☒I recommend that NASA, NASA Shared Services Center negotiate with Castheon only for Design, analysis, fabrication, and testing of High Temperature C-103 Niobium Based Oscillating Heat Pipes. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is over the course of 6 months.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Oscillating heat pipes are a new form of thermal management system not broadly used across industry. Heat pipes require a hermetically sealed part with no contamination to operate successfully. The additive manufacturing of oscillating heat pipes is a new way to fabricate these devices, and the additive manufacturing process to produce hermetically sealed thin wall casing materials for high temperature oscillating heat pipes requires highly specialized and skilled processes. Given the sensitivity of these devices to contaminants and the build quality, it is critical that the vendor have a demonstrated capability in delivering hardware that satisfies the projects requirements. Castheon is the only known commercial source that has demonstrated the additive manufacturing of C- 103 high temperature oscillating heat pipe casings capable of hermetically sealed thin wall parts.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

A significant amount cost and schedule in R&D would be required to develop and verify additive manufacturing processes for the fabrication of high temperature OHP casings. These processes have already been developed and demonstrated by Castheon for C- 103, an extremely high temperature Niobium based refractory alloy through various development activities with both NASA Ames Research Center, under Center Innovation Funds (CIF) and by Marshall Space Flight Center.
