About this file

This document is a Questions and Answers (Q&A) log for Request for Quote (RFQ) 80SSC025Q0004 for natural gas services at NASA's Stennis Space Center. The solicitation requires an uninterruptible natural gas supply to the existing metering station, with delivery points at the North Fee Area Boundary (Station Location Number 2568) and a potential additional location. The Q&A log addresses five key questions from potential offerors, focusing on pricing clarifications, transport fees, and volume considerations.

Key details include the pricing structure based on the Henry Hub index, with transport fees broken out on monthly invoices, and a historical consumption chart provided to guide potential bidders. NASA has maintained an unchanged pricing approach despite vendor questions about baseload volumes and market volatility. The solicitation allows for questions to be submitted until 5:00 pm Central Time on September 18, 2025, and has undergone three amendments, including the addition of responses to industry questions and a historical consumption spreadsheet. The contract is being issued by the National Aeronautics and Space Administration Shared Services Center.

1Pricing ClarificationIs the transport fee and fuel on Gulf South depicted on the invoice as a separate line item on the monthly invoice?Yes, the transport fee is broken out on the invoice each month. There is a fuel charge and a contract commodity. These fees added together are referred to as the “transport rate”. Once natural gas has reached SSC, the new price of gas includes these fees. Henry Hub index/Published price of fuel + Fixed Coefficient ($0.3175) = Avg. Price; Avg. Price x Volume/How much gas we used for the month (MMBTU) = Total Sale/ Subtotal; Subtotal + Transport fees ( Fuel Charge + Contract Commodity) = Total Amount due for the month .
2Volume ClarificationIs there a set volume to be priced at the first of the month Henry Hub indexPlease see attached Historical Consumption Chart. The Henry Hub Index pricing needs to be used.
3Pricing ClarificationIs there a separate price for overtake and undertake for the month?NASA has reviewed your question; however, no changes have been made. NASA will be invoiced for usage. A Historical Consumption Chart is provided.
3Pricing ClarificationIs there a separate price for overtake and undertake for the month? Please clarify specifically what is meant by overtake and undertake for the month.
What risk does this present to potential offerosRevised response to question #3
4Pricing ClarificationThe previous supplied gas contract for Stennis the pricing was structured with a baseload volume that was priced at the beginning of the month index plus adjustment. Volumes outside the baseload was either bought back at the Gulf South cash out price or sold at the cashout price plus adjustment. FIrms can not bid full requirements 100% swing. There is so much volatility on this pipeline now with the large demand on the pipeline. Everything is trading at historical highs.NASA has reviewed your concerns, and the pricing structure remains unchanged. Please review the 5-year "Southside Natural Gas Historical Consumption" spreadsheet as provided.
