About this file

This document contains a recommendation and determination to solicit from one source for a National Aeronautics and Space Administration contract opportunity. The recommendation is to negotiate solely with Quincy for an oil-free 125 psig 294 cfm air compressor system to support test operations at the NASA Shared Services Center. Three key reasons are provided for recommending the Quincy brand: the existing Quincy system at the site has proven to be the most reliable and require the least maintenance; it has met high purity air requirements for over three years without issue; and its quiet operation provides a safer work environment. Using another brand could result in the requirements not being fully met and less support or training for test operations being provided.

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Quincy for QOFT-75V air compressor system. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 14 weeks.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This 100% Oil-Free Air Compressor is specifically suited to the NASA/SSC work in support of the SSC Test Operations with specific characteristics, scope and specifications as noted in the Statement of Work.

There are three main reasons for soliciting only Quincy air compressor systems. Stennis has multiple brands of air compressors in the test complex. The existing Quincy system by far has been the most reliable and lowest maintenance. Our maintenance and operations crews are familiar with operating and maintaining the Quincy system. Quincy provides on-site start-up & commissioning. Secondly, the ISO 8573-1 Class 0 certified Quincy compressor has proven to meet our strict High Purity Air (HPA) requirements without any Non-Volatile Residual (NVR) or particulate violations with weekly samples for over 3 years. Lastly, the unique design of the air compressor provides for quiet operation which is below the OSHA Occupational Noise Exposure limit. This provides a safer environment for the technicians working near by in the piping/tubing cleaning area.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Other brands may not meet the requirement as stated above and provide the level of support or training required for the SSC Test Operations support. It is recomened by NASA SSC that this brand be procured as stated in the quote as it is a best fit for supporting the SSC Test Operations and capabilities within.
