Solicitation 80NSSC22804899Q ‐ Program/Project Management Support

1. What is the level of effort required for this solicitation e.g., 1 FTE or 1,920 hours? NTE one WYE of 2080 hrs.

2. What level of security clearance is required for the contractor personnel on this program? This contractor will operate outside of the NASA firewall. Any information needed to complete actions will be provided by the Team, as appropriate and applicable.

3. The solicitation states that the position is virtual. If travel is required, will the cost of any required travel by contractor personnel be fully reimbursed? Travel will be reimbursable but will be handled as a modification to the contract and should not be included in the RFQ.

4. Are there any specific experience or qualifications required of the contractor personnel assigned to this program? Desired skills include, specialized experience in project management; advanced writing and editing skills; and develop and execute communication plans regarding the project, and presenting formal and informal briefings to technical, non‐technical, and executive level stakeholders.

5. What information would the Government desire in a proposal for the subject RFP? Do you want only a price quote, or do you also want a technical and management approach? Price quote

6. The level of effort required to support the scope of the work seems somewhat unclear. For instance, “Creation of communication and program materials across the lifecycle specific to the overall program, process, and program components to varies stakeholders across NASA”. How much work do you anticipate will be required to support this activity? How many hours in total and/or per week are anticipated to support the SOW? Estimated average of 30hrs per week, with variances depending on priorities and deliverables. Not to exceed 2080 hrs in total.

7. I’m also not seeing any guidance for pricing. Are you looking for an hourly rate? In fact, in general I’m not seeing any details on what information you are expecting bidders to provide?

Provide firm fixed hourly rate, NTE 2080 hrs.

8. Is there an incumbent? If so, can you please provide the contractor or contract number? No

9. What is the requested information and format for the response? Is there a page limit for responses? Is there an SF form or FAR clause to reference? RFQ preferred response is a high‐ level management price quote, ideally one page.

10. Would you please consider an extension on the due date? An extension is being requested due to the potential release of Q&As and not much direction was provided for the response format.

Yes, an extension was executed June 15, 2020 to move the due date for questions to June 16, 2022 @ 2 pm (CST) to June 21, 2022 @ 12:00 pm (CST) and RFQ are now due on June 24, 2022

11. The SOW states that there may be travel. Will a Travel Clin be provided? Travel will be reimbursable but will be handled as a modification to the contract and should not be included in the RFQ.

12. Can you confirm that there is no technical volume required? There is no technical volume required. This is a firm fixed rate NTE 2080 hrs.

13. We don't find any content instructions in the documents.

14. Is there any Resume Requirements for this project: If Yes, we need the number of FTE's we need to propose for this project? Resume requirements include: specialized experience in project management; advanced writing and editing skills; and develop and execute communication plans regarding the project, and presenting formal and informal briefings to technical, non‐ technical, and executive level stakeholders. Representation (Oct 2020) are included in this RFQ. You are required to complete these two provisions and return the RFQ document with your quote. Failure to complete these Provisions will result in the Government being unable to make award to your firm.” – Is it the

Government’s intent that there is no technical volume and the only documentation needed for submittal are the two representations identified above and the price quote? Yes

18. Is there an incumbent contractor? if so, please provide the incumbent contractor’s name and the current contract value? if not, is this a new requirement? There is no incumbent. This is a new and limited requirement.

19. Will the Government provide their expected level of effort for this requirement? LOE hrs NTE

All criteria are equally important for this support role.

22. What role will be pricing play in the decision? The contract is being awarded based on lowest price technically acceptable.

23. How many hours per week will the contractor be expected to work? Estimated average of 30hrs per week, with variances depending on priorities and deliverables. NTE 2080 hrs. in total.
