Request for Quote
Shock Isolation Test Tower (SITT) Tilt Carts
Hill Air Force Base, UT
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation number FA822420R8147 is issued as a request for proposal (RFP) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 and its supplements.
This is a 100% Small-Business Set-Aside announcement filed under NAICS code 334519 with small business size standard of 1250 employees and Product Supply Code 3695. This acquisition calls for the contractor to furnish two shock isolator tilt station carts. These carts act as hydraulic maintenance stands for lifting and positioning heavy items being worked on in the Shock Isolation Facility. The stands will allow for 360 degree of movement for the performance of repairs and testing of assets.
Both carts will require testing be performed by the Contractor upon delivery. The units provided will be supplied in accordance with the specifications in the attached product description.
The anticipated CLIN structure of the resulting award will reflect:

All CLINs will be established on a firm fixed price basis.
All proposals must indicate if the vendor can achieve delivery within 24 weeks after receipt of contract. If this delivery is not practicable, vendors must propose an alternate delivery schedule.
Contractor shall manufacture both carts per the engineering drawing requirements supplied by the
Government and shall refrain from any and all unapproved modifications. Functional test will be performed by Government on both carts upon receipt and contractor shall repair/replace failed end items at no additional cost.
Drawings:
Contractors must request access to the drawings associated with the tilt station carts. Contractors shall submit their approved DD2345 Military Critical Technical Data Agreement (included in the solicitation documents for download) to: William Weiss, william.weiss.1@us.af.mil; and Daniel

Selection of awardee will include comparative analysis in accordance with FAR 13.106-2, Evaluation of Quotations and Offers, giving value to: price; meeting specifications in Statement of
Work, and delivery within the specified timeframe.
Any exceptions to Statement of Work dated 31 August 2020 must be identified in quote. By submitting a quote, the contractor agrees to all stipulations in the purchase specification unless specified as an exception in the quote.
**The due date for all proposals is Thursday, 8 October 2020 at 5:00 p.m. Eastern Standard Time.**
All questions regarding this acquisition must be submitted by Thursday, 1 October 2020 at 5:00 p.m.
to allow for the Government to assess the inquiry and provide a response.

1. DESCRIPTION
The 309 Missile Maintenance Group (MMXG) requires the purchase of two (2) Launch Control Center
(LCC) Shock Isolation Test Tower (SITT) Tilt Carts. The LCC cart is a hydraulic maintenance stand for lifting and positioning heavy items being worked on in the Shock Isolation (SI) Facility. The stand allows for 360 degree of movement that is vital for repairs and testing of assets on the SITT. The LCC carts will require testing be performed by the Contractor upon delivery.
2. BASIC SERVICE
2.1. The Contractor shall provide all management, tools, materials, services, transportation, and other items necessary to test the LCC carts once received by the Government to ensure functionality.
2.2. The Contractor shall submit a Military Critical Technical Data Agreement (DD 2345) for approval prior to the review of drawings.
2.3. Period of performance is within 24 weeks after award of contract. If there are delays in schedule, the contractor shall notify the Contracting Officer (CO) via email with the reason and justification for delay. Earlier delivery is acceptable.

4. GOVERNMENT FURNISHED PROPERTY AND FACILITIES
4.1. The Government will provide all required drawings for manufacturing needs to the contractor as government furnished property.
4.2. The Contractor shall be responsible for safeguarding all government components provided under this contract upon receipt of the LCC SI SITT Tilt Carts and until return shipment to Government facility is accepted.
4.3. Government Furnished Equipment will not be provided.
4.4. The Government will assist the contractor in processing the necessary forms to access government facilities and property.
5. GENERAL INFORMATION
5.1. Special Qualifications
5.1.1. The Contractor shall be familiar with, and have skilled technicians, who are trained to manufacture and service Hydraulic Carts.
5.2. Safety
5.2.1. The Contractor shall conform to safety requirements while on Government facilities.
5.3. Shipping
5.3.1. The Contractor shall provide all means of transportation to and from Hill AFB at no additional cost to the government.
