About this file
This document is a Justification for Other than Full and Open Competition (JOFOC) for a sole source contract award to Hottinger Bruel & Kjaer Inc. The National Aeronautics and Space Administration Glenn Research Center requires a Bruel & Kjaer Tescia LAN-XI Data Acquisition System to expand its existing COBRA acoustic testing system to a higher sample rate. The COBRA system currently uses a lower sample rate version of this hardware. Procuring the same brand of equipment will allow traceability to prior test data sets and ensure compatibility with external customers' requirements. Using another vendor's equipment would require significant time and expense to develop intermediate software for data integration and would be more error prone than using the manufacturer's native interface. Hottinger Bruel & Kjaer is the sole manufacturer and seller of the required equipment.

80NSSC20F1614 and this requirement is an expansion of the base system. The COBRA system is currently using a lower sample rate version of this hardware to acquire other data during testing, acquiring the Bruel & Kjaer Tescia LAN-XI Data Acquisition System will allow the high sample rate acoustic data (200+ kHz) to be acquired and integrated in the same system. It is critical that the future data acquired is traceable to prior data sets. Procuring the same B&K brand would achieve this. Additionally, B&K systems are used by external customers NASA has commitments to for testing and their requirements for quality and traceability are satisfied by using B&K data systems.
The most significant impact if another vendor/brand were used would be compatibility with the new COBRA system. Without the native compatibility built into these systems, NASA would incur significant time and expense to develop and maintain an intermediate software system to integrate test data from different systems and, ultimately, this system would be more prone to errors than the native interface developed and maintained by the manufacturer.
Hottinger Bruel & Kjaer (HBK) is the sole manufacturer seller of the requirement.
4. FAR 6.303-2(b)(4) – An identification of the statutory authority permitting other than full and open competition:
The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302- (1) Only one responsible source and no other supplies or services will satisfy agency requirements.
5. FAR 6.303-2(b)(5) – A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
The rationale supporting the use of 10 U.S.C. 2304(c) (1) is Hottinger Bruel & Kjaer Inc, is the sole source provider for this requirement as described below.
Components, provided by another vendor, cannot be substituted into the current B&K 9x15 LSWT data system because: (1) The LAN-XI modules have HBK’s Dyn-X technology. Dyn- X is a technology proprietary to B&K and incompatible with other hardware. (2) Only HBK LAN-XI modules can be used with the current system in any combination of modules in frames, racks, or distributed. (3) Front Panels and modules can only be exchanged and swapped with other LAN-XI systems. (4) Only LAN-XI modules will fit in the B&K frames already owned by NASA GRC and vice versa.

11. FAR 6.303-2(b)(11) – A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
The Agency will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirements.
