Program/Project Management Support
Statement of Work
Context The Office of the Chief Human Capital Officer is requesting program/project management support for two critical aspects of the executive development portfolio: Aspiring Executives and External Programming.
Aspiring Executive support targeted in the creation and stand-up of an agencywide development program targeted to NASA’s aspiring executive (GS14/15) population. External Programming support targeted in the management and expansion of external education opportunities for aspiring and current NASA executives.
This task includes activities associated with the nomination and selection process; development of communications materials; data capture and analysis of prospective and selected participants; research, documentation, and process creation of content elements such as developmental details (both internal/external to NASA); program and participant materials for participation.
Deliverables Aspiring Executive Development – Program/Project Management Support
Contractor will work in partnership with the Aspiring Executive Program Manager and key stakeholders to create, design, and implement the overall project and associate actions/activities for the aspiring executive program. Specifics include:
• Creation and management of a project plan, timeline, and key milestones associated will all aspect, full lifecycle of the aspiring executive cohort program. Overall management and completion of tasks associate with the project plan, timeline, and key milestones in support of the program. This includes but is not limited to:
o Process design and stakeholder engagement o Agency call, nomination, and selection process including selection panels and communication to both selected and non-selected nominees o Program delivery and implementation schedule and supporting actions/activities o Implementation of program requirements for each participant o Participant tracking of program requirements o Design and implementation of program completion
• Creation of communication and program materials across the lifecycle specific to the overall program, process, and program components to varies stakeholders across NASA
• Overview and management of associate activities within the program
• Collaboration with other people and works areas within OCHCO and beyond, specific integration points associated with our executive coaching program and data analytics teams
• Creation of surveys and feedback mechanisms associated will all aspects of the program.
External Development Programming
• Support the NASA liaison with process and communication with external development program directors and staff regarding NASA participation
• Primary point-of-contact for NASA applicants; support selected candidates through external selection processes
• Develop and implement selection lifecycle and process for identifying NASA nominees
• Responsible for overall delivery and quality of program elements (calls for nomination, acceptance/regret letters, submission packages, etc.)
• Prepare data analysis to inform selection panel review (e.g. performance history, awards history, time in position)
• Provide financial management oversight; work with L&D budget analyst to track program tuition expenditures
• Track applicant/selectee and RNO data for each program in support of Agency reporting requirements
• Identify and resolve ad hoc issues or specials request relating to nominating officials and program participants
• Work with program leads to develop recommendations regarding program and process enhancements
Place of Performance – Participation is virtual and not associated with a specific NASA site; some travel may be required through-out the duration of the task to be determined on an as needed basis.
Period of Performance – August 1, 2022 – August 1, 2023
