Summary of Amendment 0001 to Solicitation 80KSC026R0004
This document is Amendment 0001 to a Request for Proposals (RFP) for Architect-Engineer (A-E) Services issued by NASA Kennedy Space Center, effective April 27, 2026. The amendment modifies the solicitation for the Southeast Regional Architecture-Engineering IDIQ II (SERAE II) contract to rehabilitate, modernize, and develop new systems for facilities, utilities, and ground support systems across multiple NASA locations including Kennedy Space Center (KSC) Florida, Stennis Space Center (SSC) Mississippi, Johnson Space Center (JSC) Texas, Marshall Space Flight Center (MSFC) Alabama, and Michoud Assembly Facility (MAF) Louisiana.
The amendment implements three primary changes: (1) updates the electronic submission email address from a Box.com link to KSC-DL-OPCS-PROPOSALS@mail.nasa.gov; (2) incorporates FAR Clause 52.222-90 addressing DEI discrimination by federal contractors as a deviation effective April 2026; and (3) provides government responses to bidder inquiries. The solicitation establishes an IDIQ contract with up to ten total awards, including up to three reserved for small business concerns, with a maximum contract value of $150 million per award. Evaluation criteria include specialized experience and technical competence (35%), professional qualifications (35%), past performance (10%), capacity to accomplish multiple task orders (10%), and location/NASA Center experience (10%). Proposals must be submitted as completed SF 330 packages not exceeding 60 pages by May 27, 2026. The government intends to award without discussions but reserves the right to conduct discussions if necessary. Selected firms must submit Advanced Pricing Rate Agreements, Small Business Subcontracting Plans (for large businesses), and Safety and Occupational Health Plans within 14 calendar days of request.

Answers to Frequently Asked Questions:
1. No general breakdown of workload distribution between NASA Centers is available.
2. NASA is not able to define the location, type, or size of task orders under this contract. In general, task orders will be awarded using a technical qualification narrative to identify the best-suited firm for a particular task order.
3. The Government will only accept PPQs obtained for this solicitation. Previously obtained PPQs will not be evaluated. Please ensure that you provide a point-of-contact (POC) for PPQs submitted, so that the Government may attempt to contact them for information. The lack of a PPQ will be considered neutral (neither positive or negative). PPQs should be emailed to LaCorsha Noel and Stephen Crooks at the identified email addresses.
Review of CPARs and other systems is used by the Government to supplement the PPQ data provided by the customer contacts. Any PPQs above the maximum 10 projects in section F will be removed prior to evaluation.
4. A copy of each individual license / LEED accreditation is not required. The proof of licensure may be accomplished by providing the license number and state for verification. If copies of licenses / certificates are provided, they will not count against the total page count.
5. Respondents must use the fillable version of SF330. Offers are not allowed to modify the SF 330. Offers who modify the SF 330 will be considered non-responsive.
6. A single project may be considered to include multiple phases of a single effort, to include planning and feasibility studies, permitting, preliminary engineering reports, design, engineering services during construction, activation and commissioning. General engineering contracts, IDIQ contracts, basic agreements, and basic ordering agreements are not considered "projects."
7. The Government expects the A-E to indicate the last year of their contractual involvement with the project as the year in which professional services were completed. If the A-E was contracted to provide on-going professional engineering services during construction (also known as construction administration services), then the last year for which the A-E provided those services would be indicated. If the A-E was contracted to provide services during the construction, a description of those services must also be included in the project description.
8. Tables and graphics are acceptable on supplemental sheets for Section H.
9. The Government will evaluate the A-E's specialized experience only for the projects in Section F of the SF
330. Additional information, e.g. continuation of Section F box 24, for these projects may be included in Section H, but information regarding specialized experience for projects in excess of the projects listed in Section F will not have a positive influence on the evaluation of the A-E's specialized experience. Any additional information included in section H may provide context and example information of section H.
10.Will firms be required to submit certified cost and pricing data audits and historical contract data from previous contracts prior to award submission? Answer: Yes, all firms will need to submit an audit, independent contractor or DCAA.
