Q&A: 8309r1221102 SCADA

1. Section 3.d states the integrator must be a “Rockwell solutions provider”. Rockwell has 2 levels of integration partners:

0. Recognized System Integrator

0. Solution Partner A legacy SCADA system at our SBIWTP uses Rockwell software and the purpose of this requirement is to hire a contractor that can efficiently request support or solutions on any issues that arise during our final migration from Rockwell to Ignition. The contractor being either a Recognized System Integrator or a Solutions Partner is preferred. Having one and not the other will not disqualify a bid.

1. Regarding Section 3.j, does proof need to be provided that an integrator has completed a project with Kaptus or is it sufficient to have exposure to it through training or other means?

Proof should be provided for whatever level of experience the contractor has had with Kaptus, either strictly in a classroom environment or in real-world situations. A description of a project or work completed with Kaptus or the level of education contractors have working with it will be evaluated in making our final decision. Not an absolutely mandatory requirement.

1. In Section 5.f it states that patches must be tested before being applied to the live system. Is there a test system available for this or must the integrator provide a test system?

Each System location already includes an established testing environment for the contractor to test patches and upgrades.

1. In Section 11 it suggests that the agency needs to have funds available before work is to begin. If a firm is awarded this opportunity does it mean that the funds are available, or does it mean that during the course of the year each work order is dependent upon available funds? Some clarity here would be helpful -

Request is fully funded for FY18. IF, for some reason we see a need to add funds later on, then it would be based on availability in the next fiscal year.

1. Most of the scope states that invoicing will be based on actual work and expenses. Section 12 addresses firm fixed pricing. It appears that the proposal from the vendor would be a “Time and Materials – Not to Exceed” proposal. The proposal would state a total estimated price for 1 year, but would include the rates and terms for invoicing based on actual work and expenses. Is this what is expected?

We want to see actual improvements and work. The proposal should state a total estimated price for one year with rates included for each type of work and an estimate for the time it would take for each effort.

1. From Sections 10-12 it appears the proposal must be a FFP (firm fixed price) for 1 year of service. However, there are some variable components:

5. Section 17 states “The quote may include a detailed cost per hour of all labor required to accomplish the tasks as set forth in this PWS, or be a fixed-price quote with sufficient information to substantiate the price quoted.” Does this mean that a FFP proposal is optional?

5. Section 3k states that remote on-call support is requested. For a FFP proposal, should the proposal estimate an assumed allotment of hours for remote support? Would those hours be invoiced regardless of whether they were used?

5. In Section 6 task 004 it states that there are a total of 16 trips to the sites to be included. Section 21 states invoicing for travel and expenses will be “on the basis of cost incurred for cost of travel comparable with the Joint Travel Regulation (JTR)/Federal Travel Regulation (FTR).” Does the proposal estimate these costs for the FFP and only invoice based on actual costs?

We only want to be billed for actual time spent on the tasks. So, if it’s possible for you to bid an estimate and then bill actual, then that is what we want. This goes for all items in the PWS including travel. Estimate trips to both San Diego and Nogales for about 2-3 days for the maintenance trips as well as the emergency trips.

1. Can you clarify if the selection criteria is based on the lowest qualified bidder or if the qualifications of the vendor are considered in the selection process?

It’s always based on low bid but our certification requirements need to take a precedence.
