About this file
This is a Sources Sought Synopsis (SSS) for a market research effort to identify contractors capable of providing manpower support services to the 402nd Commodities Maintenance Group (CMXG) in the Warner Robins Air Logistics Complex (WR-ALC) at Robins Air Force Base, Georgia.
The Government seeks contractors with expertise, experience, and capabilities to support production maintenance operations through manpower staffing services. The proposed NAICS code is 541614 (Process, Physical Distribution, and Logistics Consulting Services). This is an 8(a) set-aside; however, the Government will make final contracting strategy decisions after analyzing small business responses and market research data. Small businesses without full capability are encouraged to form teaming arrangements, joint ventures, or subcontracting partnerships and should identify any work areas that should be broken out exclusively for small business participation. Joint ventures and teaming arrangements are encouraged. Responses to the Contractor Capability Survey must be received by 12:00 pm EST on 10 September 2026. Contractors must submit Part I (business information including company name, CAGE code, SAM registration status, small business certifications, and ownership statement) and Part II (capability survey questions addressing facility capabilities, relevant past experience with contract numbers and points of contact, quality assurance processes, classified material handling capabilities, and facilities/equipment listings). Offerors must comply with DFARS Case 2024-D007 and R-DFARS 252.209-7012 (OCT 2025), explicitly certifying whether they or their subsidiaries have active consulting contracts with Covered Foreign Entities; those with such contracts cannot receive the award unless they provide an acceptable conflict-of-interest mitigation plan. Responses should be sent via email to PCO Tad Williams (tad.williams.1@us.af.mil) and PM Patrice Davis (patrice.davis.3@us.af.mil), with attachments limited to 10 MB per email in readable electronic format.

Sources Sought Synopsis (SSS)
CMXG PRODUCTION SUPPORT - MANPOWER
CAUTION:
This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements to provide manpower support services to Warner Robins-Air Logistics Center (WR-ALC) at Robins Air Force Base.
INSTRUCTIONS:
1. The document(s) below contain a description of the requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.
3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:
a. This is an 8(a) set-aside; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability. Please ensure that you provide a thorough response to each question.
b. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this SSS is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.
c. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
4. Joint ventures or teaming arrangements are encouraged to participate in this Market Research.
5. Offerors must comply with the DFARS Case 2024-D007 and R-DFARS 252.209-7012
(OCT 2025).
a. Offerors must explicitly certify whether they (or their subsidiaries/affiliates) have active consulting contracts with Covered Foreign Entities (CFEs).
b. If an offeror certifies that they have a contract with a CFE, they cannot receive the award unless they provide an acceptable conflict-of-interest mitigation plan.
6. Questions relative to this market survey should be addressed to PCO Name & email: Tad Williams; tad.williams.1@us.af.mil PM Name & email: Patrice Davis; patrice.davis.3@us.af.mil mailto:patrice.davis.3@us.af.mil
