About this file
This is a Questions and Answers document for a NASA Request for Quotation (RFQ) for the Federal Emergency Management System for Resource Management System (FEMSRMS) solution.
The RFQ seeks a Commercial Off-The-Shelf (COTS) solution to be deployed across seven NASA operational stations: Ames Research Center (ARC), Kennedy Space Center (KSC), Stennis Space Center (SSC), Wallops Flight Facility (WFF), and White Sands Test Facility (WSTF). The solution must hold an active FedRAMP High Authorization at contract award, which may be held by either the prime contractor or the SaaS publisher if the prime is an authorized reseller/integrator. The system will serve approximately 197 total personnel across the stations, with varying numbers of administrative and operational users at each location. Annual combined Fire and EMS incident volumes total approximately 1,365 emergencies across all seven stations. The base year includes seven total virtual end-user training sessions across the entire deployment, and the non-production environment is intended primarily for configuration testing and training rather than complete product configuration. The quotation must be submitted as a PDF document and should include identification of the software publisher and any major implementation or subcontracting partners. The current CentralSquare CAD system at KSC operates on version 23.3. A previous data migration requirement has been removed from the Statement of Work per Amendment 0001, which also corrected an administrative attachment labeling discrepancy.

Question Title Question Answer
FedRAMP
The SOW requires the FEMSRMS solution to have an active FedRAMP High Authorization package at the time of award. If the prime contractor is an authorized reseller/integrator of the proposed SaaS solution, is it acceptable for the SaaS publisher/platform being proposed to hold the required FedRAMP High authorization, rather than the prime contractor itself?
As stated in the Statement of Work Section 3 "The contractor shall provide a solution that is Federal Risk and Authorization Management Program (FedRAMP) High
Authorized at the time of contract award".
Quote Format For purposes of demonstrating technical acceptability, does NASA require a specific technical compliance matrix or format, or may the Quoter provide a concise narrative/matrix showing how the proposed COTS solution satisfies each requirement in Section 4 of the SOW?
As stated in the RFQ posting, Only the required minimum amount of information is requested to be provided for proper evaluation. Efforts should be made to keep quotations as brief as possible, concentrating on substantive information essential for a proper evaluation.
In responding to this RFQ, it is the quoter’s responsibility to provide current, relevant, complete, and accurate information in their quotation. The quotation shall be submitted as a PDF document.
Quote Details Does NASA require the Quoter to identify the software publisher and any major implementation/subcontracting partners within the quotation?
Yes, quoters should identify the software publisher and any major parterners/subcontractors within their quote submission.
List of Attachments
The RFQ's List of Attachments identifies Attachment A as the OCIO/ITPOD Rider and Attachment B as the Statement of Work; however, the posted files identify Attachment A as the Statement of Work and Attachment B as the NASA IT
Software and Hardware Rider. Please confirm that the posted documents control and that this is only an attachment-labeling discrepancy.
This was an admin error and is fixed with Amendment 0001
Incident Volume Please provide the approximate annual combined Fire and EMS incident volume across the seven operational stations. If available, please provide approximate volume by NASA Center.
ARC - 250 emergencies; KSC - 650 emergencies; SSC - 175 emergencies; WFF - 200 emergencies; WSTF - 90 emergencies;
Users/Personnel Approximately how many total personnel will require access to FEMSRMS across the seven operational stations? If possible, please identify the approximate number of operational and administrative users.
ARC - 3 admin rights; 38 users; KSC - 7 admin rights; 42 users; SSC - 6 admin rights; 43 users; WFF - 7 admin rights; 34 users; WSTF - 4 admin rights; 21 users
Training The SOW states that the base year includes seven training sessions. Please confirm this represents seven total virtual end-user training sessions across the FEMSRMS deployment, rather than seven sessions per station.
Total of 7 training sessions
CentralSquare CAD Please identify the CentralSquare CAD product/version currently deployed at Kennedy Space Center and the preferred interface method or available integration specifications, if known.
The current version of Central Square at KSC is 23.3
Legacy Data Migration Please provide the approximate number of legacy paper records/pages NASA anticipates converting and loading into FEMSRMS, including the approximate distribution by Center.
Upon further review of the requirement Data Migration has been removed and Attachment A - Statement of Work has been revised to reflect the removal of the data migration requirement.
Non-Production Environment Please confirm whether the independent non-production environment is expected to contain the complete FEMSRMS product configuration and integrations, or whether it is intended primarily for configuration testing and training Primarily for configuration testing and training
