Question Answer “Since no production vehicle exists for this purpose, the ad hoc build provided by any respondent will include manufactured parts from various suppliers combined to create a total vehicle. Although the individual manufacturers have NHTSA certifications for their individual items, none will exist for them combined into an ad hoc vehicle. Therefore, a blanket NHTSA certification for this specific vehicle is not possible.

Will the Government accept separate certifications relating to specific components (e.g., the chassis, the body) that in the collective cover the entire vehicle?

This is referred to as an incomplete vehicle over 10,000 lbs GVWR, to which the second stage manufacturer's (i.e., respondent's) label will be affixed stating vehicle capacity per NHTSA.”

No changes or exceptions to the solicitation shall be made.

The Contractor shall design, manufacture, and deliver the Artemis CTV(s). The Artemis CTV’s shall be certified in accordance with current National Highway Transportation Safety Administration (NHTSA) standards. The Contractor shall be responsible for executing the design concept to current NHTSA standards.

The NHTSA requirement applies to the proposed vehicle(s) as a whole (complete). No deviations shall be made to avoid or circumvent the NHTSA requirements.

“In order to provide NASA with competitive responses containing substantial detail to meet these specifications without compromising readability, would the Government consider expanding the page limit of the Preliminary Design section to 14 pages?”

No changes or exceptions to the solicitation shall be made.

Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete effective response to the solicitation are not desired.

“Given that emphasis will be placed on experience delivering specialty vehicles similar to the project scope of work (design and development of a crew transport specialty vehicle for astronaut transport), a unique, highly-specialized project experience set tied to space programs that have a requirement for such vehicles over multiple decades with long lifespans, highly relevant projects may fall well-beyond the time period that the Government has identified as ‘recent’.”

No changes or exceptions to the solicitation shall be made.

The Offeror shall provide a discussion of recent (within the last five years from the date of solicitation issuance) and relevant past performance (as defined in 52.212-2 Addendum). The Offeror shall place particular emphasis on fulfillment of both recent and current transportation vehicle requirements.

If the Offer does not have relevant past performance experience within the last five years, then the Offeror must make an affirmative statement to this effect. If the offeror affirmatively states it has no references, such offerors shall be assigned a past performance rating of "Neutral-Unknown Confidence.”

“Subcontractor A within our Teaming Agreement as a lengthy history of involvement in the design and development of Crew Transport vehicles for NASA dating back to the earliest phases of the American Space Program, including the Apollo Era (Mobile Quarantine Units), the Shuttle Era (Crew Transport Vehicle Astrovans and NASA 25 Convoy Command Vehicle) as well as the Commercial Crew Program (Boeing Launch America Crew Transport Vehicle). While much of this work is highly significant and relevant to this particular project, a number of these projects fall outside of the 3-5 year window of ‘recent’. How should proposers highlight significantly relevant NASA experience and performance that pertains to this particular contract SOW yet exceeds the noted timeframe of recency?”

“Subcontractor B within our Teaming Agreement is a renowned Custom Specialty Vehicle design & build shop whose primary focus is the design, engineering, fabrication, and manufacturing of custom specialty vehicles to meet requirements for commercial/private customers as well as for its own automotive media outlets. Does past performance need to be related specifically to government contracts or can projects be submitted for relevant and recent custom specialty vehicle experience that were completed for private industry?”

The offeror has both the duty and discretion to determine which of its prior contracts are most recent and relevant to the described requirements of this solicitation.

“As part of the Sources Sought phase of the procurement process, the Government requested submission of “Rough Orders of Magnitude (ROM), including estimated hours; duration, in months, to complete the requirement; and total estimated costs.”

Can the Government provide a budget range that may have been determined based on ROM submissions in regards to the preferred options highlighted within the previous Sources Sought materials?”

No changes or exceptions to the solicitation shall be made.

As part of Market Research, the National Aeronautics and Space Administration’s (NASA) Kennedy Space Center (KSC) issued sources sought NNK21ZES001L to identify potential sources for the Artemis Crew Transportation Vehicle. The sources sought is not a solicitation for work, nor is it a request for proposal.

Offeror’s should note that data submitted prior to the proposal submission will not be considered in the Government’s evaluation. Therefore, such data should not be relied upon nor incorporated in the technical approach by reference. All offerors are encouraged to submit substantial detail in their solicitation response.

Providing the Government’s “budget range” is an action compromising competition and shall not be provided.

“The Government previously requested sources sought for a NASA Crew Transport Vehicle with a statement considering the following options: (1) Non-commercial option: designed and manufactured vehicle; (2) Commercial option: commercially available vehicle which can be modified to meet the requirements (3) Repair/refurbishment option: Refurbishment of the Government-owned 1983 custom Airstream transport vehicle. Is the government still considering refurbishment of the Government owned Airstream as a sole option to create a viable solution for the Artemis Crew Transport Vehicle?”

No changes or exceptions to the solicitation shall be made.

As part of Market Research, NASA KSC issued sources sought NNK21ZES001L to identify potential sources for the Artemis Crew Transportation Vehicle. Based on the responses, the Government is no longer pursuing “Refurbishment of the Airstream.” The sources sought is not a solicitation for work, nor is it a request for proposal.

Offeror’s should note that data submitted prior to the proposal submission will not be considered in the Government’s evaluation. Therefore, such data should not be relied upon nor incorporated in the technical approach by reference.

Addendum Instructions to Offerors – Commercial Items (Oct 2018), RFQ 80KSC022Q0002

“If the contractor plans on providing multiple CTVs as a solution to the Government’s RFP, does each vehicle individually need to meet all requirements provided in the SOW or will the sum total of multiple vehicles be an acceptable means to meet the requirement? For instance, if a contractor were interested in providing two vehicles to meet the requirements of transporting a total of 7 passengers (plus one driver per vehicle), would this be sufficient? How would the crews and cargo be split amongst multiple vehicles and would additional crew team members be necessary to provide support for astronauts riding in separate vehicles?”

“Is there a maximum number of vehicles that NASA is considering as a solution?”

No changes or exceptions to the solicitation shall be made.

NASA KSC LX is seeking to augment its mission with a transportation solution to serve as the Artemis Crew Transport Vehicle(s). Contractors are to propose their best transportation solution, to include quantity of vehicles, to meet the Government’s requirement.

“If contractor is considering a ‘multiple-vehicle’ solution, would a combination of 1 Commercial Option (commercially available vehicle which can be modified to meet the requirements) AND repair/refurbishment of one of the (2) Government owned 1983 Airstream vehicles be considered as a solution if both provided vehicles met all SOW requirements?”

“If the contractor is considering a ‘multiple-vehicle’ solution, would a combination of 1 Non-commercial Option (designed and manufactured vehicle) AND repair/refurbishment of one of the (2) Government owned 1983 Airstream vehicles be considered as a solution if both provided vehicles met all SOW requirements?”

“As part of the Sources Sought phase of the procurement process, the Government stated that “Preferred ingress/egress location would be through a door on the vehicle exterior. Location of the door is negotiable based on vendor design.” The Government owned 1983 Airstream vehicles have rear and side egress. Is this a preferred means for next-generation Crew Transport vehicles based on learnings from the 28-year lifespan of those vehicles in routine Crew Transport usage?”

“As part of the Sources Sought phase of the procurement process, the Government stated that “cooling units and electrical outlets need to be located near each astronaut for use. Other miscellaneous storage would be preferable to be near each passenger, but not required.” Is this still the case?”

“As part of the Sources Sought phase of the procurement process, the Government stated that “cooling units are connected to power and connected to each Flight Crew member to cool them during transport.
