Q&A #1 RFQ: 80NSSC20737332Q, Purchase of Lunar Regolith and/or Rock Materials from Contractor

Uploaded 9/16/2020

1. Under the Statement of Work, 2.A.1. Collect 50g up to 500g of regolith, of "Collected Material".

a. Are these grams a "sample size" limited per extraction site, or can we collect and process more grams as in an ISRU and Space manufacturing objective?

b. Is this the "minimum" volume of regolith per collection site, or can we excavate the "maximum" material from a single excavation site?

c. Are you looking for 50-500g samples to be collected at many locations across the Moon?

Answer: Please refer to section B(1) of the Statement of Work: The material(s) may be collected from any location on the Lunar surface as determined by the Contractor.

2. In addition, under 2.A.1.a.2. can you clarify "determine methods" and "conclude agreements".

Answer: NASA expects that the Contractor will provide all data (including raw data) to support their claim. For example: time stamped video and locational telemetry streams.

3. What would be the authenticity verification method for Regolith and Rock Material?

Answer:

-Per 2.B.4 NASA has the right to independently verify the Contractor’s claims. For example:

this may include NASA:

* Inspecting the Contractor’s collection device/vehicle before launch from Earth.

* Using imagery/data collected by the Lunar Reconnaissance Orbiter (LRO) and/or other systems.

* Independent NASA analysis of collected information against known Lunar material properties and Lunar geography

* Independent NASA analysis of Contractor’s provided telemetry from 2.A.2

-In their proposal response the Contractor may propose additional authentication methods for NASA to consider. For example: other Contractor spacecraft telemetry.

4. What is the price offered for a certain quantity?

Answer: This requirement is considered to be a Simplified Acquisition. Simplified Acquisitions are those with an anticipated total value between $10K-$250K.

5. Is there any particular locations of the Moon you’d like sampled?

Answer: Please refer to section B(1) of the Statement of Work: The material(s) may be collected from any location on the Lunar surface as determined by the Contractor.
