About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for a sole source procurement. NASA seeks to acquire a specialized quadrupole mass spectrometer with cross-beam ionizer from Ardara Technologies L.P. The instrument has unique technical specifications, including a 12 mm quadrupole with a frequency of at least 3.3 MHz, an ionization volume with specific dimensions, and yttrium oxide coated iridium filaments. The procurement is justified due to the lack of competing products that can meet NASA's requirements for sensitivity, mass selectivity, and distinguishability of atomic from molecular hydrogen.
The estimated period of performance is 60-90 days after receipt of order, with the total estimated cost redacted. NASA determined that alternative vendors cannot produce the required measurements with the necessary precision, making this a sole source procurement. The technical specifications are highly specific, focusing on the instrument's ability to perform detailed scientific measurements that other market products cannot achieve with the required level of accuracy and sensitivity.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Ardara Technologies L.P. only for a quadrupole mass spectrometer with cross-beam ionizer. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 60-90 days after receipt of order.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Only the Ardara cross-beam ionizing quadrupole mass spectrometer meets our specifications for sensitivity, mass selectivity, and distinguishability of atomic from molecular hydrogen. In particular, these unique features enable its performance: a 12 mm quadrupole with frequency of at least 3.3 MHz, ionization volume with ID 0.92”, entrance aperture of 0.375”, with the analytical portion of the quadrupole of at least 8” length, and yttrium oxide coated iridium filaments.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
There are not many competing products on the market. Those that exist either cannot make the intended measurements, or can only do so with reduced sensitivity, making planned characterization measurements difficult or impossible.
