About this file

This document is a Questions and Answers (Q&A) file addressing clarifications for a federal contract opportunity to supply programmable logic controller (PLC) and human-machine interface (HMI) hardware to NASA's Marshall Space Flight Center (MSFC).

The procurement is a supply-only purchase with no panel build, programming, installation, or commissioning required. NASA will handle all installation and configuration. Delivery is required by December 1 to MSFC Building 4205 via FOB destination. The specific hardware includes an Allen-Bradley 5069-L330ER controller, AB 2711P-T15C21D8S-B PanelView Plus 7 (15-inch HMI), FactoryTalk Studio ME perpetual license, analog input/output cards (5069-IF8, 5069-OF4), discrete I/O cards (5069-IB16F, 5069-OB16), thermocouple inputs (9 Type K and 1 Type R), serial interface module (5069-SERIAL Compact 5000), and optional PC Historian/Data Recording solution quoted as a separate line item. The PLC will be wall-mounted in a climate-controlled lab cabinet and will operate on either 120VAC or 24VDC power (with 120VAC required to be finger-safe). Technical support consists of standard 8x5 Rockwell support during normal business hours for one year beginning upon hardware receipt. This is a small business set-aside requiring all vendors to be registered in SAM.gov prior to quote submission; quotes will not be considered from unregistered entities. Payment will be processed through the contractor's SAM.gov registration rather than government purchase card.

1) What space and power is available for the system?

a. Will it have to fit on a desk, in a rack – and what kind of rack, stand alone in a panel / cabinet with a certain amount of rack / wall / or floor space; or something else? This PLC will go into a wall mounted cabinet.

b. Is the input power source a regular 120V AC at 15 or 20 AMPS wall plug, or is it different? 120VAC or 24VDC is acceptable as long as the 120VAC is finger safe

2) What environment will the equipment be expected to operate in?

a. A climate controlled office environment? Will be install in a lab environment, climate controlled, inside a cabinet with some ventilation

b. An outside environment, in direct sunlight or not, at Marshal Space Flight

Center and/or other locations? No, it will not be mobile.

c. An extreme environment? If so, please elaborate. N/A

d. Is the system expected to be portable / moved to and from locations? N/A

3) Section 2, and specifically the option for a PC Historian / Data Recording software, implies that a PC of some type should be included in the quote. No PC needed.

Windows-based PC already exists. Only a license for a solution is required.

Installation and configuration will be completed by NASA.

a. Is this correct?

b. If so, will you provide the PC specs including operating system?

c. What are the NASA cyber security configuration requirements and who would be responsible to configure the PC.

i. What if these configuration requirements hinder the systems function? Would NASA IT provide support and collaborate on a solution?

4) Section 1 and 2 could imply that all the hardware for making a “…digital control and monitoring system…” could be drop shipped for your team to mount / integrate / install / etc. No only hardware delivery.

a. Is this what is desired?

b. Or is the desire for a working, ready to use, plug in / boot / walk through software boot-install, system desired?

5) In section 4, you require support to be offered for a year. In Section 1 of the other

RFQ pdf, the bidder should include a lead time for delivery and a period of performance. Support would start when NASA receives the hardware. NASA will complete the installation and configuration. Technical support by manufacture is standard when purchasing new hardware.

a. When does the 1 year support begin, after successful installation?

i. Assuming so, the period of performance would begin at award and be equal to delivery time + setup / install time (for which the responsibility being on NASA or the bidder is unclear) + 1 year.

Scope of Work

• Is the contractor responsible for the electrical design, fabrication, and assembly of the control panel? No, just the purchase

• Is PLC and HMI programming included in the scope? No, just the purchase

• Is the contractor responsible for integration with existing equipment and instrumentation? No, just the purchase

• Is on-site installation, commissioning, and testing required? No, just the purchase

Existing System & Documentation

• Are existing electrical drawings, control narratives, I/O lists, or other design documentation available? No, just the purchase

• Will existing software (e.g., LabVIEW programs) be made available to the contractor, either during the bidding process or during implementation? No, just the purchase

• Is this a new requirement, or is it a follow-on to work previously performed by another contractor? If the latter, is there an incumbent contractor? New

Requirement

Safety Requirements

• Are there any safety-related requirements for the new control system, such as emergency stops, equipment interlocks, or safety-rated controls? If so, are these handled by existing independent safety systems, or are they expected to be incorporated into the new PLC system? Safety PLC not required.

Support & Schedule

• What are the expectations for the one-year support requirement? Does this include troubleshooting, software modifications, or on-site support? Is coverage expected during nights, weekends, or holidays, or only during normal business hours? No on-site support required. Only Rockwell support contract. Normal business hours.

• What is the anticipated project schedule? Is there a required delivery or completion date? Delivery by Dec 1.

• Are there any scheduling constraints for installation and commissioning, such as required shutdown windows or after-hours work? No installation

2. Scope: the revised SOW reads as a hardware purchase and states the government already has the PLC software. Please confirm this is supply only, with no panel build, programming, installation, or commissioning, and delivery FOB destination to MSFC Building 4205. Correct, supply only

3. Small business rules: is the nonmanufacturer rule (13 CFR 121.406) expected to apply to this set-aside, or is a waiver in place? All vendors submitting a bid will need to be a small business as of right now.

4. HMI: please confirm the 15" PanelView series or catalog number. "FactoryTalk Studio

ME" suggests a PanelView Plus 7. Should the Studio ME development license be included in the quote? AB 2711P-T15C21D8S-B PanelView Plus 7 has been quoted. Studio ME license for development, yes.

5. Signal details: please provide analog input and output signal types (4-20 mA, 0-10 V), Cards should be settable such as the AB 5069-IF8 discrete input and output voltage, AB 5069-IB16F, AB 5069-OB16 relay contact ratings 1Amp if possible, otherwise 0.5A.

and the thermocouple type per channel (R, S, K, C). Current needs are for 9 Type K and 1

Type R. Cards are usually capable of all and knowing how many per channel should not be necessary

6. Serial: please break down the 6 serial ports between RS-232 and RS-485 Modbus. The

5069 platform has no embedded serial, so is it acceptable to provide these through external serial modules or gateways? AB 5069-SERIAL Compact 5000 Serial Interface Module

7. Support: what level of Allen-Bradley support is expected for the 1-year requirement (for example, a Rockwell TechConnect contract)? Standard 8x5 Rockwell support will be fine.

8. Historian: should the optional PC Historian/Data Recording solution be quoted as a separate optional line item? Is there a preferred software package? Separate line item is preferred.

9. Please confirm whether power supplies, enclosure, and mounting hardware are to be included or whether only the PLC/HMI components are required. Screw terminals for the

PLC IO cards itself. The HMI will be mounted in a panel cutout. If HMI mounting hardware is available but not standard in an HMI purchase, include it. Enclosure and power supplies to be sourced separately.

10. As noted in my first email, MECAT Automation LLC is a small business with a SAM.gov registration in process (reference INC-GSAFSD21809403). Will a quote be considered if registration is still pending at submission, provided it is active before award? Your quote will not be considered unless you are fully registered

1. Controller: The 5069-L320ER supports up to 16 local modules. With the I/O list plus the

5069-SERIAL modules, the module count is above that limit. Is a 5069-AENTR remote I/O adapter rack with the L320ER acceptable, or would NASA prefer a 5069-L330ER? Since last minute additions put us over the limit, we’d prefer both. L330ER to handle any additional load and a AENTR Remote IO Adapter Rack to remote card control.

2. Analog outputs: The SOW says "4+ Analog Outputs." Does one 4-channel module (5069-

OF4) meet the requirement, or should we provide 8 channels (5069-OF8)? 1 OF4 will suffice

3. Software: Is a 1-year subscription license for FactoryTalk View Studio ME acceptable, or is a perpetual license required? Perpetual

4. Historian: Since it will be a separate line item, will it be included in the LPTA price evaluation? Yes

5. Payment: Will payment be made by government purchase card? No, all payments will go through your SAM.gov registration.
