About this file
This document is a Statement of Work (SOW) for the fabrication of C-103 Oscillating Heat Pipes (OHP) for a leading edge thermal protection system (TPS) materials project called the Oscillating Heat Pipe for Aero-entry and Commercial Applications (OHPACA). The purpose is to fabricate 8 parts from C-103 to support the OHPACA project for NASA Ames Research Center.
The SOW outlines the technical requirements for the vendor, including prior experience with C-103 additive manufacturing, ability to fabricate parts above 99% density in a single build, and stress relieving of parts. The vendor is required to have ISO 9001 certification or better. Parts are to be delivered by October 2024. No travel costs are anticipated. The period of performance is from August 2024 to December 2024. The related federal contract opportunity is a sole source acquisition for the C103 OHPACA parts under FAR Part 12 and 13 procedures.

1.0 Background
Requirements of next generation commercial Low Earth Orbit (LEO) and Department of Defense DOD hypersonic vehicles, dictate the need for robust thermal management solutions. Recent advancements in refractory additive manufacturing technology make available novel integrated thermal management systems capable of operating at extreme temperatures. One such system, Oscillating Heat Pipes (OHP’s), are a potentially disruptive technology to a wide range of NASA applications. NASA Ames Research was recently selected to advance OHP’s for commercial leading-edge applications in partnership with Lockheed Martin through an Announcement of Collaboration Opportunity (ACO). This project is called the Oscillating Heat Pipe for Aero-entry and Commercial Applications (OHPACA).
2.0 Purpose and Scope
The purpose of this Statement of Work (SOW) is to fabricate parts from C-103 in support of OHPACA project.
3.0 Project Structure
The contractor shall provide all labor, materials, facilities, service, equipment, analysis and management necessary to fabricate hardware defined in section 4.0.
4.0 Contract Line-Item Numbers
The effort described by this SOW shall be completed when all subcontract Contract Line Item Numbers (CLINS), defined in Table 1, are complete. Final drawings are to be provided upon contract award, STEP files are to be used for quotation and are build orientation agnostic. Final drawings will refine build orientation once finalized with vendor and channels are expected to deviate slightly, while maintaining similar build volume and feedstock usage.

6.0 Description of Tasks and Technical Requirements
6.1 Description of Tasks
Vendor is to fabricate quantity of parts per drawings specified in Table 1. It should be noted that parts are build orientation agnostic. Necessary scaffolding, supports, or roof structures to channels can be added pending approval of the technical POC on the NASA side in collaboration with vendor. Finalized drawings to include these details with potential minor variations in channel diameter that is not expected to increase build volume will be worked with vendor upon contract award.
6.2 Technical Requirements
Technical requirements are documented below:
• Vendor shall have previous experience with additively manufactured C-103 heat pipe casings that have been demonstrated to be capable of being hermetically sealed.
• Vendor shall have previous experience removing powder from very high aspect ratio channels.
• Vendor shall be certified to ISO 9001, or better.
• Vendor shall fabricate parts above 99% density.
• Vendor shall fabricate parts in a single build.
• Vendor shall stress relieve parts.
• Vendor shall remove parts from the build plate after stress relieving.
• Vendor shall prevent any contaminant form entering the internal channels, such as cutting fluid during build plate removal.
• Vendor shall minimize restarts during the additive manufacturing process.
• Powder reuse is acceptable if handled properly such as being sieved inertly, with periodic chemistry checks.
