About this file

This document appears to be a set of vendor questions and customer responses related to an RFQ (Request for Quote) for the Demolition of Aircraft and Test Articles, Solicitation Number 80NSSC25886162Q.

The key details are:

  • The RFQ is a Brand Name or Equal To requirement set aside for small businesses, issued by the National Aeronautics and Space Administration (NASA) Shared Services Center.
  • The contractor must destroy the listed aircraft (HU-25, Cessna 172, Fokker F-28, Cobra, and MD-500) in a manner that makes the parts unusable, with a government witness present.
  • The contractor must follow specific requirements for containing and disposing of hazardous materials and fluids, and for managing stormwater during the process.
  • The contractor can use excavators with tracks and move some surrounding equipment/materials, but the HU-25 must be destroyed on-site.
  • The Cessna can be moved from the grass to the parking lot for demolition.

RFQ 80NSSC25886162Q

1. What are the rules for how the aircraft will be destroyed? The aircraft must be destroyed in a manner that makes it impossible for their parts to be used again. How that is done is up to the discretion of the winner but a government witness will have to be present for the destruction of the HU-25, Cessna 172, Fokker F-28, Cobra, and MD-500.

2. Have all fluids been drained from the aircraft? Yes.

3. Do we know the types of aluminum used in the aircraft and the percentage aluminum present? No.

4. Can the HU-25 be moved from it’s current position? It could be dragged a short distance from where it sits currently but it must be destroyed on the tarmac where it currently sits.

5. Do they need fences around the HU-25? Yes, all shavings/remnants generated during dismantling process are considered hazardous materials and will require containment and disposal by the contractor (specialized bins, containers). Stormwater Containment Plan is Required-Berms or dams to collect water/fluids/leaks (specialized containers for collection of hazardous water/liquids/fluids). These requirements are included in the Aircraft Dismantlement Requirements document.

6. Can the fuel trucks sitting next to the HU-25 be moved during demo? I said yes, probably. Or the HU-25 can be dragged away from them.

7. Can they get a permit to cut up the big yellow test stand near building 1245? I said I assume so but I don’t know.

8. Can they use excavators with tracks? Yes

9. Can the scaffolding and other material around the yellow test stand be moved? Yes, it will be moved prior to demolition.

10. Can the Cessna be dragged off of the grass and demolished in the parking lot? Yes.

11. Do the large Styrofoam blocks under the F-28 need to be disposed of? No, they can stay.
