STATEMENT OF WORK (SOW)

ARTEMIS CREW TRANSPORTATION VEHICLE(S)

1.0 INTRODUCTION

1.1 The mission of the National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC)

Exploration Ground Systems (LX) Program is to Build. Launch. Recover. NASA KSC LX is seeking to augment its mission with a transportation solution to serve as the Artemis Crew Transport Vehicle(s) (CTV(s)) for transporting the NASA Artemis Astronauts from the suiting up facility in the Neil Armstrong Operations and Checkout Building

(O&C) to the Launch Pad on launch day at NASA KSC, as well as during test operations prior to launch at the

Vehicle Assembly Building (VAB) and Launch Control Center (LCC).

2.0 BACKGROUND

2.1 Every Government-led, NASA manned spaceflight program is equipped with a unique capability to transport

NASA astronauts from the living quarters on-site at NASA KSC to Launch Complex 39B (LC39B), the VAB, or the

LCC for testing and launch operations. NASA requires zero-emission transportation vehicle(s) to serve as the new

Artemis CTV(s); to be designed, built, and tested to transport NASA flight crew members and support personnel for all future Artemis missions. The CTV(s) will also be used to transport the NASA flight crews for launch operations as well as training and launch rehearsals.

2.2 On launch day, the Artemis CTV(s) will be stationed outside the O&C on standby for the suited flight crew members and support personnel to board. Once personnel and equipment are loaded, the CTV(s) will transport

Artemis personnel to LC-39B for launch operations. After personnel are safely offloaded at LC39B, the CTV(s) will move to a standby location outside the Launch Danger Area (LDA) until the end of launch countdown operations. If launch occurs, the CTV(s) return to a storage location aboard NASA KSC until the next mission. If the launch does not occur, or scrubs, the CTV(s) return to LC39B to pick up the NASA flight crew members for return to the living quarters at the O&C for the next launch attempt.

2.3 For training and launch rehearsals, the CTV(s) will be utilized in the same manner described in paragraph 2.2 above. For some flight crew training events, the CTV(s) will transport the astronauts from the O&C to the transfer aisle of the VAB or LCC instead of LC39B.

3.0 SCOPE

3.1 The contractor shall provide transportation vehicle(s) to serve as the Artemis CTV(s). The contractor shall design, fabricate, and test one or multiple vehicles to be used as the Artemis CTV(s). The CTV(s) shall meet the technical requirements and standards as specified in the SOW.

3.2 The contractor shall provide project management of schedule, technical issues, and risk to ensure the proposed transportation vehicle(s) are delivered to the Government. The contractor shall be responsible for delivering the completed Artemis CTV(s) to NASA KSC no later than June 2023.

3.3 The Contractor shall furnish all required labor, tools, equipment, materials, transportation, facilities, management, and supervision necessary for the performance of all operations incidental to the contractor’s proposed transportation solution.

4.0 ARTEMIS CTV(S) TECHNICAL REQUIREMENTS

4.1 In accordance with Executive Order 14037 Strengthening American Leadership in Clean Cars and Trucks, the contractor shall provide the required pre-production zero emission transportation vehicle(s) to transport NASA flight crew, support personnel, and associated equipment from the O&C to LC-39B and from the O&C to the VAB for
