Paragraph # NASA/KSC Disposition

20 Past Performance

Self Assessments

97-99 5.10.3.2(b)

No, the Government will maintain the current number of pages.

Question

KOIS 80KSC023R0001 Response to Solicitation Questions 4/24/2023

Observation:

Respectfully, the KOIS PWS is 20 pages, and the contract information required as part of 5.10.3.2 Past Performance (b) takes up nearly half of a page for each contract reference.

Question:

Given the Government is placing strong emphasis on offeror’s experience having performed the requirements of the PWS, we would like the Government to please consider allowing for a total of 15 pages for the (b) Self Assessment, and removing any page restrictions around individual self-assessment references.

Some contracts may be more relevant than others, and may require more page count than others (beyond the two pages) to demonstrate relevancy to a 20-page PWS.

22 Page Count 1852.215-81 Proposal Page

Limitations

92 5.10.2(a) It is up to the proposer to provide relevent information within the maximum pages.

23 Proposal extension Late submissions, modifications, revisions, and withdrawals of offers

89 5.6(f) No, due to time constraints the due date will remain May 1, 2023 at 4:00

PM EST.

21 5.10.3.2(b) No, this information should be included in the maximum 10 pages for past performance.

Question:

If the Government is not amenable to allowing for more page count, can the Government please clarify how an offeror is to adequately demonstrate relevancy to a 20 page PWS, in 1.5 pages, including performance Question:

Given the close proximity of the Q&A response to the RFP submission date, would the Government consider granting a one (1) week extension for final RFP submission to May 8th in order to allow sufficient time for our Past Performance contractual points of contact to respond and submit PPQs back to your office?.

Question:

Will the Government please confirm that these following two requirements can be met within the Cover Letter/Introduction of Volume 2 Past Performance?

*Offerors which are subsidiaries or affiliates of other business entities may submit the past performance data of such other business entities for consideration, but such past performance shall only be considered to the extent that the proposal clearly demonstrates that the resources (e.g., financial resources, overall oversight and management or other resources) of the other companies will meaningfully affect the performance of the proposed contract.

*For newly formed businesses (including joint ventures) having little or no past performance as the new business entity, the Offeror may submit the past performance data of the predecessor business entity (or, in the case of joint ventures, the past performance of each joint venture participant). The Offeror shall also submit a thorough and clear explanation of why such information should be considered predictive of the Offeror’s performance under a contract resulting from this solicitation and, if applicable, the Offeror (i.e., joint venture participant) shall demonstrate a history of successfully performing joint ventures. For any joint venture, the 8(a) participant(s) to an 8(a) JV shall be certified at the time of proposal submission, and in accordance with 13 CFR 124.513(e)(1), the SBA shall approve the 8(a) JV agreement prior to contract award.

24 Price Template

Attachment 5- 03 There are 25 labor categories identified in Attachment 5-03 Price

Template . Only one labor rate is to be proposed for each labor category level, for a total of 25 labor category rates to be proposed. Only one labor rate per labor category and associated level will be incorporated into the KOIS contract.

Therefore, Attachment 5-03 Price Template has the capability of 1 of 3 options for each labor category level:

(1) Prime - if this is selected (column E), then this option includes the direct labor rate + primes associated burdens (based on offerors formulas) + PMO allocation automatically calculated + profit (based on offerors formula)

(2) Sub (teaming partner) - if this is selected (column E) and represents the teaming partner or Protégé, then it includes the direct labor rate + the teaming partners burdens (including profit), then the PMO allocation automatically calculated, and then the prime contractor applies it's associated profit (based on offerors formula).

25 Price Template

Attachment 5- 03 Reference page 106, paragraph 5.10.3.3(f), which states, "As necessary, offerors may rearrange, alter, or add columns to align with its estimating and accounting practices and are responsible for a comprehensive and mathematically accurate proposal submittal to the Government. For independent contractors, automatic formulas calculate applicable G&A, PMO allocation, and profit along with any applicable labor escalation for all outyears, including options".

To modify the formulas, simply unprotect the applicable worksheet tab(s) and make the necessary modifications.

The solicitation allows for offerors to propose as a JV. However, in a JV both the Mentor and Protégé are able to propose individual indirect rates.

The RFP requires offerors to provide their indirect rate structure and build

up. However, the updated Price Template does not allow offerors to provide indirect rates for both JV Members (the PMO tab only allows for one set of indirect rates). Additionally, the Price Template does not allow for more than one Teaming Partner/Subcontractor.

Question:

As the indirect rate build up is required, please advise how offerors are to include rates/build ups for multiple entities in the case of a Joint Venture or multiple teaming partners?

Per the instructions, the Price Proposal should only include a Team unburdened labor rate and a Team fully burdened rate per labor category for Co-sharing of labor classifications. However, when “Combined” is selected in Column E of Tab “Bs Pd Yr1”, the fully burdened rate does not blend, and instead defaults to the Prime rate.

Question:

Can the Government please advise how Offerors are to bypass the indirect rate columns to provide only a Team fully burdened rate?
