About this file
This document is a Statement of Work (SOW) for the APEX Concept Development Incubator at NASA Ames Research Center. The contract requires a contractor to provide 1,562 hours of expert technical consultation and facilitation to support maturing Pre-Phase A science and technology mission concepts. Key contractor responsibilities include analyzing stakeholder data, translating stakeholder requirements into design specifications, and developing cost-effective strategies for advancing mission concepts.
The contractor must demonstrate international expertise in technical training programs for space agencies, substantial knowledge of NASA project management and systems engineering practices, and proficiency in assessing NASA Concept Maturity Levels. The performance will be hybrid (on-site and virtual) and span from the contract's beginning through September 30, 2028. The SOW is associated with a sole-source procurement (Solicitation Number 80NSSC25906873Q) intended for Coyote Enterprises, focusing on providing technical expertise support to NASA's National Shared Services Center.
