About this file

The document is a Pre-Proposal Conference PowerPoint presentation for Request for Proposal (RFP) 8325 by the Orlando Utilities Commission (OUC) for Emergency Line Clearance services in 2025-2026. The RFP seeks qualified suppliers to perform emergency distribution, transmission, and substation restoration services in Florida, with proposals due on June 24, 2025, at 2:00 PM EST. The contract period covers two years, with specific focus on vegetation management and line clearance during storm restoration. Bidders must have at least five years of experience in line clearance services near energized transmission and distribution lines, with a preference for suppliers capable of using mini-buckets, backyard machines, or climbers in non-truck accessible areas.

The pricing requirements include detailed price schedules for 2025 and 2026, with mandatory specification of standard time (ST), overtime (OT), and double-time (DT) rates for different crew types. Bidders must submit three files: a completed PDF proposal, Excel price schedules, and bidder qualifications. Compliance forms include a Sworn Statement on Public Entity Crimes, Disputes Disclosure Form, and an Exceptions/Clarifications Form. Post-award requirements include providing a current business license, updated Certificate of Insurance, and a W-9 form. The RFP emphasizes the importance of precise, specific exceptions and warns that broad or excessive exceptions may result in proposal rejection.

Roughly one-third of OUC’s distribution service territory consist of non-truck accessible rear-lot construction. Suppliers who can provide mini-buckets, backyard machines, or climbers will be especially valuable for storm restoration.

Requirement for five (5) years of experience applies specifically to the provision of storm restoration tree and vegetation line clearance services performed along existing transmission and distribution lines.

This experience requirement does not include or apply to general site grubbing, land clearing, or unrelated vegetation removal services. The experience must be directly related to line clearance work conducted by qualified line clearance tree trimmers operating in proximity to energized transmission and distribution lines.

Our intent is to ensure that all suppliers involved in storm restoration can execute this work safely, efficiently, and in compliance with industry relations and utility standards.
