Solicitation 80KSC024R0003 Request for Proposal (Phase 1)
Design-Build, Replace Overhead Power Line B, Kennedy Space Center (KSC), Florida.
1. Acquisition Overview
1.1. Scope. This Design/Build project is to design and replace the existing overhead power line B in its entirety along Static Road at Kennedy Space Center. The work entails designing and then performing the removal of all the wooden poles and replacing them with new concrete poles and new power lines designed and constructed to Florida Power & Light (FPL) standards, the Florida Building Code, and the National Electrical Safety Code (NESC). The project also includes the design and removal of various underground runs of 15KV PILC cable and replacing them with 15KV EPR type cable (less than 2500 linear feet), and removing Load Break Switches (LBS’s) 40, 41, 42, and 43. Provide the design and installation of new 15KV fuse cutouts to refeed transformers SS 192, SS107, and SS195.
The total power line length is approximately 4.1 miles and runs the entire length of Static Test Road (located on the east side of the road about 25’ away from the pavement). The total number of wooden poles to be removed is approximately 148 (to be verified during design).
The Period of Performance (PoP) for the construction effort is 490 Calendar Days from Notice to Proceed (NTP).
1.2. Selection Process. This acquisition is a two-phase, design-build selection procedure in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. Note: This requirement has been set aside for small business. Only small businesses are eligible for award.
In Phase 1, the Request for Proposal (RFP), the Government will evaluate offerors’ Technical Approach and Technical Qualifications. Based on the evaluation of Phase 1 criteria, the Government will select no more than five of the most highly qualified offerors to advance to Phase 2, Request for Proposals (RFP).
The future Phase 2 RFP will provide greater detail and include final technical requirements, provisions, and contract clauses for award. The Phase 2 evaluation criteria will be Price, Proposed Technical Solutions, and Management Approach. Upon evaluation of Phase 2 proposals, the Government will make one award to the selected offeror with the proposal that provides the lowest priced, technically acceptable to the Government in accordance with FAR Part 15.
2. Phase 1, Design-Build Request for Proposal (RFP)
2.1. Evaluation Factors: The offeror must submit a proposal consisting of a qualifications package to include specific information addressing each of the evaluation factors below. Offerors will be evaluated to determine the most highly qualified teams in relation to the evaluation factors. Failure to provide the requested data or to comply with the instructions in this notice may result in a team being evaluated as not highly qualified. The evaluation factors for the work described in this request for qualifications are as follows:
Factor 1: Technical Approach Factor 2: Technical Qualifications
2.2. Factor 1: Technical Approach
2.2.1. The offeror’s proposed organizational structure:

2.3.2. The offeror’s proposed management and integration plan:
i. Describe the process for managing technical integration across all phases of the work.
Provide the offeror’s approach to integration between; the designer-builder, and the Government. Describe the process for ensuring communication is effective throughout the organization, including management and field personnel. Describe the decision-making process and the means to integrate Government input. Describe lines of authority, to include addressing the role of Engineers of Record (EOR, designer) during the construction phase of the project (engineering services during construction by the EOR).
ii. Provide a timeline showing the design, factory testing, procurement/delivery of long lead items, mobilization, installation, and commissioning.
iii. Provide a written narrative of the proposed approach to performing and accomplishing the statement of work within the period of performance (PoP).
iv. Identify anticipated challenges in accomplishing the work on time, within the PoP, and proposed approaches for resolving any challenges/difficulties.
2.3. Factor 2: Technical Qualifications
2.3.1. Specialized experience and technical competence:
i. Offerors must provide a Technical Experience Summary identifying three (3) contracts/projects currently being performed (at least 50% construction completed) or successfully completed within five (5) years of the date of issuance of this solicitation (may include federal, state, local government, and / or private projects) similar in size, content, and complexity to this Government acquisition. For submittal purposes, a task order on an indefinite-delivery indefinite-quantity (IDIQ) contract or basic ordering agreement (BOA) is considered a “contract or project”. Offerors proposing a contractor teaming arrangement(s) with one or more major subcontractor(s) must identify the scope of work that will be performed by the prime contractor and the scope of work that will be performed by each of the major subcontractor(s).
ii. Provide a statement as to the availability of the company to resource the project management, labor, equipment, supplies, tools, and financial wherewithal for this project. This is to consider the timeframe of this project, 2024-2025 and competing projects the company may have been or expect to be awarded. Consider long lead items and supply chain potential challenges in that timeframe.
2.3.3. Past performance of the offeror’s team (including the architect-engineer and construction members):
Offerors must provide a Past Performance Questionnaire (PPQ), (see Attachment 1) to the owner/customer point of contact (POC) for each of the projects for the prime and major subcontractor(s) submitted under Factor 2. iii. Days Away, Restricted or Transferred Rate (DART) Calculation - Number of OSHA Recordable injuries and illnesses that resulted in DART X 200,000 / Employee hours worked. The DART rates are then compared to the Bureau of Labor Statistics. https://www.bls.gov/.
iv. Total Case Rate (TCR) Calculations - Total Number of Recordable Cases x 200,000/divided by total hours worked by all employees during the year covered. The TCR rates are then compared to the Bureau of Labor Statistics. https://www.bls.gov/.
v. Days Away from Work Injury Illness (DAFWII) Calculation - DAFWII (number of Days Away cases x 200,000) divided by the number of hours worked. The DAFWII rates are then compared to the Bureau of Labor Statistics. https://www.bls.gov/
vi. Results of any investigations of OSHA violations (willful, serious, repeated, and other than serious) or pending OSHA violations. The OSHA Establishment web page will be researched for each company. If the contractor submits OSHA violations or if any OSHA violations are found per the search, they are noted in the evaluation.
