Questions re Lunar Resources received 9/11-14/2020
1. What are the prerequisites for a lunar mining contract?
Answer: Please refer to the Statement of Work within the Request for Quotes for all details of the requirement.
2. How would I find out if my business is eligible for the rock collecting and I would be happy to add Photography since I have been a professional for over 30 years. We have several just in the family so rock collecting is a familiar event.
ANSWER: All businesses must be registered to do business with the Government via System for Award Management. Please refer to the Solicitation/RFQ for all requirements. Keep in mind that our requirement is for lunar soil, collected on the moon.
3. Will there be a webinar or more information about this RFQ?
Answer: NASA does not plan to conduct a webinar on this solicitation at this time.
4. Will NASA pay for 1000; 10 000; 100 000 samples acquired from diffrent localizations with price 15 - 25 k$ per one sample (or other specified by NASA)? If yes, how big distances it should be between acquisition points, how big area of acquiring points net?
Answer: This is a request for quotation. Please refer to the statement of work in the RFQ, specifically section 2(B)(7) NASA’s awarded amount of this Contract is not dependent on the quantity of Lunar material collected.
Keep in mind that our requirement is for lunar soil, collected on the moon.
5. Where samples should be transported on the Moon - whare is localization of point where NASA will get samples ?
Answer: Please refer to the statement of work in the RFQ.
6. How samples should be packed? Are any requirements how samples should be stored (temperature, seals, sample protection etc.) and transported?
Answer: Collected materials may be stored in whatever manner you wish.
7. How photo documentation should be made? Is it acceptable confirmation from orbit, Earth observation or device on the Moon should have photo camera?
Answer: For 2.A.2 of the RFQ, the imagery you must provide of the Collected Material must come from your device(s) on the Moon and be of sufficient definition and quality to allow NASA to verify your claim that the Collected Material was indeed successfully collected. High definition video with time stamps is preferred.
8. What should be in proposal? Does NASA require concept draws, CAD draws or only detailed description of planned method and devices?
Answer: Detailed descriptions of your planned method, devices, operations, how your system will get to the Moon, and your overall timeline for completing this work. Concept drawings of your system and the collection device are highly encouraged for NASA to understand your proposed solution. CAD and detailed design information are not required, but if you elect to provide these NASA will consider them in its evaluation of your proposal. The Contractor shall clearly mark any proprietary information that you provide to NASA.
9. I saw the Request For Quotes (RFQ) and I am a little confused, it sounds like asking for a quote but NASA said they want to pay $15k-$25 for each sample but no mention of the cost of the robot, and the launch. I think the robot would probably cost a minimum of $15,000-$25,000, not counting salaries for workers. Then the launch cost, is that correct?
ANSWER: NASA is requesting a quotation for lunar regolith and or rock materials per the statement of work. Also, Per section 2(A)1(a)(1) (this purchase does not include development, production, or launch of space vehicles or lunar lander vehicles)
10. And it said before 2024, but are they looking for something more specific like 2022, 2023, and which launch vehicle are they expecting to fly to the Moon at that time? Can you clarify the cost / payment for me?
ANSWER: This requirement is based lowest priced technically acceptable. Please refer to the statement of work for technical requirements.
11. Also in what format are RFQs expected, Word, PPT, pdf ?
Answer: This is a simplified acquisition, there is not a specific format.
12. Do submitters usually just submit an artistic design, and a few pages, I'm not sure what it normally looks like. I think if I submitted based on the vague RFQ my application would be kind of brief, at least to the point. But what is the usual format / length?
ANSWER: All companies are responsible for providing a quotation detailed to the extent to meet the requirements in the Statement of Work.
13. On the design of the robot, I think it would be mostly conceptual and could change as time went on, but is that allowed?
ANSWER: The design and construction of any robotic lander is entirely up to the provider, and not part of this solicitation.
14. Would NASA be able to assist RFQ winners with communication electronics, what assistance would NASA be able to give? For example I know there is a Deep Space Network, I'm not sure if that is what you use to communicate to the Moon.
ANSWER: The design and construction of any robotic lander is entirely up to the provider, and not part of this solicitation. Also not included is any NASA assistance for the design and operation of the lander vehicle.
15. Is there any particular locations of the Moon you’d like sampled?
ANSWER: Per section 2(B)(1) of the statement of work: The material(s) may be collected from any location on the Lunar surface as determined by the Contractor.
