This is a Statement of Work (Amendment P00002) for NASA's Fire and Emergency Medical Services Records Management System (FEMSRMS) procurement.

NASA's Office of the Chief Information Officer, on behalf of the Office of Protective Services, requires a Commercial Off-the-Shelf (COTS) Software as a Service (SaaS) solution to replace outdated, manual, and fragmented fire and EMS records management systems across seven operational stations and one non-production test environment. The solution must be FedRAMP High Authorized at award and support integration with Central Square CAD and ESRI/ArcGIS platforms. Key objectives include achieving Agency Authority to Operate (ATO) prior to go-live, enabling site consolidation with data sharing capabilities, enhancing reporting and analytics, and reducing costs through solution consolidation. The contractor must provide configuration, implementation, integration, professional services, licensing, hosting, training, and administration across five NASA centers: Kennedy Space Center (2 stations with 1 CAD connection license), Wallops Flight Facility (2 stations), Stennis Space Center (1 station), Ames Research Center (1 station), and White Sands Test Facility (1 station).

The software must include comprehensive modules for incident reporting with NFRIS legacy crosswalk connectivity, NEMSIS-compliant electronic patient care reports with HIPAA compliance, cardiac monitor integration for real-time data sharing with hospitals, mobile responder capabilities with offline caching, pre-incident planning with mapping integration, fire prevention inspections and permits, hydrant management with hose-lay calculations, facility inspections with Inspect-Test-Maintain workflows, personnel scheduling and rostering with automated shift-coverage proposals, integrated training and compliance tracking with ProBoard integration, exposure tracking aligned with NFPA 1500, Incident Command System forms, asset and inventory management, DEA-compliant narcotics tracking, investigations and evidence management, and data analytics with exportable reporting in CSV, Excel, Word, and PDF formats. The solution must support Section 508 accessibility compliance, multi-factor authentication with NASA Single Sign-On and PIV card integration, and role-based access controls. The base period runs from October 2026 through May 2027, with Option Year One (May 2027–May 2028) including licensing and seven virtual training sessions, and Option Years Two and Three (May 2028–May 2030) including only recurring subscription licenses. All work is performed off-site with no requirement for on-site access to NASA facilities.
