About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to procure 240,000 lbs of virgin (unused) 1,1,1,2 Tetrafluoroethane (R-134a) refrigerant for use at the NASA Langley Research Center (LaRC) Transonic Dynamics Tunnel.

The key requirements include: delivering the R-134a in four separate shipments of 80,000 lbs, 40,000 lbs, 40,000 lbs, and 40,000 lbs between September 2024 and September 2025; providing an ARI-700 Certificate of Analysis, weight certificate, and Material Safety Data Sheet with each delivery; and responding to any safety violation notices within three working days. The delivery point is the NASA Langley Research Center in Hampton, VA, and the contractor shall work with the Technical Representative for delivery specifics. Solicitation 80LARC875668Q Attachment A

STATEMENT OF WORK

1. Objective/Requirements. Procure R134a refrigerant for use as a test medium at the NASA Langley Research Center (LaRC) Transonic Dynamics Tunnel (TDT).

2. Characteristics, Scope, and Specs. Procurement includes material (R134a refrigerant), transportation, delivery/offloading, and documentation.

2.1. Specifications. Quantity of 200,000lbs Virgin (unused) 1,1,1,2 Tetrafluoroethane (R-134a). R-134a shall conform to all requirements of the ARI-700 standard for new refrigerants. The Contractor shall provide an ARI-700 Certificate of Analysis for the delivery prior to unloading.

The deliveries shall be made by tank trucks to NASA Langley Research Center, Hampton, VA.

The Contractor shall provide all hoses, fittings, pumps, and other equipment to connect to the R-134a storage tank.

The vapor and liquid connections on the storage tank are quick disconnect "E" series coupling, female dry-disconnect coupler, Hydraulics Inc., Part #CP00110P1G1B.

The Contractor shall provide the capability to connect the delivery truck to both the liquid and the vapor side of the Langley storage tank in order to provide the pressure balance needed to pump the delivered liquid R-134a into the storage tank.

The delivery tank-truck shall be equipped with an auxiliary pump. The Langley liquid storage tank, while primarily containing R-134a, may have a low mixture of air in the vapor layer that can contaminate the delivery truck. This can be overcome by using the auxiliary pump on their tractor/tank-truck to pump the delivery trailer to a near vacuum (thus returning the gas mixture back into the Langley storage tank).

The Contractor shall provide a weight certificate at the time of delivery, as well as a Material Safety Data Sheet.

The Contractor shall contact the facility Technical Representative (TR) no less than 10 days before each delivery to confirm the facilities readiness for receival of the gas. Additional delivery terms and conditions apply. See attached NFS and center unique clauses.

2.2. Deliverables.

2.3. Notice of Violation Response. The Contractor shall respond to any Notice of Violation (NOV) issued for safety violations to the prime and/or its subcontractors. The response shall include the cause for violation; mitigation of impact, if applicable; and planned prevention of recurrence. The Contractor shall submit the response to the NASA LaRC Safety and Facility Assurance Branch (SFAB) and the Contracting Officer within three working days of issuance.
