About this file

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name document, dated March 15, 2017 (Version 2.0). The document recommends a brand name justification for procuring HID ID/Access Cards from HID Global Corporation, with an estimated period of performance or lead-time for delivery of 15-45 days after receipt of order (ARO). The total estimated cost field is redacted in the document.

The justification for the single-source brand name procurement centers on maintaining compatibility with the existing credentialing infrastructure and ensuring continuity of the established serialized numbering sequence. HID Global products support the required format, site identification, and sequential numbering conventions established through previous orders, which minimizes risks of duplicate credentials, database inconsistencies, and operational disruptions. The document emphasizes that switching to an alternative manufacturer would result in significant adverse impacts to government operations, including substantial administrative burdens and labor costs associated with re-indexing credentials, resolving system conflicts, and restoring system integrity. Additionally, schedule delays resulting from system downtime and manual troubleshooting would disrupt established workflows and directly impair mission-critical security operations. The continued procurement of HID Global brand products is deemed critical to mitigating unnecessary costs, preventing avoidable system disruptions, and preserving the reliability and effectiveness of mission security operations.

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from HID Global Corporation for HID ID/Access Cards Purchase. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 15-45 days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This acquisition requires HID Global brand-name products to maintain compatibility with the existing credentialing infrastructure and ensure continuity of the established serialized numbering sequence. HID Global products support the required format, site identification (ID), and sequential numbering conventions established through previous orders, minimizing the risk of duplicate credentials, database inconsistencies, and operational disruptions. Specifying HID Global is necessary to maintain consistency with existing system requirements, preserve infrastructure integrity, and avoid the potential costs, integration challenges, and operational risks associated with introducing products from an alternative manufacturer. Based on these requirements, the use of HID Global brand-name products is justified to ensure compatibility, consistency, and continued compliance with applicable technical and operational requirements.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

A change from the established brand would result in significant adverse impacts to government operations, including substantial administrative burdens and labor costs associated with re-indexing credentials, resolving system conflicts, and restoring system integrity. These costs would be avoidable through continued procurement of the established brand and are not expected to be offset by any anticipated savings from full and open competition. Additionally, the schedule delays resulting from system downtime, manual troubleshooting, and corrective actions would disrupt established workflows and directly impair mission-critical security operations. Such disruptions could compromise operational continuity, reduce workforce efficiency, and increase risk to the timely execution of security-related responsibilities. Continued procurement of the established brand is therefore critical to mitigating unnecessary costs, preventing avoidable system disruptions, and preserving the reliability and effectiveness of mission security operations.
