1 79K40973 Note F

Drawing 79K40973 note F calls out for installation of 500’ Of FOC. Is there existing pathways for this cable to be installed of will new pathway need to be provided? Will the FOC need to be installed in inner duct. Does the existing IT rack have existing provision for terminating the new fiber into?

The 500 feet is an estimated run length.

The existing conduit can be reused and no innerduct will be required. The IT rack does have existing provisions for terminating the new fiber.

2 Can a Hazmat report be provided?

See attached Hazmat Lab Analysis Information, 45 pages.

Will floor coatings need to be removed prior to core drilling being performed?

Existing coating systems (not just the epoxy floor) can remain as long as the contractor selects construction methodologies that reduce airborne particle production to the greatest extent feasible, using best management practices in accordance with OSHA requirements and project specifications.

4 79K40974

Drawing 79K40973 (presumed typo, should read 79K40974) note E call for installing CAT 6 cable from the Unmanaged Ethernet Switch to existing switchboard control junction box.

Can the distance between these two locations be provided?

Assume 500 feet with existing pathway.

80KSC021R0028 ‐ Replace Switchgear at the Booster Fabrication Facility (BFF) Amendment 04 ‐ Bidder RFIs

Would it be acceptable to power panel TDP‐1115, with a generator and temp cables in liu of powering from new TX‐ 1115? If yes will KSC assume all re‐fueling operations during generator use?

No. Approach was investigated during design and determined to be infeasible due to redundancy and reliability concerns.

Would it be acceptable to power panel TDP‐1114, with a generator and temp cables in liu of powering from new TX‐ 1114? If yes will KSC assume all re‐fueling operations during generator use?

No. Approach was investigated during design and determined to be infeasible due to redundancy and reliability concerns.

Technical Experience Sub‐Factor (ii) calls for at least one (1) project listed in the Technical Experience Summary to be valued at over $5,000,000. This requirement would effectively eliminate some bidders from consideration who are otherwise qualified to perform the work. We request that the amount be reduced to $1,500,000.

Amount is reduced to $1,500,000.

8 79K40974 Note 1 Drawing 79K40974, note 1, can we get a copy of the environmental report?

See attached Hazmat Lab Analysis Information, 45 pages.

9 02 83 00 1.6.7.2 Is there any load data available to size the generators sufficiently the loads for facility L7‐0251?

No load data. An outage window will be coordinated with the successful contractor to replace the SS‐1116 at the Aft Skirt Test Facility (L7‐0251).

10 02 83 00 1.6.7.2 Will the deluge system at facility L7‐0251 need to be backed up on the temporary generator?

Yes, including the F/A System.

11 79K40973 sheet E‐

Termination detail shows 600amp elbows being used but is calling them 200amp. What is the amp rating for the elbows?

All elbows for 79K40973 will be 200A Load Break Elbows.

12 26 05 19.10 10.3.2 The medium voltage cable that is to be reused will they require VLF testing prior to being re‐energized?

Yes.

Can both facilities L7‐0251 and L6‐0247 be worked simultaneously?

No.

14 RFP Will the proposal date be extended?

Yes. Proposal will be extended to August 17, 2021 at 2:00:00 PM EDT.

15 79K40974 S‐101, S‐

It was noticed on the site visit that 200 lbs. per square foot is the maximum second floor loading. If an alternate engineer sealed method, to the temporary steel plate and temporary beams can be used to keep us below the max rating can it be used?

Yes, reference specification 05 12 00, Part 1.4.2 for requirements regarding alternative designs. Ensure to reference historical asbuilts 79K28970 for original structural drawings.

16 79K40974 E‐102 Has the paint on SS1116 been tested for any hazards, if not will it be the contractors responsibility to do so?

See attached Hazmat Lab Analysis Information, 45 pages.

E‐106

What will be the run times for the temporary generators that are required for the service building and the MPSF building, first shift, first and second or 24/7?

Generators will only be run during outages, whether planned or unplanned. Planned outages will be determined by the contractor based on Sequence of Construction on Sheets E‐ 002 and E‐003.

18 79K40974 E‐003, E004 Because the total footage of 15kv cable needed to connect from the new LBS's to the new TX's is so short will the government consider providing this cable?

No.

Can the Superintendent also serve as the SSHO ( Site Safety and Health Officer)? We can't determine from the specs.

No. See Contract Attachment J‐B‐17, Superintendent Assignment ‐ Full Time.

20 What is to be done with the old gear?

It will become property of the Contractor.

PROJECT NARRATIVE

[TOC_1]Project Narrative[TOC]

Client: Integrated Mission Support Services, LLC (IN029)

Project: Waste Sampling L6-0147 Paint and Caulk

ENCO Project ID: AD03176

Overview

All samples submitted were analyzed by Environmental Conservation Laboratories, Inc. in accordance with the methods referenced in the laboratory report. Any particular difficulties encountered during sample handling and processing will be discussed in the Remarks section below.

Remarks

Analysis: EPA 1311

Affected Samples: L6-147-Doors-Blue [AD03176-01], L6-147-Siding-Blue [AD03176-02], L6-147-Beams-Blue

[AD03176-03], L6-147-Roll-Doors-White [AD03176-04]

Nonconformance: Sample submitted for TCLP analysis was less than the method required 100 grams.

Additional Information: Although, there was not 100 grams of material, there was enough to produce a sufficient amount of leachate for analysis.

FLAGS/NOTES AND DEFINITIONS

[TOC_1]Flags/Notes[TOC]

PQL: Practical Quantitation Limit. The PQL presented is the laboratory MRL.PQL

B Results are based upon membrane filter colony counts that are outside the method indicated ideal range.

I The reported value is between the laboratory method detection limit (MDL) and the practical quantitation limit (PQL).

J Estimated value.

K Off-scale low; Actual value is known to be less than the value given.

L Off-scale high; Actual value is known to be greater than value given.

M Presence of analyte is verified but not quantified; the actual value is less than the MRL but greater than the MDL.

N Presumptive evidence of presence of material.

O Sampled, but analysis lost or not performed.

Q Sample exceeded the accepted holding time.

T Value reported is less than the laboratory method detection limit. The value is reported for informational purposes only and shall not be used in statistical analysis.

U Indicates that the compound was analyzed for but not detected.

V Indicates that the analyte was detected in both the sample and the associated method blank.

Y The laboratory analysis was from an improperly preserved sample. The data may not be accurate.

Z Too many colonies were present (TNTC); the numeric value represents the filtration volume.

? Data are rejected and should not be used. Some or all of the quality control data for the analyte were outside criteria, and the presence or absence of the analyte cannot be determined from the data.

* Not reported due to interference.

Calculated analyte - MDL/MRL reported to the highest reporting limit of the component analyses.[CALC]

PROJECT NARRATIVE

[TOC_1]Project Narrative[TOC]

Client: Integrated Mission Support Services, LLC (IN029)

Project: Waste Sampling L6-0147 Paint and Caulk

ENCO Project ID: AD03575

Overview

All samples submitted were analyzed by Environmental Conservation Laboratories, Inc. in accordance with the methods referenced in the laboratory report. Any particular difficulties encountered during sample handling and processing will be discussed in the Remarks section below.

Remarks

Analysis: EPA 1311

Affected Samples: L6-0147-J14870 [AD03575-01]

Nonconformance: Sample submitted for TCLP analysis was less than the method required 100 grams.

Additional Information: Although, there was not 100 grams of material, there was enough to produce a sufficient amount of leachate for analysis.
