6.5 COMMUNICATIONS REGARDING THIS SOLICITATION
Any communications in reference to this solicitation shall cite the solicitation number 80KSC022R0020 and be directed to ksc-ssppf@mail.nasa.gov. Questions regarding this solicitation must be presented in writing and shall be submitted to the above e-mail addresses no later than December 14, 2022 to allow for analysis and dissemination of responses in advance of the proposal due date. Late questions or comments are not guaranteed a response prior to the proposal due date.

6.6 PROPOSAL CONTENT
Offerors shall provide information responsive to the items set forth below. This information is considered essential for the Government to conduct a fair and uniform evaluation of proposals in accordance with the evaluation factors and sub-factors provided in Section 7.
The items listed are not, however, all-inclusive, and Offerors should therefore include in their proposals any further discussion that they believe to be necessary or useful in demonstrating their ability to understand and perform the work under the contemplated contract. The Offeror shall conduct an oral presentation in accordance with Section 6.6.1 and shall submit a written proposal in accordance with Section 6.6.2.
The purpose of the Oral Presentation is to supplement the Written Proposal’s affirmations by exemplifying and demonstrating the relevant facility services and capabilities as stated in Section 6.6.1.
The purpose of the Written Proposal shall confirm the Offeror’s commitment to specific services and capabilities provided in Attachment A, SOW and Attachment A.1, Common LSSP in accordance with Section 6.6.2.
Where use of subcontractors is proposed, the proposal shall clearly distinguish between the prime and the subcontractors work and responsibilities.
The Offeror’s proposal shall contain the following volumes:
VOLUME I, TECHNICAL/MANAGEMENT CAPABILITY
VOLUME II, PRICE
VOLUME III, ADMINSTRATIVE/MODEL CONTRACT
6.6.1 VOLUME I, TECHNICAL/ MANAGEMENT CAPABILITY (ORAL)
SPECIFIC INSTRUCTIONS
Oral presentations will be scheduled January 11, 2023 and will conclude January 13, 2023. The proposal shall include the following information:

1. Offeror shall provide name of offeror, address, and point of contact (email and phone number) with whom it wishes LSP to coordinate the oral presentation schedule.
2. Company name/Cage Code
3. Notice of intent to propose
4. Oral Presentation Attendees (as specified in paragraph a. of Section 6.6.1, Conducting the Oral Presentation)
NOTE: Telephone notifications will NOT be accepted.
The Government will advise offerors of their scheduled time for presentation by no later than January 9, 2023. The Government reserves the right to reschedule oral presentations at the sole discretion of the Contracting Officer.
ORAL PRESENTATION
Oral Proposals shall be specific, detailed, and comprehensive to clearly and fully demonstrate understanding of the requirements and the inherent risks associated with the objectives of this procurement. Through the mandatory oral presentation, the Government intends to gather an understanding of the offeror’s proposed solution and its capabilities to meet the Government’s requirements as it relates to the Attachment A, Statement of Work and Attachment A.1, Common LSSP.
Offeror shall have Oral Presentations for each proposed facility, with a maximum limit of 120 minutes per proposed facility. Facilities in different launch vicinities will be separate presentations. Each Oral Presentation shall address the following:
A. Minimum Facility Capabilities as described in Attachment A, Statement of Work, Section
2.1 Facility, 2.2 Facility systems, and Facility Support Systems to:
1. Facility Location Description
a. Physical location
b. Transport routes and capabilities that meets all federal, state, and local regulations in order to
i. transport satellite from nearest large aircraft capable airfield
ii. transport encapsulated satellite to launch pad
iii. transport hazardous material (e.g. hydrazine) to/from a storage area
2. Facility Description and Layout
a. Processing (cleanroom) area descriptions for spacecraft and launch vehicle fairing processing
b. Airlocks for hardware entry without affecting the cleanroom environment
c. Support facilities available to include control rooms for spacecraft electrical ground support equipment and office areas for spacecraft personnel during the processing of hardware in the cleanroom and during spacecraft pad operations.
