About this file
This document is a Project Descriptions summary for anticipated federal facility infrastructure, electrical, mechanical, and operations/maintenance projects. The Government anticipates future solicitations for work across four primary categories, with each category's scope of work presented as high-level summaries subject to greater detail in future solicitations.
The Electrical category encompasses nine projects: HD CRAC Unit & PDU Upgrade, UPS Replacement, Critical Bus Upgrade, SWGR Upgrade, Transformer Replacement, Electrical Capacity Upgrade, UPS Generator SWGR Upgrade, Generator Systems, and UPS Expansion, along with A/B/C/D Bus Mechanical Upgrades and PDU Install work. The Mechanical category includes ten projects spanning condenser water filtration, boiler and expansion tank replacement, in-row cooling installation, free cooling implementation, rear door cooling systems, chiller/tower repair, mechanical capacity upgrades, CRAH/CRAC purchasing and installation, aisle containment strategies, AHU replacement, fuel system modification, diesel fuel tank installation, and hot aisle containment. The General Infrastructure category lists eight projects including computer rack design and installation, cable tray installation, office furniture procurement, raised floor installation/modification, entry door replacement, security system installation/upgrade, Building Automation System (BAS) upgrades, and Modular Power Distribution Unit (MPDU) procurement and installation. The Operations and Maintenance category specifies three professional service projects: duct cleaning per NADCA standards, water test and balance for hydronic systems, and air test and balance for HVAC air distribution systems. No specific timeline, budget, response dates, or contracting terms are provided in this preliminary document.

PROJECT DESCRIPTIONS
The Government anticipates the need for the following electrical, mechanical, general infrastructure, and operation and maintenance projects. Each category’s scope of work is a high-level summary and will be defined in greater detail in any future solicitation.
ELECTRICAL
Project Title General Scope of Work
HD CRAC Unit & PDU Upgrade
Upgrade and replacement of Computer Room Air Conditioning (CRAC) units and associated Power Distribution Units (PDUs) to support high-density server environments and improve energy efficiency.
UPS Replacement Design, procure, install, and commission Uninterruptible Power Supply (UPS) systems, including batteries, bypass switches, and related distribution equipment, to ensure continuity of operations.
Critical Bus Upgrade
Modernization and upgrade of main electrical busways that support critical facility loads to enhance system reliability, increase capacity, and improve safety.
SWGR Upgrade
Replacement and/or modernization of medium and/or low-voltage switchgear (SWGR) assemblies, including circuit breakers, protective relays, metering, and control systems. And automatic Sequence of Operations
Transformer Replacement
Decommissioning and replacement of aging or inefficient electrical transformers to improve power quality and reduce energy loss.
Electrical Capacity Upgrade
Comprehensive upgrade of the facility's main electrical service and distribution systems to increase overall power capacity and support future growth.
UPS Generator SWGR Upgrade
Integrated upgrade project involving the interconnected system of UPS, generators, and switchgear to ensure seamless power transfer, fault tolerance, and system resilience.
Generator Systems Design, procure, install, and commission systems for higher-capacity, or more fuel-efficient units, including associated fuel systems and exhaust.
UPS Expansion Expansion of the existing UPS infrastructure to support additional critical loads, including the installation of new UPS modules, batteries, and downstream distribution panels.
A/B/C/D (MV and LV) Bus Mechanical Upgrades
Mechanical system upgrades to support redundant electrical distribution buses, potentially including dedicated cooling units, chilled water piping, and controls for each bus.
PDU Install Installation of new Power Distribution Units (PDUs), including the associated electrical connections and underfloor or overhead cooling provisions required for these units. Move to electrical
MECHANICAL
Condenser Water Filtration
Installation or upgrade of filtration systems (e.g., side-stream filters) for the condenser water loop to improve water quality, reduce fouling, and increase heat exchange efficiency.
Boiler & Expansion Tank
Replacement or refurbishment of existing heating boilers and associated expansion tanks to ensure reliable operation of the facility's heating water system.
IRC Installation Design, purchase, install, and commission In-Row Cooling (IRC) units within data center server rows to provide high-density, targeted cooling directly at the heat source.
Free Cooling Implementation or upgrade of a "free cooling" system (e.g., water-side or air-side economizer) to leverage favorable ambient conditions and reduce mechanical cooling energy consumption.
Rear Door Cooling Installation of Rear Door Heat Exchanger (RDHx) cooling systems on server cabinets to capture and neutralize server exhaust heat at the rack level.
Chiller/Tower Repair
Major repair, overhaul, or refurbishment of existing centrifugal or screw chillers and associated cooling towers to restore performance and extend service life.
Mechanical Capacity Upgrade
Comprehensive upgrade of the central cooling plant (chillers, pumps, towers) and distribution systems to increase the facility's overall cooling capacity.
CRAH/CRAC
Purchase & Install
Design, purchase, install, and commission Computer Room Air Handler (CRAH) units, including associated piping, controls, and commissioning, to support data center cooling requirements.
Aisle Containment Implementation of a hot or cold aisle containment strategy within the data center, including the installation of partitions, doors, and blanking panels to separate air streams.
AHU Replacement Replacement of aging or inefficient Air Handling Units (AHUs) serving office or support spaces, including ductwork modifications, controls integration, and commissioning.
Fuel Modification Modification of the existing diesel fuel system for backup generators, potentially including fuel polishing systems, day tank upgrades, or modifications for alternative fuel types.
Diesel Fuel Tank
Installation of a new bulk diesel fuel storage tank, including secondary containment, fuel piping, leak detection, fuel polishing, automatic redundant fuel pump control systems, and monitoring systems to support generator operations.
Hot Aisle Containment
A specific implementation of aisle containment that involves capturing and containing hot server exhaust air, preventing it from mixing with the cold supply air.
GENERAL INFRASTRUCTURE
Computer Rack Design, procure, and install server racks, cabinets, and associated hardware within a data center or computer room environment, including grounding and seismic bracing as required.
Cable Tray Install Installation of overhead or underfloor cable tray and ladder rack systems to support power, network, and low-voltage cabling infrastructure.
