About this file
This document contains pre-proposal questions and answers regarding solicitation 80KSC023R0013 to replace electrical distribution equipment in the O&C South Wing at Kennedy Space Center. The contractor shall furnish all labor, equipment, materials, and related activities to complete the project. Key details include that the solicitation is a 100% small business set-aside with a lowest price technically acceptable evaluation. Offerors must have an active DLA Joint Certification Program certification to access specifications and drawings due to their export determination of EAR 99. Questions cover topics like equipment clearances, capacities, and transformer configurations. Answers provide clarification on equipment locations, modification methods to maintain structural integrity when converting switchgears, and basis of design assumptions.

Drawing 79K41054, Page V-103 What are the narrowest clearances from the Freight Elevator to Room 3248? Refer to Sheet E-403, Flag H - Freight Elevator main hallway measures approx. 95 inches from asbuilt drawings (does not account for any wall mounted equipment that may provide obstruction). Method and route of transportation to be approved by Government prior to start of work.
Drawing 79K41054, Page EW-415 What is the weight capacity of the Freight Elevator? Capacity of the freight elevator is 25,500 pounds. Contractor to coordinate with the Government elevator shop prior to usuage of the elevator 0003

Where is the correct location of ROOM 1695? On drawing page E-004, the location of ROOM 1695 is shown on South West of building; on page E-109, ROOM 1695 is shown on North East of building.
The E-109 detail is for the Northeast Corner of Room 1695 (not the building). Room 1695 is on the Southwest Corner of the overall building as indicated on E-004. 0003
Drawing 79K41054, Page EW-405 Are there DEMO Drawings for RM 2276? Install for RM 2276 is shown on page EW-405.
We would like to have DEMO Drawings for RM 2276.
The area to be occupied by SS-WB is currently open space. SS-WG demolition is on Sheet EW-415.
Drawing 79K41054, Page EW-413 How to convert Switchgears SS-WH and SS-WJ to J-BOXes without losing structure integrity? As Listed, we believe the switchgears will lose structural integrity. There are no details on how to convert to J-BOX.
Reference Drawing EW-413. Basis of design assumes typical switchgear construction which is side panels and components being attached to an overall supporting frame. Modifications generally include installing cover plates over holes left by transformer and breaker removal. Bus work removal is also specified but could be modified based on existing conditions encountered during modifications.
Drawing 79K41054, Page EW-419 How to convert Switchgear SS-WG to J-BOX without losing structure integrity? As Listed, we believe the switchgear will lose structural integrity. There are no details on how to convert to J-BOX.
Reference Drawing EW-419. Basis of design assumes typical switchgear construction which is side panels and components being attached to an overall supporting frame. Modifications generally include installing cover plates over holes left by transformer and breaker removal. Bus work removal is also specified but could be modified based on existing conditions encountered during modifications.
Drawing 79K41054, Page EW-427 How to convert Switchgears SS-WE and SS-WF to J-BOXes without losing structure integrity? As Listed, we believe the switchgears will lose structural integrity. There are no details on how to convert to J-BOX.
Reference Drawing EW-427. Basis of design assumes typical switchgear construction which is side panels and components being attached to an overall supporting frame. Modifications generally include installing cover plates over holes left by transformer and breaker removal. Bus work removal is also specified but could be modified based on existing conditions encountered during modifications.
Drawing 79K41054, Page E-701 Due to the weight difference and over twice the delivery lead time, can Dry Type
Transformers be considered verus the Liquid-Filled Type?
No. The size of dry-type transformers and associated individual transformer switching and protection was deemed to large for the available space. 0003
Drawing 79K41054, Pages EC-414 and
EC-421
Is there a possible different configuration for the "Reverse" Transformers? Some of the Transformers, such as TX-CR, are shown with the Primary side on the right ("Reverse").
Our past experience is that many of the manufacturers will only provide Transformers with the Primary on left side and Secondary of right side.
No. Basis of design is Eaton Cooper transformers which will provide a high voltage right-side configuration. Existing conditions and work space requirements will require the use of hight voltage right side transformers. Reference Note D on Sheet E-701 where high voltage right side transformers are required. TX-TEMP1 and TX-TEMP2 are to be turned over to the Government after use for temporary power as high voltage right side spare units.
Drawing 79K41054, Page E-701 Do all Transformers have to be provided by the same manufacturer? Left and right side pad-mounted transformer primary compartment configurations may be provided by different manufacturers (maximum of two pad mounted transformer manufacturers). 0003
Drawing 79K41054, Pages EC-421, EC-
434, EC-443, EE-419, EE-429, E-701
Can "Re-Manufactured" Transformers be considered? No re-manufactured equipment of any kind is to be provided on this project.
Drawing 79K41054, Page E-701 If we protect the flooring, can the Liquid-Filled Transformers not be drained? No historical weight load information is available for the existing transformers when dry or oil filled.
When originally installed, the transformers were most likely moved into their final position without oil.
The Government only recommends transportation of oil filled transformers under the following conditions:
-The oil is confirmed, by the construction contractor, to be non-hazardous. If the transformer oil contains PCBs, then the Government recommends draining and containerizing the oil prior to moving. NASA to confirm or clarify.
-The contractor can transport the existing transformers with oil across slabs on grade, but additional structural analysis, at the contractor's expense, would be required for transporting oil filled transformers across elevated slabs. In additron, the contractor to make sure and verify the tranformer weight does not exceeed the freight elevator capacity (25,500 Pounds) -The construction contractor determines the actual weight of existing transformer with oil.
-For all elevated slab transport corridors, the construction contractor must furnish a signed and sealed structural analysis, in accordance with ASCE 7-16, to document that the structural capacity of the existing floor structure system is not exceeded by transporting the existing transformers with oil. If the existing floor structure does not have adequate capacity, the construction contractor may return to the original scope of work (drain oil, then transport) or provide signed and sealed structural modifications (temporary and/or permanent) to reinforce the existing slab and provide sufficient capacity to transport the existing oil filled transformers. Refer to Sheet E-001, General Note - Demo #2, surfaces/furnishes not intended for demo to be protected by contractor.
