About this file

This is a Statement of Work for NASA's Fire and Emergency Medical Services Records Management System (FEMSRMS) procurement.

NASA's Office of Protective Services seeks a Commercial Off-the-Shelf (COTS) Software as a Service (SaaS) solution to replace outdated, manual, and fragmented fire and EMS records systems across seven operational stations and one non-production test environment. The system must be FedRAMP High Authorized at time of award and cover Kennedy Space Center (2 stations), Wallops Flight Facility (2 stations), Stennis Space Center (1 station), Ames Research Center (1 station), and White Sands Test Facility (1 station). Key functional requirements include incident reporting with NFRIS legacy support, NEMSIS-compliant electronic patient care reports with HIPAA compliance, vendor-agnostic Central Square CAD integration, mobile responder capabilities with offline functionality, pre-incident planning with mapping, fire prevention modules, hydrant management, personnel scheduling and rostering, integrated online training with certification-expiry alerts, exposure tracking aligned with NFPA 1500, incident command system support, asset and inventory management, DEA-compliant narcotics tracking, investigation and evidence management, and comprehensive data analytics with exportable reports in CSV, Excel, Word, and PDF formats. The solution must support multi-factor authentication, PIV Card access, Single Sign-On integration, and role-based access controls for Administrators, Supervisors, Instructors, and Firefighters. All work is performed off-site with no facility access required.

The base period runs from October 2026 through May 2027, with key milestones including project kickoff by day 15 post-award, system configuration completion by February 2027, IT Security Authority to Operate (ATO) receipt by April 2027, and go-live for all sites by May 2027. Three option years follow: Option Year One (May 2027–May 2028) includes licensing for all operational and test environments plus virtual user training tailored to specific roles; Option Years Two and Three (May 2028–May 2030) include only recurring subscription licenses. The contractor must maintain active FedRAMP High Authorization throughout performance, provide all materials and labor for implementation and configuration, coordinate with NASA personnel on ATO achievement, and deliver all management, supervision, and administration services. In the event of FedRAMP compliance lapse, the Government receives prorated credits, unrestricted data egress via REST APIs in open formats, a read-only tenant instance for up to 180 days at no additional cost, and can terminate for cause if status is not restored within 30 days.
