A1. Procurement N/A Will the Government be scheduling any more site visits after the November 8th date or are offerors allowed to visit after this date?
The Site visit that was held on November 8th was the only site visit that the Government intends to have.
Offerors will not be allowed to visit the center at any other date.
A2. Procurement Solicitation
L.21 Can the Government clarify if the reference to “SF 26” in Section A is intended to read “SF 33”?
In Section A the reference to “SF 26” should read “SF 33” and has been updated.
A3. Procurement Solicitation
L.21 Can the Government clarify if Section B should include a separate price for the
Phase In period from B.1 Firm Fixed
Price?
Section B should not include a separate price for the Phase In.
A4. Procurement Solicitation
L.21 Please clarify if B.1 should be the same value entered into the Attachment 5
Pricing Template’s Price Core for the
Labor Pricing Template (LPT) worksheet, for the combination of all five contract periods? Or, should this include the IDIQ CLIN NTE value of
$110,000 for all five years?
This should include the $110,000.
A5. Procurement Solicitation
L.21 Section L.21 of the Solicitation requires
Offerors to submit the required documents for Section J. Section J lists the documents as lists of exhibits and attachments. If the content of these attachments does not change, does the
Government want the exhibits included in the response as published?
If the content of the attachment does not change, there is no need to submit the document.
Only submit required documents and place them in the appropriate volume as indicated in the table at L.6 and in sections L.17 through L.20. The Past Performance Questionnaires need to be sent directly from the person completing them to the email indicated on the template.
A6. Procurement Solicitation
L.21
The instructions state the offeror shall submit the required documents in Section J. Per the DRD list only the safety plan and phase-in plan are required with the proposal, but they are included in Volume I Technical Acceptability. The labor relations questionnaire is included in Volume I Technical Acceptability, The Past Performance Questionnaire and Consent Letters will be included in Volume II Past Performance, and the Price Template will be included in Volume III Price. Which documents in Section J should be included in the model contract?
The required documents will not be in the model contract Volume V. The documents will be placed in the appropriate volume as indicated in the table in L.6 and L.17 through L.20.

Can the government confirm there are no required areas to be completed in
Sections C, D, E, F, G, H, I?
There is no required area to be completed in Sections C, D, E, F and G.
NFS 1852.235-71 has been added as H.4 and the name of the project manager is required.
Sections I.7 and I.14 need to be completed with the SBA’s contractor name.

Template Will the Government provide the historical direct labor rates for each incumbent Standard Labor Category to determine if the rate proposed will be equal to or exceed the current rate?
The Government will not provide.

A12. Procurement
Price Template
The solicitation includes references to "cost" and "fee". Since this is a firm fixed price contract they do not apply. Will the Government please remove these references?
Those references are statutory language in the contract clauses so we can’t change the language. Yes, this is a firm-fixed price contract so bid your contract on a fixed price basis.
A13. Procurement Price Template Cell G13 on the SPT tab appears to be incorrect and should state =B13+D13+F13+G9. Please advise if this formula can be manually updated and corrected.
Yes, the formula can be updated since this template is just an example.
The Price Template attached with this amendment has the updated formula.
A14. Procurement Price Template The TOPTS-SR Tab states that the Offeror MUST include contractual language indicating such intent in Section 3 of the Model Contract.
However, there is no Section 3 of the Model Contract. Can the government provide clarity into what is required with this statement?
“Section 3” has been updated on the TOPT-SR tab to state “Exhibit A”
A15. Procurement Price Template Can the offeror provide our own list of Standard Labor Categories or is the offeror required to use the job titles listed in the template?

however this job classification is missing from Attachment 5 – Price Template, tabs TRST, LPT, TOPT-SR, and FBR.
Should this be manually added by the contractor?
Additionally, are all Standard Labor Categories required to be used on this contract or can additional labor categories be added and used on Attachment 5 – Price Template?

A18 Procurement Solicitation L.17
The document references this questionnaire as Attachment 5, but it is provided as Attachment #2. Can the Government please clarify which is correct?
Solicitation Section L.17 has been updated to clarify that the Labor Relations Questionnaire is Attachment 2.
A19. Procurement Solicitation L.6 Would the government consider increasing the page limit for the Safety and Health Plan (DRD-02) to 40 pages? With a 20-page limit, it will be difficult to accurately cover all sections required (1.1-1.4; 1.51; 1.8;
1.11; 2.1-2.6.1; 3.1; 3.2; 3.4; 3.6; 3.9.1;
3.12; 4.1; 4.3).
The page limitation for the Safety and Health Plan has increased by 10 pages from 20 pages to 30 pages.
A20. Procurement Solicitation L.6 Would the government consider increasing the page limit for the Subcontractor Arrangement Information to 10 pages to ensure a complete submission can be made.
The page limitation for the Subcontractor Arrangement Information has been increased by 2 pages from 8 pages to 10 pages.
A21. Procurement Solicitation L.6 Are the requested items in section L.18.A (g) included in the page count?
The page count for this volume is limited to 20 pages, however, several items are requested from the offerors such as environmental data, safety and health data including OSHA 300 and 300a forms for three years which will total 6 pages, and a letter from the insurance carrier providing workers compensation coverage and summarizing the EMR for the past three years. If they are included in the page count, can the page count be increased to 40 pages?
The OSHA logs and insurance information are exempt from the page count.
A22. Procurement Solicitation L.18.A
The Past Performance Questionnaire form is noted in this section as Attachment 2, but the provided form is listed as Attachment 3. Can the Government clarify which attachment number is correct?
Solicitation Section L.18.A has been updated to clarify that the Past Performance Questionnaire is Attachment 3.
A23. Procurement Solicitation L.20
If the proposed Prime contractor is an unpopulated joint venture, should each member be treated as a subcontractor for responses related to performance responsibility?
For a joint venture organization, how does the Government prefer the summary listing to read in terms of the value associated with the mentor and with the protégé?
Yes, however please be aware of the limitations on subcontracting {13 CFR §125.6} associated with 8(a) prime contract recipients.
Under 13 CFR §125.9 the protégé has to qualify as the 8(a) in order to be awarded this set aside. The Government doesn’t have a preference; however, please identify who is the mentor and the protégé.
A24. Procurement Solicitation L.20
Section L.20 stipulates: "The offeror shall provide a summary listing (by name and address) of all subcontractors (regardless of dollar value) that have been identified throughout the offeror’s proposal, the subcontract value associated with each entity, and the SOW sections that each subcontractor proposes to support." Does this pertain to ALL subcontractors used or just major subcontractors with estimated total contract value equaling or exceeding $800,000 as detailed in Section L.19?
This pertains to all subcontractors.
A25. Procurement SF 33 Section
In Block 12 of the SF33, the calendar days are listed as "L.13". Can the Government confirm that we need to replace L. 13 calendar days with 180 calendar days as per Section L. 13 on page 88?
L.13 on the SF33 Block 12 needs to be replaced with 180 calendar days. Section L.13 have been updated to reflect this change.
A26. Procurement Solicitation L.12
Due to the electronic nature of the submission and the ability to enlarge documents for readability, can graphics, tables, charts, diagrams, and graphic captions use 10-point font?

Instructions to Offerors do not mention providing a cover letter with the proposal.
Will the Government accept a cover letter and exclude it from the page count?
Yes, the Government will accept a cover letter and it will be excluded from the page count.
A28. Procurement Solicitation L.19
Please provide a copy of the CBA, effective after November 30, 2022.
It appears the current CBA expires on November 30th. Should offerors use the wage determination provided to provide pricing? Additionally, if the CBA is no longer in place, is the Labor Relations Questionnaire still required?
Please use the current CBA. The union determined to halt re-negotiation of the CBA until the new contract is in place. No updated CBA will be provided.
For any position that is under the current CBA please use the rates indicated within.
The Labor Relations Questionnaire is still required.
A29. Procurement Solicitation L.11(c)
Please provide detailed instructions pertaining to submission of the proposal through NASA Enterprise File Sharing and Sync Box.
The instructions have been added as an attachment.
A30. Procurement N/A Understanding from Amendment 001, that the incumbent contract value is $4.0M including all options: $4,004,984, what is the current incumbent annual contract value on the last full option year?

A31. Procurement Solicitation
L.14
According to the RFP Section L.14 – the Base Period and Option Period 1 are both two years long. If there is a Collective Bargaining Agreement and/or Wage Determination change in the middle of either of these two-year periods, can the contractor submit a Wage Increase Request for Equitable Adjustment or are the wage and prices set for the two-year periods and the applicable contract wages cannot be changed.
If the CBA or WD changes during the period of performance of this contract an equitable adjustment could be submitted in order to have those wages align with the CBA or WD.
A32. Procurement Solicitation M.7
Section M.7 states an offeror must be considered to be responsible for award in accordance with FAR 9.104. FAR 9.104 is very detailed and includes adequate financial resources to perform the contract, or the ability to obtain them. Do offerors need to present financial documentation with the proposal submission, or will that be requested with final proposal revision or from the apparent awardee?
Please see Section L.20.1 and L.20.2 to determine the information required with the initial proposal submission and with the final proposal revision or from apparent awardee (if no discussions are necessary).
A33. Procurement Solicitation L.19
Section L.19 (b) 2. states Offerors are required to provide the mapping of their labor categories to the NASA SLCs in the EPM Incumbency Retention and Pay (IRAP) Template. The EPM Incumbency Retention and Pay (IRAP) Template was not provided. Can the government please provide this document?
The IRAP Template has been added to Attachment 5 as the last tab.
A34. Procurement Solicitation L.19
Section L.19 (c) 1. (a) states A Government Resource Estimate (GRE) is provided in Table L-1 however this government estimate table L-1 is not provided. Can the government provide this estimate?
The Government Resource Estimate (GRE) has been provided in L.19 (c ) 1 (a), Table L-1.
A35. Procurement Solicitation L.19
Section L.19 (c) 2. states Offerors are required to develop a contractor team composite FBR per SLC, per contract year, and then apply those rates to the respective hours provided in Table L yyy.
Can the government provide more detail regarding what exactly is required by this paragraph?
The Government anticipates that during the life of the contract, additional requirements, which are within the general scope of this contract, but not specifically identified under the fixed price portion of the contract, will be required in support of NASA’s mission. To accomplish these additional requirements, the Government will issue task orders on a Firm Fixed Price basis for the ordering of these services and supplies. Task Orders shall be priced in accordance with the Table L.2 data for estimated hours. This is then used to complete the Pricing Template on tab TOPT-SR.
A36. Procurement Solicitation G.2 Section G.2 states Invoices must include vouchers, breakdown of billed labor
Those requirements do not apply for firm-fixed price contracts.
The invoices would be submitted to costs, billed other direct costs, indirect expenses, progress reports, and fee vouchers.
Considering this is a firm fixed priced contract, would these requirements not apply, and should basic invoices be submitted to include the annual firm fixed price divided into 12 equal payments?

A37. Procurement Solicitation I.4 Section I.4 states the contract is an indefinite quantity contract however section B and Attachment 5 reference this contract as a firm fixed price contract.
Can the government please clarify what type of contract this is?
This contract is a firm-fixed price with firm-fixed price indefinite delivery indefinite quantity (IDIQ) task orders.
A38. Procurement DRD There are some references to the DRD that seem to be incorrect. For example, section 1.7 references DRD 12 as Phase-In Plan, but in Attachment D, DRD Line 12 corresponds to the Notification of Potential Labor Dispute and Contingency Strike Plan. This same section references DRD 11 to a Re-Procurement Data Package, but in Attachment D, DRD Line 11 references the Phase-In Plan. Could you please clarify?
Reviewed and correct the SOW references to Attachment D (DRD).
A39. Procurement SOW 3.0 Can the Government please clarify the requirement definition for key personnel (in particular for the Arborist). Must the Arborist be a direct contract employee or may Offerors fill the role with a subcontractor?
The Arborist can either be a prime contractor employee or subcontractor employee.

B1. Technical DRD 11 Can the Government please provide formats for the letters of commitment required for key personnel?
The letter of commitment can be in the form of a resume or an actual letter between the contractor and the key personnel.
B2. Technical DRD 11 Will the Government provide office space for use during Phase-in?
Yes, the Government will provide office space during Phase-in.
B3. Technical DRD 11 Can the Government please identify the current options for connectivity to and systems used by JSC for this contract?
The Government will provide computer connection to JSC infrastructure once the offeror has taken the required computer training and given access to the JSC infrastructure by OCIO.
B4. Technical DRD 11 The instructions for DRD 11 state (vi) Describes how an inventory will be performed of all records that will be transitioned to the GMAPS II contract.
Records transition shall be completed at contract start. Can the government clarify what records they are referring to?
Any historical data on the life and health of the trees and/or waterways that are located on JSC and the other areas listed on the SOW.
Any state required records (i.e., air quality testing, DRD 6 and DRD 3).
B5. Technical DRD-2 Can the Government clarify if the safety and health personnel responsibilities can be performed by other personnel, or must it be a separate role?
The safety and health roles may be dual duty assignments as they probably aren’t full time jobs. Contractor management should ensure the assigned employees are able to carry out their responsibilities.
B8. Technical SOW Can the Government clarify if the contractor is permitted to store chemicals on-site used for pesticide, herbicide and fertilizer? If so, where may chemicals be stored?

B9. Technical SOW 3.0 Can the Government please clarify if the contractor is required to provide control and eradication of pests on interior areas or, is service limited to only external areas?

The contract does not stipulate the FCL or security requirements for key personnel, would the Government please clarify what the FCL and key personnel security requirements are for this contract and the preferred method for confirming required clearances?
They need to meet the general security clearance to get on to any Government installation.
B11. Technical N/A How many Saturdays are worked annually around the Sonny Training

B12. Technical Site Visit It was stated on the site visit that contractors should maintain the B12 green roof monthly. Can the government confirm that is in line with past practices?
No, previously the maintenance was done weekly under GMAPS 2 but on GMAPS 3, the maintenance is done monthly.
B13. Technical Maps Can the government provide mowing service area maps for Sonny Carter Training Facility, JSC Barge Dock, and Ellington Field.
Upon award the awardee will receive the mowing service area maps.

B14. Technical SOW Based on the solicitation documents and SOW the contractor understands that the solicitation requires the following key personnel:
-Project Manager -Full Time Certified Pest Control Applicator -Full Time Certified Pest Control Technician -Full Time Certified Arborist -Full Time Licensed Irrigator -Two Full Time Admin/Clerks -Two Facilities Managers Are the above-mentioned positions all necessary or can any be filled by the same person?
The Governments view is that the key personnel is the project manager. The RFP has been updated to include the Key Personnel Clause.
A person may hold dual roles.
B15. Technical What are the responsibilities or job description of the facilities manager?
The Facility Manager’s duties are taking care of the building 42 & 326. The safety and health of the contractor employees are also part of the facilities manager responsibilities.
B16. Technical What materials is the contractor responsible for providing as it relates to the facilities provided by the government.
In regard to the facilities (buildings) the Government provides the contractor is not responsible for providing any materials.
The contractor is required to provide all materials for the performance of the work stated in the SOW.
B17. Technical According to the SOW, the contractor shall refill ponds and test the water and adjust chlorine, ammonia, and pH levels, to ensure that the chemicals mentioned are the accurate levels, will there be a biologist available to provide the levels that the contractor needs to follow?
We do have wildlife biologist at the site and the contractor is welcome to consult with the biologist. However, the maintenance of the Ponds is the Grounds contractor responsibility.
B18. Technical The SOW states that the contractor shall provide all fuel and associated storage tanks as necessary. During the site visit it was mentioned that the fuel storage tanks will be provided by NASA. Can you please clarify?
The fuel storage tanks for performance of the Grounds contract are not provided by the Government.
All the fuel and associated storage tanks that the contractor needs to perform under the SOW are required to be provided by the contractor.
B19.
Technical According to the SOW, the contractor shall provide mosquito fogging services.
Can the government elaborate on the preferred equipment and method for the mosquito fogging? Can the government also provide historical data
To date under the current contract no mosquito fogging has been required or provided. Prior to this current contract mosquito fogging was performed once approximately 10 years ago. If this service is required under the Grounds, it for how often are mosquito fogging services required?
will be purchased via the IDIQ CLIN. The Contractors approach (equipment and/or method for the mosquito fogging) will be required to be approved by the JSC environmental office.
B20. Technical SOW 3.2.3 According to the SOW, the contractor shall maintain the turf and drip irrigation systems. Can the government provide historical data for the irrigation system repairs?
Will the contractor be responsible for all parts and repairs of the system as part of the firm fixed price?
Historically, the government has dealt with approximately 2 minimal repairs per month. The turf irrigation includes the sprinkler system and drip water system in plant beds and trees.
The contractor will be responsible for maintaining the turf irrigation system (SOW 3.2.3). The backflow preventers and main waterline/water supply line to the turf irrigation system will be maintained by the Facilities Contractor.
B21. Technical There are several areas such as beds and conditions of the trees that are not currently in the contract standard. Will these items be to contract standard by the time of the award or will it the responsibility of the awardee to bring these items to contract standard?
The expectation of the government on the awarded contractor is to bring it up to the standard and maintaining them.
B22. Technical SOW 3.0 Other than the Tree Risk Inspection Assessment this section seems to imply that all other tree work will be an IDIQ item. For example, at the site visit, it was noticed that there is a lot of dead wood in the trees and several trees that need to be removed. Is the tree work to

Yes, there is an onsite area (mulch area) that is reserved for the contractor use.
The contractor does not need to remove the leaves off-site. If additional space is required it can be provided onsite.
