Pricing shall be submitted as fixed hourly labor rates for three personnel classifications—Project Manager/Supervisor, Journeyman Painter, and Trades Helper—plus a lump sum price for painting all rooms and hallways in the Administration Wing at Clarke County High School. Paint will be billed separately at actual cost to the vendor with no markup permitted. All tools, equipment, and materials except paint shall be included in the hourly labor rates as overhead. Evaluation criteria include pricing, past performance, experience, ability to complete work timely, and capability to paint all required areas. Workers' Compensation insurance is required for employers of three or more employees, and general liability coverage of $1,000,000 per occurrence is mandatory. Clarke County reserves the right to reject any and all proposals and award to the most responsive and responsible vendor as deemed in the County's best interest.

C. D. The provisions set forth herein are for contractual goods/services rendered to

Clarke County, Virginia, hereinafter to be inclusive of but not limited to Clarke

County Joint Administrative Services, General Government, Sanitary Authority, and School Board, and referred to as Clarke County. All offerors are bound by these provisions. Any contract resulting from this solicitation shall be governed in any respects by the laws of Virginia, and any litigation with respect thereto shall be brought in the courts of the Commonwealth of Virginia. The Contract shall comply with all applicable federal, state and local laws and regulations.
