• Concerning the delivery options, are these business days or calendar days? Business days.

• Is NASA OIG planning to execute one contract? One Contract.

• Does the contractor have to be certified by the American Association of Electronic Reporter and Transcribers (AAERT), or could provide a resume showing numerous years of this type of work? Yes.

• Can you please provide the digital filetype that the audio is sent as? For instance, are they MPEGs, FTR files, MP4, etc.? Mostly MP4-3, WMA, and MPEGs. However, could be any audio digital filetype.

• What is the process when a transcription is submitted late? Does the contractor request motions for extension/are they summoned to appear in court? Transcriptions are submitted directly to the OIG requesting agent not the court.

• Can you clarify if you are looking for a technical proposal to address the technical requirements/qualifications in the SOW and/or the quote evaluation criteria, or if a compliant submission solely includes pricing? We would like you to address your technical qualifications as well as quoting evaluation criteria with pricing.

• Are you able the share the current per-page rate for this work? Or if you prefer a different pricing model? No.

• What lead time are you currently experiencing?

Example of lead time:

Start time 9:00 End time 10:40 audio interview consisting of 63 transcribed pages was provided March 6 and returned March 28.

Start time 3:14 End time 3:56 audio interview consisting of 35 transcribed pages provided June 6 returned June 20.

• Is this a new contract or is there a previous contract in place? New contract replacing expiring contract.

• Will all work be IG interviews? Or will there be other types of proceedings like depositions, hearings, conferences? Mostly interviews, there could be transcriptions of other law enforcement activities such as, surreptitious recordings, arrests operations, etc.

• Do you have a sample transcript or a few pages of redacted transcript for formatting purposes? Yes. Please see attached.

• How many lines per page should transcripts be formatted to? 25

• Will each transcript require key word index as part of the deliverable? No.

• How often are hard copies of transcripts or transcripts on CD requested? Rarely if ever.

We prefer electronic .pdfs with digital signature to be provided via email to the requesting agent.

• Where is vendor shipping physical transcripts or transcripts on CDs? N/A. We prefer electronic .pdfs to be provided via email to the requesting agent with digital signature of transcriber.

• Is all work to be done at Contractor's location? Yes.

• Is there a requirement for court reporting services? No.

• For transcribers who obtained AAERT certification 10+ years ago and do not have original certificate still, will you accept AAERT membership card if it has Certificate Number listed in lieu of copy of the certificate? Yes.

• Do you have preferred pricing matrix for quoters to use? No.

• Please confirm that the delivery options in Section IV. DELIVERABLES are business days?

Yes.

• Please provide estimated quantities for each of the deliverables (10 day, 5-7 day, etc.)?
