Key AED Support responsibilities include: serving as primary liaison between the AED Medical Director and daily operations; inspecting and maintaining all AEDs in proper working condition with deficiencies addressed within 24 hours (or 2 hours if preventing AED operation); maintaining equipment and supplies inventory with timely replacement of expired items; coordinating and scheduling AED/CPR and Stop the Bleed training programs while maintaining certification records; conducting quarterly proficiency drills; performing post-incident activities and documentation; and providing First Aid, CPR/AED, BLS, and ACLS certification classes as directed by the MSFC Occupational Health Officer. The contractor must also develop and present monthly safety topics to the Safety Health and Environment Committee and participate in health outreach programs. Under First Responder Support, the contractor shall manage on-site and near-site Emergency Medical Response Services, including provision of Advanced Life Support ambulances stocked and maintained per Alabama Department of Public Health requirements. Services include ambulance standby during center-sponsored activities and emergencies, on-site medical support for approximately five special events annually, and standby support for the MSFC-003-R-01 Intrusive Utility Repairs project (approximately 10.5 days per event). All ambulance personnel must hold valid Alabama licenses, with at least one crew member licensed at the Paramedic level and all holding National Registry of Emergency Medical Technicians certification; Paramedics must be ACLS-certified. Personnel assigned to Chemical Warfare Materiel response activities must have HAZWOPER training and specialized CWM casualty care training. Required document submittals include AED Control Team meeting minutes, patient run reports for all MSFC transports, and current AED inventory.

Performance Work Statement Automated External Defibrillator Program (AED)
I. NASA/MSFC has a need for contractor support of its Automated External Defibrillator (AED)/Stop the Bleed program and Emergency Medical Services. This assists MSFC with implementation of the requirements contained in NASA Procedural Requirement (NPR) 1800.1 which states: All Centers shall have an

A. AED Support
The Contractor shall provide a Paramedic that maintains certification as Basic Life Support (BLS) Advance Cardiac Life Support (ACLS) instructor to administer and maintain the Center-wide AED program consisting of approximately 200 AEDs and serve as the AED Coordinator in accordance with Marshall Procedural Requirement (MPR) 1810.2, Automated External Defibrillator (AED) Program. Duties shall include but not limited to:
(a) AED Coordinator serves as the primary liaison between the AED Medical Director
(MD) and the daily operation of the program
(b) Inspects the AED for dirt and contamination and clean it as needed by following the
Ensures all AEDs are in proper Ensures a defective AED is removed from service until it is repaired by an authorized service representative.
Address minor deficiencies identified during monthly AED checks within 24 hours of notification, deficiencies that prevent the AED from operating as designed shall be addressed within 2 hours.
(c) Maintains an inventory of equipment and supplies. Restocks any reusable items, e.g., electrode pads, batteries, gloves. Inspects unused supplies for any damage or expiration dates and replace accordingly.
(d) Coordinates, schedules and publicizes AED/CPR, and Stop the Bleed training programs for MSFC. Maintains a list of trained responders and a copy of their current CPR/AED certification card and provides re-certification training as needed. Coordinates and conduct proficiency drills for lay AED Program responders and provides corrective instruction as needed. Prepares an annual
AED Program. Informs the AED-MD of Program deficiencies identified for analysis and resolution. Performs proficiency and skills verification drills quarterly facilities.
(e) Performs post incident activities as outlined in Marshall Procedural Requirement (MPR) 1810.2. Ensures appropriate written documentation is performed and post incident debriefing sessions with the involved responder and the AED Control Team are completed. Completes a comprehensive review of an event requiring the use of an AED to the Occupational Health Officer. Provides the AED Control Team incident reports and inspection records for review as deemed necessary.
(f) The contractor shall also provide First Aid, CPR/AED, BLS and ACLS certification classes, as directed by the MSFC Occupational Health Officer, to organizations at MSFC required to maintain certifications. Shall oversee the CPR/First Aid training performed by Protective Services. Shall verify annually that all CPR and First AID courses conducted at MSFC comply with the requirements of Safety Health and Environment (SHE) 210. Shall provide community education programs on first aid, CPR, AED, and health related topics to organizational safety meetings as requested by the COR.
(g) Shall be responsible for developing and writing a monthly safety topic for the center at least annually. Must present topic to the SHE Committee and Marshall Team Meeting (MTM) for the month assigned. The contractor shall participate in MSFC Health outreach programs (e.g., Blood Pressure checks in February- as part of National Heart Month.) as directed by the Occupational Health Officer.
B. First Responder Support
The Contractor shall manage Emergency Medical Response Services on-site and near-site MSFC. Note: Only costs associated with MSFC work related emergency transports (MSFC civil service and contractor) and MSFC civil service personal illness transports will be covered under this contract.
The Contractor shall ensure ambulances used on this site are stocked, supplied, and maintained in accordance with the Alabama Department of Public Health Office, Emergency Medical Services and Trauma, and are compliant with applicable regulations and requirements for an Advanced Life Support unit.
The Contractor shall provide ambulance stand-by during Center-sponsored activities such as test operations or during emergencies such as fires, chemical spills, and explosive disposal. These may occur during regular hours or after hours.
The Contractor shall provide on-site ambulance/medical support to prescheduled special events or activities. These include functions to which the public is invited, such as, an annual employee picnic, 5k runs, and support during visits by invited guests to the Center. Approximately five special events per year may occur after normal working hours.
The Contractor shall provide on-site emergency medical service standby support in conjunction with MSFC-003-R-01 Intrusive Utility Repairs including attendance and participation in all sites associated pre-operational activities and tabletop exercises. (Site specific training, tabletop exercises and preoperational surveys will generally be around
10.5 days in duration per event)
The contractor ambulance crew can assist clinic personnel during emergency medical events and other applicable duties as needed. Shall participate in MSFC Emergency drills and planning. The Contractor shall ensure that all ambulance support personnel: 1) have a valid current license from Alabama Department of Public Health; 2) and that a minimum of one crew member is licensed at the Paramedic level by the Alabama Department of Public Health; 3) and that each crew member hold current certification from The National Registry of Emergency Medical Technicians; 4) and that the Paramedic be certified in ACLS; 5) Crew members participating in the MSFC-003-R-01 Intrusive Utility Repairs must be trained in accordance with Chapter 8 of the Interim Guidance (Draft Army Regulation XXX) Chemical Warfare Materiel (CWM) Responses and Related Activities, dated 1 April 2009, or current revision, and are also required to have current HAZWOPER training, and receive specific training in CWM casualty care.
