About this file

This file contains Questions and Answers (Q&A) clarifications for an RFQ issued by NASA for heavy-duty pallet racking components and installation materials.

The procurement requires 15 starter pallet rack units and 90 add-on units, each measuring 96" x 48" x 144", with an additional 210 beams to create a third storage level. Each beam pair/shelf level must support a 6,800-pound capacity, with wire decks rated at 3,500 pounds each (two decks per beam pair). The total three-level upright-frame/bay capacity is 19,500 pounds. Upright column guards must be 18 inches in height and designed for aisle-end rack protection only, applying to end uprights. The requirement specifies 960 individual anchors matching ULINE model H3722, with four anchors allocated per upright frame leg, suitable for concrete slab installation. Galvanized wire decks and galvanized/zinc-plated anchors must retain their specified finishes; NASA Blue coating is desired but no longer required for other components. Delivery must occur no later than December 15, 2026, with quotations due October 22, 2026. The requirement is classified under NAICS 337215 (Showcase, Partition, Shelving, and Locker Manufacturing) and PSC 3990. NASA will provide receiving at Building 2204's loading dock with personnel and equipment available for offloading. The procurement uses ULINE as the reference standard, but any manufacturer meeting the clarified specifications is acceptable. The nonmanufacturer rule and SBA class waivers do not apply to this order.

RFQ QUESTIONS

1. Delivery: The SOW requires delivery between September 30 and October 15, 2026, while quotations are due October 22. What is the corrected delivery deadline or allowable lead time after award?

Delivery must occur no later than Dec 15, 2026.

2. Can you please help with the dimensions of Upright Column Guards Steel upright/ column protectors for aisle end frames as the supplier is asking for it?

The guards should be 18” in height and fit around whatever upright the company provides.

3.

4. Load ratings: What minimum capacities are required per beam pair/shelf level, upright frame/bay and wire deck? Please identify the applicable loading assumptions and required rack connection style or compatibility constraints.

6,800 pounds capacity

3. Starter/add-on contents: Do the 15 starter units and 90 add-on units each include two beam-supported shelf levels, with the additional 210 beams providing the third level? Please confirm the total required beam and upright quantities and whether “three levels” includes a floor-storage level.

Yes. Add on units and stater have two beam supported levels. Additional 210 will add a level.

4. NASA Blue finish: Please provide the required color standard/code and finish requirements. Does the blue coating apply to the galvanized wire decks and galvanized/zinc-plated anchors, or should those retain their specified finishes?

NASA Blue is desired but no longer required.

Blue coating does not apply to the galvanized wire decks and galvanized/zinc-plated anchors, retain specified finishes.

5. Anchors: Please specify the required anchor diameter, length, grade and quantity allocation between upright base plates and guards, together with any relevant slab information.

Warehouse has concrete slab. Anchors to match H3722 from ULINE. Total Qty 960.

6. Brand or equal: The RFQ describes a brand-name-or-equal requirement, but the SOW contains no reference brand or model. Please confirm whether any manufacturer meeting the clarified requirements is acceptable.

ULINE used for requirements. Any manufacturer that meets requirements is acceptable.

7. Classification: Please confirm the listed NAICS 321920 and PSC 9905, given that the requirement describes metal pallet-rack components.

The NAICS code and PSC listed in the solicitation are incorrect. The solicitation is amended to assign NAICS 337215, Showcase, Partition, Shelving, and Locker Manufacturing, and PSC [7125 / 3990]. This classification reflects the predominant value of the requirement: steel pallet rack frames, beams, and wire decking.

8. Receiving: Will NASA provide unloading equipment and personnel at Building 2204, or must the supplier include unloading arrangements within the materials-delivery scope?

NASA can receive equipment at loading dock of B2204 which is building where installation will occur.

9. I need the Load Capacity Requirements and Vertical beam spacing?

See answer to question 2.

10. Whether the nonmanufacturer rule applies to this procurement.

In accordance with FAR /RFO (Revolutionary FAR Overhaul) 19.104-3(e)(1), the clause at FAR 52.219.33, Nonmanufacturer Rule, does not apply to orders below the SAT.

11. Whether an SBA class waiver or individual waiver applies to the requested pallet racking components.

“no waiver is applicable.”

12. Load ratings and spacing: Does the stated 6,800-pound capacity apply to each beam pair/ shelf level? Please confirm the required wire-deck and upright-frame/bay capacities, vertical beam spacing, and whether compatibility with existing racks is required.

Apply to each beam pair/shelf level. Yes

Required wire-deck capacity. 3,500 (2 wire decks for each beam pair) (See attached image)

Upright-frame/bay capacities. Three levels planned of 6,500 Lbs = 19,500 Lbs

13. Vertical beam spacing. Beams are horizonal (spacing will be assigned after delivery).

Assuming question refers to the Upright Frames distance between them is the beam length.

(See attached image)

14. Anchors: Does quantity 960 mean individual anchors or H-3722 kits? Please confirm the required dimensions and allocation between upright base plates and guards.

960 each. 4 for each leg of uprights frames.

15. Unloading: Will NASA provide equipment and personnel to unload at Building 2204’s dock, or must unloading be included in our delivered price?

B2204 is a shipping and receiving warehouse, NASA has personnel, and equipment already in place to offload items.

16. Classification and deadline: Please confirm the final PSC—the answer currently shows

“[7125 / 3990]”—the size standard under NAICS 337215, and the exact October 22 quotation cutoff and time zone.

Treat as “NAICS 337215, Showcase, Partition, Shelving, and Locker Manufacturing, and

PSC [ 3990].”

17. Could you please confirm whether the requirement is for individual upright post protectors or full aisle-end rack protectors?

The requirement is Full “Aisle-end” rack protectors. So just the end uprights will get them.
