required, the number of quotes being competitively considered may be narrowed to all of the most highly rated quotes. The Government further reserves the right to reduce the number of quotes being competitively considered to the greatest number that will permit efficient competition among the most highly rated quotes. If an offeror’s quote is removed from further consideration for award, written notice of the removal will be provided to the offeror. In the event issues pertaining to the solicitation cannot be resolved to the KO's satisfaction, the Government reserves the right to cancel the solicitation. In such event, offerors will be notified in writing. It is the sole responsibility of the offeror to ensure that the electronic files submitted are virus free and can be opened and read by the Government. Quote submissions shall not be locked, encrypted, or otherwise contain barriers to opening the file(s). The Government is under no obligation to seek clarification regarding electronic quote submissions if submissions cannot be opened or accessed. The Government reserves the right not to consider for award any quote that does not adhere to the administrative requirements of this RFQ.

(b) Options-Not Applicable

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful

Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
