About this file

This is a Project Manual for a window replacement project at Fancy Gap Elementary School prepared by WM2A Architects for Carroll County Public Schools in Virginia. The project involves the removal of existing windows and light gauge framing infill, installation of new aluminum storefront glazing and spandrel panels in existing block openings, and installation of new window solid surface sills with ceiling reworking as required. The total storefront replacement encompasses approximately 3,850 square feet to be completed in three phases as indicated on the construction drawings. Sealed lump sum bids are due on May 11, 2026, at 2:00 p.m. local time at the Administrative Conference Room at Carroll County Public Schools, 605-9 Pine Street, Hillsville, Virginia 24343. Qualified bidders must be properly licensed under Virginia law, able to obtain required insurance and bonds, and must submit bid security equal to 5 percent of the bid amount. The successful bidder shall begin work upon receipt of the Notice to Proceed and complete the work within the contract time specified, with time extensions allowed only for delays caused by extreme weather conditions exceeding normal averages established by NOAA for the Hillsville, Virginia area.

Contract execution will utilize AIA Document A101-2017 (Standard Form of Agreement Between Owner and Contractor where the basis of payment is a Stipulated Sum) with AIA Document A201-2017 as the General Conditions. The successful bidder must provide both a Performance Bond and a separate Labor and Material Payment Bond, each in an amount equal to 100 percent of the contract sum, and appropriate insurance coverage acceptable to the Owner. Bids must include all sales and use taxes, and contractors must show these taxes separately with each monthly payment application for potential reimbursement to the Owner. The contract incorporates Virginia compliance requirements including drug-free workplace provisions for contracts over $10,000, non-discrimination in employment provisions, and child conviction certifications for any contractor employees with direct contact with students. Online procurement and contracting documents are available to prime bidders only following April 20, 2026. The project includes two bid alternates for Phase 2 and Phase 3 window replacement, which the Owner may accept or reject independently within 60 days of Notice of Award.
